The photocurable luminescent polymer of claim 1 wherein the photocurable luminescent polymer is cured to form a gel coat. 10. The photocurable luminescent polymer of claim 1 wherein the photocurable luminescent polymer is applied as a gel coat and cured. 11. A luminescent article comprising an article having at least a portion of a surface to which a luminescent polymer has been applied, wherein the luminescent polymer is prepared by a process comprising the steps of mixing a thermosetting polyester resin, a suspending filler, a UV stabilizer, a phosphorescent pigment and a photocatalyst, applying the luminescent polymer to at least a portion of the surface of the article and curing the polymer via exposure to light. 12. A photoluminescent gel coated article prepared by applying a photocurable luminescent gel coat to a surface of an article wherein the photocurable luminescent gel coat comprisesa) a thermosetting polyester resin;b) a suspending filler;c) thermoluminescent phosphorescent particles;d) a polymerization photocatalyst ande) a UV inhibitor. 13. The photoluminescent gel coated article of claim 12 wherein the photocurable photoluminescent gel coat is applied to the surface of an article selected from the group consisting of laminated articles, cast articles and molded articles. 14. The photoluminescent gel coated article of claim 12 wherein the photocurable photoluminescent gel coat is applied to a mold for an article selected from the group consisting of laminated articles, cast articles and molded articles, a photocurable resin is applied directly over the gel coat and the photocurable photoluminescent gel coat and the photocurable resin are simultaneously cured. 15. A photoluminescent article prepared by applying a photocurable photoluminescent gel coat to a preexisting article and curing the photoluminescent gel coat to form the photoluminescent article, wherein the photocurable gel coat comprises a thermosetting polyester resin, a suspending filler, a photocatalyst, a UV stabilizer and photoluminescent pigment. 16. The photoluminescent article of claim 15 wherein the photocurable photoluminescent gel coat additionally comprises a flexible photocurable polyester component and is applied to fabrics to form photoluminescent articles selected from the group consisting of fabrics and articles of clothing. 17. The photoluminescent article of claim 15 wherein the photocurable photoluminescent gel coat further comprises a fire retardant material selected from the group consisting of photocurable fire retardant resins and fire retardant additives. 18. The photoluminescent and thermoluminescent article of claim 17 wherein the photocurable photoluminescent gel coat further comprises a photocurable flexible resin and is applied to a fabric and utilized to form fire retardant articles selected from the group consisting of clothing and hot air balloons. 19. A luminescent shaped article made by the process comprising:a) mixing a photocurable thermosetting polyester gel coat resin with a photocurable thermosetting moldable resin selected from the group consisting of photocurable thermosetting laminating resins, photocurable thermosetting casting resins, photocurable thermosetting molding resins and mixtures thereof to form a photocurable thermosetting polyester resin mixture;b) adding a suspending filler to the photocurable thermosetting polyester resin mixture in amounts sufficient to suspend heavy phosphorescent pigments;c) adding a phosphorescent pigment to the photocurable thermosetting polyester resin mixture;d) adding a photocatalyst to the photocurable thermosetting polyester resin mixture; ande) forming the photocurable thermosetting polyester resin mixture into a shaped article and curing. 20. The process of making the luminescent shaped article of claim 19 wherein the luminescent shaped article is reinforced with a fiberglass fabric. 21. A luminescent gel coated product made by the process comprising mixing a photocurable thermosetting polyester gel coat resin with a photocurable thermosetting moldable resin selected from the group consisting of photocurable thermosetting laminating resins, photocurable thermosetting casting resins, photocurable thermosetting molding resins and mixtures thereof to form a photocurable thermosetting polyester resin mixture, adding a suspending filler to the photocurable thermosetting polyester resin mixture in amounts sufficient to suspend heavy phosphorescent pigments, adding a phosphorescent pigment to the photocurable thermosetting polyester resin mixture to form a luminescent photocurable thermosetting polyester resin mixture, adding a photocatalyist polymerization initiator to the photocurable thermosetting polyester resin mixture to form a catalyzed photocurable luminescent thermosetting polyester resin mixture and applying the catalyzed photocurable luminescent thermosetting polyester resin mixture as a gel coat to a surface of a product. 