1. A bag holder that holds a plurality of bags having spaced mounting holes formed in a top flange; the bag holder comprising:a frame member having a front, a rear, a top, and a bottom; a pair of pull-off hooks connected to the frame member; each of the pull-off hooks extending from the front surface of the frame member and under the bottom of the frame member; and a pair of rods each having a first end and a second end; the first end of each rod being connected to one of the pull-off hooks; each rod extending in a direction rearwardly away from the rear of the frame member; the rear of the frame member being disposed intermediate the second ends of the rods and the front surface of the frame member. 2. The bag holder of claim 1, wherein the plurality of bags are supplied on a wicket having a pair of spaced wicket rods; the bag holder further comprising a receiver connected to each rod at the second end of the rod; the receiver having an opening adapted to receive the end of a wicket rod.3. The bag holder of claim 2, wherein each receiver has an outer surface that is smoothly contoured.4. The bag holder of claim 1, wherein the frame member defines a pair of slots; the pull-off hooks being adjustably connected to the frame member at the slots such that the space between the pull-off hooks may be adjusted by moving the pull-off hooks with respect to the frame member.5. The bag holder of claim 4, further comprising a clamp bolt connected to each pull-off hook; a portion of the frame member being disposed between each clamp bolt and its pull-off hook.6. The bag holder of claim 5, wherein the clamp bolts engage the rear of the frame member.7. The bag holder of claim 1, wherein each pull-off hook is smoothly curved.8. The bag holder of claim 7, wherein each pull-off hook is curved 180 degrees.9. The bag holder of claim 1, further comprising an air knife connected to the frame member; the air knife adapted to blow air toward the pull-off hooks.10. The bag holder of claim 1, wherein each of the rods is tilted at an angle extending from the bottom of the frame member upward towards the top of the frame member and rearwardly away from the top of the frame member.11. A bag holder that holds a plurality of bags having spaced mounting holes formed in a top flange; the bag holder comprising:a frame member having a front, a rear, a top, and a bottom; a pair of pull-off hooks connected to the frame member; each of the pull-off hooks extending from the front surface of the frame member and under the bottom of the frame member; each pull-off hook being smoothly curved at least 180 degrees; the frame member defining a pair of slots; the pull-off hooks being adjustably connected to the frame member at the slots such that the space between the pull-off hooks may be adjusted by moving the pull-off hooks with respect to the frame member; a pair of rods each having a first end and a second end; the first end of each rod being connected to one of the pull-off hooks; each rod extending in a direction away from the rear of the frame member; and an air knife adapted to blow air toward the pull-off hooks. 12. The bag holder of claim 11, wherein each of the rods is tilted at an angle extending from the bottom of the frame member upward towards the top of the frame member and rearwardly away from the top of the frame member.13. The bag holder of claim 11, further comprising a clamp bolt connected to each pull-off hook; a portion of the frame member being disposed between each clamp bolt and its pull-off hook.14. The bag holder of claim 13, wherein the clamp bolts engage the rear of the frame member.15. The bag holder of claim 11, wherein the plurality of bags are supplied on a wicket having a pair of spaced wicket rods; the bag holder further including a receiver connected to each rod at the second end of the rod; the receiver having an opening adapted to receive the end of a wicket rod.16. The bag holder of claim 11, wherein each receiver has an outer surface that is smoothly contoured.17. A bag holder that holds a plurality of bags having spaced mounting holes formed in a top flange; the bag holder comprising:a frame member having a front, a rear, a top, and a bottom; a pair of pull-off hooks connected to the frame member, each of the pull-off hooks extending downwardly and rearwardly from the frame member and adapted to support at least a portion of the plurality of bags; and a pair of rods each having a first end and a second end; the first end of each rod being connected to one of the pull-off hooks; each rod extending in a direction away from the rear of the frame member; the second end of each rod being accessible to allow the plurality of bags to be mounted onto the rod; and each of the rods being tilted at a reference angle extending in a direction from the bottom of the frame member upward towards the top of the frame member and rearwardly away from the top of the frame member. 18. The bag holder of claim 17, wherein each pull-off hook is curved at least 90 degrees.19. In a bag handling machine having a bag holding device having a pair of spaced pull-off hooks connected to a frame member; the pull-off hooks having a first end connected to the frame member; the pull-off hooks carrying at least one bag; the frame member having a front surface, a lower surface, and a rear surface; the improvement comprising:each pull-off hook having a curved portion; the bag being carried by the curved portions; the pull-off hooks adapted to allow the bag to be torn from the hooks without pinching the bag between the hooks and the frame member; a body rod connected to each of the pull-off hooks; each of the body rods having a first end connected to the hook and an accessible second end that allows bags to be loaded onto the body rods; and the second end of each body rod having an opening adapted to receive a bag wicket. 20.
