What is claimed is: 1. A flexible thermal therapy sleeve comprising: a first layer including an array of non-communicating chambers containing a first phase change material; and a second layer, which includes an array of non-communicating chambers containing a second phase change material; wherein the first layer is joined to the second layer to form at least a partial enclosure having an opening trough which a separate thermoactive material is inserted and removed, and said first phase change material is activatable in the presence of and through conductive interaction with said thermoactive material. 2. The sleeve of claim 1, wherein the first phase change material is chemically identical to the second phase change material. 3. The sleeve of claim 1, wherein the first phase change material and the second phase change material each have a transition temperature of from about-10 째 C. to about 40째 C. 4. The sleeve of claim 1, wherein the fist phase change material and the second phase change material are selected from the group consisting of n-eicosane, n-hemeicosane, n-docosane, n-tricosane, n-tetracosane, n-pentacosane, n-hexacosane, n-heptacosane, n-ocracosane, and a combination thereof. 5. The sleeve of claim 1, wherein the first phase change material and the second phase change material each have a transition temperature of from about 35째 C. to about 65째 C. 6. The sleeve of claim 1, wherein the first phase change material and the second phase change material are selected front the group consisting of n-tridecane, n-tetradecane, n-pentadecane, n-hexadecane, n-heptadecane, n-octadecane, n-nonadecane, n-eicosane, and a combination thereof. 7. A flexible thermal therapy sleeve comprising; a first layer including a matrix of fibers, the fibers including a polymer and a first phase change material; and a second layer joined to the first layer to form at least a partial enclosure having an opening through which a thermaactive material may be inserted and removed, wherein the second layer includes a matrix of fibers, the fibers including a polymer and a second phase change material. 8. The sleeve of claim 7, wherein said fibers in either said first or second layers have either: a) a polymer sheath and a phase change material core, b) a side-by-side configuration of a polymer portion and a phase change material portion, c) a physical entanglement of an encapsulated phase change material within said matrix of fibers, or d) a combination of a)-c). 9. The sleeve of claim 7, wherein the first phase change material and the second phase change material are chemically identical. 10. The sleeve of claim 7, wherein the fibers comprise from about 1 mass % to about 50 mass % of the first phase change material. 11. A flexible thermal therapy sleeve comprising: a first layer including a matrix of polymeric fibers and a first encapsulated phase change material; and a second layer joined to the first layer to form at least a partial enclosure having an opening through which a separate thermoactive material is inserted and removed. 12. The sleeve of claim 11, wherein the second layer includes a matrix of polymeric fibers and a second encapsulated phase change material. 13. The sleeve of claim 12, wherein the first encapsulated phase change material and the second encapsulated phase change material are chemically identical. 14. The sleeve of claim 11, wherein the matrix comprises from about 1 mass % to about 70 mass % of the first encapsulated phase change material. 15. A thermal therapy system having an extended therapeutic duration comprising: a thermoactive material comprising a chemical pack containing a solute; and a flexible sleeve comprising a first layer containing a first phase change material, and a second layer, containing a second phase change material, joined to the first layer to form at least a partial enclosure having an opening through which the thermoactive material is inserted and removed, and said first phase change material is activatable in the presence of and through conductive interaction with said thermoactive material. 16. The system of claim 15, wherein the second layer comprises either an array of non-communicating chambers, or a matrix of fibers, such that said fibers have either a) a polymer sheath and a phase change material core, b) a side-by-side configuration of a polymer portion and a phase change material portion, c) a physical entanglement of an encapsulated phase change material within said matrix of fibers, or d) a combination of a)-c. 17. The system of claim 15, wherein the first phase change material and the second phase change material are chemically identical. 18. The system of claim 15, wherein the first layer comprises an array of non-communicating chambers containing the first phase change material. 19. The system of claim 15, wherein the first layer comprises a matrix of fibers, the fibers including a polymer and the first phase change material. 20. The system of claim 15, wherein the first layer comprises a matrix of polymeric fibers and the first phase change material. 21. The system of claim 20, wherein the first phase change material is encapsulated. 22. The system of claim 15, wherein the solute comprises calcium chloride. 23.