22. The process of preparing a photocurable luminescent polymer resin comprising the steps of mixing:a) a thermosetting polyester resin;b) a suspending filler;c) a thixotropic modifier;d) a UV stabilizer;e) a phosphorescent pigment; andf) a photocatalyst. 23. The process of preparing a luminescent polymer coated surface comprising the steps of:preparing a light curable luminescent polymer resin by mixing a thermosetting polyester resin, a suspending filler, a thixotropic modifier, a UV stabilizer, a phosphorescent pigment and a photocatalyst;applying the light curable luminescent polymer resin to a surface of an article; andcuring the light curable luminescent polymer resin to form the luminescent polymer coated surface. 24. The process of preparing a light curable luminescent polymer resin of claim 23 wherein the light curable luminescent polymer resin further comprises a light curable flexible polyester resin. 25. The process of preparing a light curable luminescent polymer resin of claim 23 wherein the luminescent polymer further comprises a light curable fire retardant polyester resin. 26. The process of making a luminescent polymer comprising:a) mixing a thermosetting polyester gel coat resin with a thermosetting moldable resin selected from the group consisting of thermosetting laminating resins, thermosetting casting resins, thermosetting molding resins and mixtures thereof to form a thermosetting polyester resin mixture;b) adding at least one suspending filler to the thermosetting polyester resin mixture in amounts sufficient to suspend heavy phosphorescent pigments;c) adding a UV stabilizer to the thermosetting polyester resin mixture;d) adding a phosphorescent pigment to the thermosetting polyester resin mixture; ande) adding a photocatalyst. 27. The process of making the luminescent polymer of claim 26 wherein the process further comp rises mixing a photocurable thermosetting fire retardant polyester resin into the resin mixture. 28. The process of making the luminescent polymer of claim 26, wherein the process further comprises mixing a photocurable thermosetting flexible polyester resin into the resin mixture. 29. The process of making the luminescent polymer of claim 26 wherein the additionally comprises a fiberglass fabric. 30. The process of making the luminescent polymer of claim 26 wherein the luminescent polymer is applied as a gel coat to a surface to make a luminescent gel coated product. 31. The process of making a luminescent shaped article comprising:a) mixing a thermosetting polyester gel coat resin with a thermosetting moldable resin selected from the group consisting of thermosetting laminating resins, thermosetting casting resins, thermosetting molding resins and mixtures thereof to form a thermosetting polyester resin mixture;b) adding a suspending filler to the thermosetting polyester resin mixture in amounts sufficient to suspend heavy phosphorescent pigments;c) adding a phosphorescent pigment to the thermosetting polyester resin mixture;d) adding a UV stabilizer to the thermosetting polyester resin mixture;e) adding a photocatalyst to the thermosetting polyester resin mixture; andf) forming the thermosetting polyester resin mixture into the luminescent shaped article and curing. 32. The process of making a luminescent gel coated product comprising mixing a thermosetting polyester gel coat resin with a thermosetting moldable resin selected from the group consisting of thermosetting laminating resins, thermosetting casting resins, thermosetting molding resins and mixtures thereof to form a thermosetting polyester resin mixture, adding a suspending filler to the thermosetting polyester resin mixture in amounts sufficient to suspend heavy phosphorescent pigments, adding a phosphorescent pigment to the thermosetting polyester resin mixture to form a luminescent thermosetting polyester resin mixture, adding a photocatalyst polymerization initiator to the luminescent thermosetting resin mixture to form a photocatalyzed thermosetting luminescent resin mixture and applying the photocatalyzed thermosetting luminescent resin mixture as a gel coat to a surface of a product to make the luminescent gel coated product.
