What is claimed is: 1. A memory card to receive and record content key to decrypt content data comprising: a first key hold unit storing a first private decryption key to decrypt data encrypted with a predetermined first public encryption key corresponding to said memory card, a first decryption processing unit receiving a first symmetric key updated and distributed for each communication of a content key, and encrypted with said first public encryption key to apply a decryption process, a second key hold unit to store a second public encryption key unique to each memory card, a first encryption processing unit encrypting said second public encryption key based on said first symmetric key, and providing the encrypted second public encryption key, a second decryption processing unit receiving said content key encrypted with said second public encryption key, and further encrypted with said first symmetric key to apply a decryption process based on said first symmetric key, a first storage unit receiving and storing an output of said second decryption processing unit, a third key hold unit storing a second private decryption key to decrypt data encrypted with said second public encryption key, a third decryption processing unit to decrypt said content key using said second private decryption key, based on data stored in said first storage unit, and a control unit controlling operation of said memory card according to an operation mode designate from an external source, wherein said first storage unit receives and stores said encrypted content data that can be decrypted based on said content key, wherein said first encryption processing unit under control of said control unit receives and encrypts using said first symmetric key said content key from said third decryption processing unit in a response to designation of a reproduction operation of said content data for output, wherein said first storage unit under control of said control unit outputs said encrypted content data in response to designation of reproduction operation of said content data. 2. The memory card according to claim 1, wherein said second decryption processing unit receives license information data encrypted with said second public encryption key and further encrypted with said first symmetric key, distributed together with said content key, and applies decryption based on said first symmetric key, wherein said third decryption processing unit decrypts said license information data applied from said second decryption processing unit, in a state decrypted with the first symmetric key and encrypted with said second public encryption key, said memory card further comprising a second storage unit to store said decrypted license information data from said third decryption processing unit. 3. The memory card according to claim 1, further comprising a fourth key hold unit storing a predetermined first public encryption key corresponding to said memory card, and allowing output to an external source. 4. The memory card according to claim 3, wherein said first storage unit receives and stores said encrypted content data that can be decrypted based on said content key. 5. The memory card according to claim 4, further comprising a control unit to control operation of said memory card according to an operation mode designated from an external source, wherein said first encryption processing unit under control of said control unit receives and encrypts using said first symmetric key said content key from said third decryption processing unit in response to designation of a reproduction operation of said content data for output, wherein said first storage unit under control of said control unit outputs said encrypted content data in response to designation of a reproduction operation of said content data. 6. The memory card according to claim 5, wherein said second decryption processing unit receives license information data encrypted with said second public encryption key and further encrypted with said first symmetric key, distributed together with said content key, and applies decryption based on said first symmetric key, wherein said third decryption processing unit decrypts said license information data applied from said second decryption processing unit, in a state decrypted with the first symmetric key and encrypted with said second public encryption key, said memory card further comprising a second storage unit to store said decrypted license information data from said third decryption processing unit. 7. The memory card according to claim 2 or 6, further comprising: a security region that cannot be read out by a third party, including at least said first encryption processing unit, said first decryption processing unit, said second decryption processing unit, said third decryption processing unit, and said second storage unit, and a data region that can be read out by a third party, including said first storage unit. 8. The memory card according to claim 1 or 4, further comprising: a security region that cannot be read out by a third party, including at least said first encryption processing unit, said first decryption processing unit, said second decryption processing unit, and said third decryption processing unit, and a data region that can be read out by a third party, including said first storage unit. 9. The memory card according to claim 1 or 4, wherein said first storage unit receives and stores, together with said encrypted content data, non-encrypted data accompanying said encrypted content data. 10. The memory card according to claim 1, further comprising: a key data generation unit generating a second symmetric key, and a second encryption processing unit to encrypt said second symmetric key with said first public encryption key, wherein said encrypted second symmetric key is transmitted from said memory card to another said memory card.
