The fiber optionally contains a pH adjusting compound. A method of making the fiber comprises electrospinning fibers of the substantially homogeneous polymer solution. A method of treating a wound or other area of a patient requiring protection from contamination comprises electrospinning the substantially homogeneous polymer solution to form a dressing. An apparatus for electrospinning a wound dressing is discosed.

The article of claim 2, wherein the substantially homogeneous mixture additionally contains at least one therapeutic performance enhancing additive. 4. The article of claim 3, wherein the at least one therapeutic performance enhancing additive is selected from the group consisting of antibiotic compounds, bacteriocidal compounds, fungicidal compounds, bacteriostatic compounds, crosslinking compounds, analgesic compounds, thrombogenic compounds, nitric oxide releasing compounds that promote wound healing, and nucleic acids. 5. The article of claim 4, wherein the at least one therapeutic performance enhancing additive is a nucleic acid selected from deoxyribonucleic acid, ribonucleic acid, and nucleotide analogs. 6. The article of claim 3, wherein the at least one hydrophilic polymer exhibits an equilibrium moisture content of greater than about 80 percent when spun as fibers of homopolymer. 7. The article of claim 3, wherein the at least one hydrophilic polymer is selected from the group consisting of linear poly(ethylenimine), grafted cellulosics, poly(ethyleneoxide), and poly vinylpyrrolidone, and the at least one polymer that is at least weakly hydrophobic is selected from The group consisting of polyesters and acrylics. 8. The article of claim 7, wherein the at least one hydrophilic polymer is linear poly(ethylenimine) and the at least one polymer that is at least weakly hydrophobic is poly(caprolactone). 9. The article of claim 2, additionally comprising an underlying double sided adhesive applied around the periphery of the dressing. 10. The article of claim 2, wherein the at least one fiber has a diameter of between about 3 nanometers and about 3000 nanometers. 11. The article of claim 10, wherein the at least one fiber has a diameter of between about 10 nanometers and about 500 nanometers. 12. The article of claim 11, wherein the at least one fiber has a diameter of between about 10 nanometers and about 100 nanometers. 13. The article of claim 2, having a surface area of at least about 5 m 2 /g. 14. The article of claim 2, wherein the pH adjusting compound is selected from carboxypolymerhylene, alginic acid, polyacrylic acid and derivatives thereof. 15. A method of producing at least one fiber comprising electrospinning a substantially homogeneous mixture comprising; a solvent, a polymer which is at least weakly hydrophobic, a hydrophilic polymer, and optionally, a pH adjusting component. 16. A method of using a medical dressing comprising:applying fibers to a wound or other area needing protection from contamination or an area requiring treatment with therapeutical or pharmaceutical compounds, to form a fibrous non-woven matrix, wherein the fibers are electrospun from a substantially homogeneous mixture containing at least one hydrophilic polymer, and at least one polymer which is at least weakly hydrophobic, and optionally, a pH adjusting compound. 17. An apparatus for electrospinning at least one polymer fiber comprising:at least one reservoir;at least one device for electrospinning at least one fiber, the at least one device being in fluid communication with the at least one reservoir;a mixing device for agitating the fluid within the reservoir;a power source capable of generating an electric field in electrical communication with the at least one device; anda device for focusing the electrospun fibers into a defined area.
