A sign and sign support frame assembly comprising: a sign, a first sign support frame, a first upright member mounted on the first sign support frame, a second sign support frame, a second upright member mounted on the second sign support frame, fasteners securing the sign to the first and second upright members, each of said sign support frames including an arch member having downwardly and outwardly directed legs having outer ends, a bridge joined to the legs, and a foot joined to the outer ends of each leg adapted to engage a support surface, an upright rigid bar having a length of about 20 inches secured to the bridge, means non-movably securing the rigid bar to the bridge, said arch member having a horizontal length that is about twice the upward extension of the rigid bar, said upright member having a lower portion located in telescopic relation with the substantially entire length of the bar whereby the rigid bar reinforces the lower portion of the upright member, and fastener means connecting the upright member to the bar to prevent the upright member from separating from the bar. 2. The assembly of claim 1 wherein: the arch member is a one-piece tubular member. 3. The assembly of claim 1 wherein: the bar is an upright tubular member secured with a weld to the bridge. 4. The assembly of claim 1 including: a sleeve surrounding the lower portion of the upright member for reinforcing the lower portion of the upright member, said fastening means connecting the sleeve to the upright member and bar. 5. A sign support assembly comprising: a rigid upright member adapted to be connected to a sign, a frame having a one-piece rigid arch member including downwardly and outwardly directed legs having inner and outer ends, a bridge at a middle portion of the arch member joined to the inner ends of the legs, and a foot joined to the outer ends of each leg adapted to engage a support surface, an upright rigid bar having a length of at least 20 inches secured to the bridge, means non-movably securing the bar to the bridge, said upright member having a lower portion engageable with the upright bar whereby the upright bar reinforces the lower portion of the upright member, and fastening means connecting the upright member to the bar to prevent the upright member from separating from the bar. 6. A sign and sign support frame assembly comprising: a sign, a first sign support frame, a first upright member mounted on the first sign support frame, a second sign support frame, a second upright member mounted on the second sign support frame, first fasteners securing the sign to the first and second upright members, each of said sign support frames including an arch member having a horizontal length and downwardly and outwardly directed legs having outer ends, a bridge joined to the legs, and a foot joined to the outer ends of each leg adapted to engage a support surface, an upright rigid bar secured to the bridge for reinforcing a lower portion of an upright member, means non-movably securing the bar to the bridge, said bar having a vertical height of about one half the horizontal length of the arch member, and fastener means connecting the upright member to the bar to prevent the upright member from separating from the bar. 7. The assembly of claim 6 wherein: the arch member has a horizontal length of at least 48 inches. 8. A frame for supporting a sign comprising: an arch member having downwardly diverging legs, a bridge connected to said legs, and means connected to the legs for supporting the arch member on a surface, said means connected to the legs comprising a generally horizontal foot connected to each leg, each foot having a lower outer end portion, and an upwardly and outwardly inclined surface on the lower outer end portions of each foot, and an upright bar connected to the bridge adapted to accommodate and reinforce a member secured to a sign. 9. The frame of claim 8 wherein: the arch member is a one-piece tubular member. 10. The frame of claim 8 wherein: the bar is an upright tubular member having a lower end, and means connecting the lower end to the bridge. 11. The frame of claim 8 wherein: the arch member has a horizontal length longer than the length of the upright bar. 12. The frame of claim 11 wherein: the bar has a length of at least 20 inches. 13. A frame attachable to a rigid upright tubular member for supporting a sign, said rigid upright tubular member having a lower portion, comprising: a one-piece rigid base member having a horizontal length, a middle section and opposite ends adapted to engage a support surface, a rigid bar extended upwardly from the middle section of the rigid base member said rigid bar extended upwardly at least 20 inches from the base member, said one-piece rigid base member having a horizontal length that is about twice the upward extension of the rigid bar, said rigid bar adapted to accommodate the lower portion of the rigid upright tubular member with the lower portion of the rigid upright tubular member in engagement with substantially the entire length of the rigid bar whereby the rigid bar reinforces the lower portion of the rigid upright tubular member, and means non-moveably securing the rigid bar to the middle section of the rigid base member. 14. The frame of claim 13 wherein: the base member is a one-piece rigid arch member having downwardly and outwardly directed legs and a bridge joined to said legs, said bar being secured with welds to the bridge. 15. The frame of claims 14 including: a foot joined to each end of the arch member adapted to engage a support surface. 16. The frame of claim 13 wherein: the base member has a horizontal length, and the bar has a vertical height of about one half the horizontal length of the base member. 17. The frame of claim 16 wherein: the base member has a horizontal length of at least 48 inches.
