A hot-in-place recycling and repaving machine for recycling and repaving an existing asphalt-based pavement, comprising:at least one preheater unit for heating a surface of the pavement; a first set of scarifying rakes for scarifying the heated surface of the pavement in a first scarification process; an aggregate bin for dispensing new aggregate onto the heated and scarified asphalt surface to form a recycled, preheated asphalt and aggregate mixture; and a recycling machine comprising: a. one or more heaters for heating the recycled preheated asphalt and aggregate mixture to within a predetermined temperature range; b. a second set of scarifying rakes for scarifying the recycled heated asphalt in a second scarification process which premixes the recycled asphalt and aggregate mixture and forms a new recycled asphalt and aggregate mixture; c. a plurality of extension mills for milling the pavement surface to grade and width by applying a mixing application of the new recycled asphalt and aggregate mixture; d. a main mill for remilling the pavement surface to grade by applying a mixing application of the new recycled asphalt and aggregate mixture; e. a first rejuvenator fluid containing first liquid additives introduced to the to the new recycled asphalt and aggregate mixture of the main mill from a rejuvenator supply associated with the main mill and comprising part of the rejuvenator application system, the rejuvenator application system including rejuvenator spray bars; f. a pug mill receiving the new recycled asphalt and aggregate mixture of the main mill; g. a second rejuvenator fluid containing second liquid additives introduced to the new recycled asphalt and aggregate mixture of the pug mill using the rejuvenator application system, the pug mill having first and second downwardly rotating rotors for mixing, wherein a substantially homogenous mixture of rejuvenator-enriched, recycled asphalt and aggregate windrow is formed; and h. at least one screed for laying the homogeneously mixed windrow to grade. 2. The hot-in-place recycling and repaving machine of claim 1, wherein the rejuvenator spray bars have varying diameter holes communicating with tubes of the rejuvenator application system carrying the rejuvenator fluid, to better control rejuvenator fluid flow to appropriate spray locations as determined by pressure drops within the tubes and across the holes.3. The hot-in-place recycling and repaving machine of claim 1, wherein the rejuvenator spray bars include distribution holes for discharging rejuvenator fluid directly onto rotors of the main mill and the pug mill, thereby reducing direct spillage of the rejuvenator fluid onto the surface of the new recycled asphalt and aggregate mixture.4. The hot-in-place recycling and repaving machine of claim 1; wherein the rejuvenator spray bars are purgable with blasts of forced air prior to stopping movement of the recycling machine, thereby reducing direct spillage of the rejuvenator fluid onto the surface of the new recycled asphalt and aggregate mixture.5. The hot-in-place recycling and repaving machine of claim 1, wherein rejuvenator spray bars associated with the pug mill are fitted with a flow control device for controlling the flow rate of rejuvenator fluid in proportion to a level of volume of asphalt flowing through the pug mill.6. The hot-in-place recycling and repaving machine of claim 1, wherein the rejuvenator fluid flow rate occurs in two stages, as directed by an on-board computer: at a predetermined lower volume asphalt level, rejuvenator fluid only enters the main mill; at a predetermined higher volume asphalt level, rejuvenator fluid enters the pug mill.7. The hot-in-place recycling and repaving of machine claim 1, wherein the rejuvenator application system further comprises rejuvenator spray bars associated with the pug mill having a shut-off device for preventing the rejuvenator fluid from entering the spray bars from the rejuvenator supply of the main mill.8. The hot-in-place recycling and repaving machine of claim 1, either of the preheater or the recycling machine further comprising a boom and an operated cab attached to a distal end of the boom.9. The hot-in-place recycling and repaving machine of claim 1, wherein either or both of the heater of the recycling machine or the preheater comprises a plurality of individually controlled electronic burners which are each connected to at least one temperature sensor, the at least one temperature sensor causing the burners to individually deactivate if a predetermined maximum temperatures is reached and individually reactivate when a predetermined minimum temperature is reached.10. The hot-in-place recycling and repaving machine of claim 1, wherein either or both of the heater of the recycling machine or the preheater includes a plurality of individually controlled electronic burners which are each connected to at least one flame sensor, the at least one flame sensor causing the burners to individually deactivate when a flame is detected.11. The hot-in-place recycling and repaving machine of claim 1, wherein either or both of the heater of the recycling machine or the preheater includes a plurality of individually controlled electronic burners each having:an air inlet passage which has a section with a reduced cross-sectional area to increase the velocity of air flow in the burner; an air supply valve which restricts air flow so as to increase the fuel-to-air mixture in the burner; and a valve to modulate gas flow to the burner. 12. The hot-in-place recycling and repaving machine of claim 1, wherein one or both of the heater of the recycling machine or the preheater includes a plurality of individually controlled electronic burners which are programmed to operate with a predetermined number of active burners for normal operation, and programmed to operate with additional burners for providing additional heat when certain predetermined conditions have been satisfied.13. The hot-in-place recycling and repaving machine of claim 1, further comprising first and second screeds, the first screed being positioned to create a mat of material overlying a mat of material created by the second screed.14. The hot-in-place recycling and repaving machine of claim 13, wherein the first screed is a slave and the second screen is a master.15. The hot-in-place recycling and repaving machine of claim 13, further comprising electric-over-hydraulic or pure hydraulic means for maintaining a substantially constant spacial differential between the first and second screeds.16. The hot-in-place recycling and repaving machine of claim 13, wherein the first and second screeds are connected to individual screed arms.17. The hot-in-place recycling and repaving machine of claim 16, wherein the individual screed arms are connected to the same adjustable tow point and are used to position the screeds.18. The hot-in-place recycling and repaving machine of claim 16, wherein the individual screed arms are fitted with hydraulic cylinders used to measure force.19. The hot-in-place recycling and repaving machine of claim 1, further comprising a surge bin having a vertical elevator.20. The hot-in-place recycling and repaving machine of claim 19, wherein the vertical elevator may be positioned within the windrow so as to convey the windrow into the surge bin.21. The hot-in-place recycling and repaving of claim 19, wherein the vertical elevator is adapted to communicate with a central belt or drag chain conveyor to add new asphalt to the surge bin.22. The hot-in-place recycling and repaving machine of claim 21, wherein the vertical elevator conveys asphalt up the front face of the conveyor.23. The paving machine of claim 21, wherein the vertical elevator is adapted to collect asphalt from both the conveyor and the windrow for storage in the surge bin.24. The paving machine of claim 19, wherein the surge bin has an opening for receiving asphalt from an external source.
