A motor for converting fluid pressure to rotational motivation, and pump for moving fluid, is provided. The motor/pump includes a drum provided within a cylindrical cavity defined by a housing. Vane assemblies are provided which extend through the inner drum, and are actuated to extend and retract through their operable coupling to a cam provided within the inner drum.
