What is claimed is: 1. A disk cartridge comprising: a cartridge housing in which a disk compartment is formed by combining an upper shell and a lower shell; and a shutter member for opening and closing an opening portion formed at said cartridge housing to expose a part of said disk compartment, the disk cartridge characterized in that one of a convex rib or a concave groove is formed on one member and the other of a concave groove or a convex rib is formed on the other member at a portion in which said upper shell or said lower shell having said opening portion so as to surround a peripheral edge of said opening portion and said shutter member are combined and said convex rib and said concave groove constitute a dust-proof clearance surrounding the peripheral edge of said opening portion. 2. A disk cartridge according to claim 1, wherein said opening portion is extended from at least a central portion to an outer peripheral edge of said upper shell and said lower shell and a center hole of a disk-like recording medium which is accommodated within said disk compartment so as to become freely rotatable is exposed to said central portion. 3. A disk cartridge according to claim 1, wherein the outer peripheral edge of said opening portion is extended up to a side surface portion of said upper shell or said lower shell in which said opening portion is provided and an outer peripheral edge of said opening portion is opened to the side surface of said upper shell or said lower shell. 4. A disk cartridge according to claim 1, wherein said shutter member is supported within said cartridge housing so as to become freely rotatable or freely slidable. 5. A cartridge housing in which a disk compartment is formed within an upper shell and a rotary member or said rotary member and a lower shell by combining said upper shell, said rotary member and said lower shell and said rotary member is supported by at least either said upper shell or said lower shell so as to become freely rotatable, the cartridge housing characterized in that one of a convex rib or a concave groove is formed on one member at a portion in which said upper shell having said opening portion, said rotary member and said lower shell are overlapping and the other of a concave groove or a convex rib is formed on the other portion so as to surround a peripheral edge of said opening portion and thereby a dust-proof clearance is formed of said convex rib and said concave groove surrounding the peripheral edge of said opening portion. 6. A disk cartridge according to claim 5, wherein said shutter member is formed of two shutter members of approximately semicircular shapes, said two shutter members are disposed at one surface side of said rotary member having said opening portion across said opening portion in an opposing fashion, each said shutter member is supported at its one side portion of a chord side to said rotary member so as to become freely rotatable and said pair of shutter members can be opened and closed freely by slidably engaging a guide pin provided on said upper shell or said lower shell into a guide groove provided on said shutter member. 7. A disk cartridge according to claim 5, wherein said convex rib or said concave groove is formed on said upper shell having said opening portion, said rotary member or said lower shell so as to surround a peripheral edge of said opening portion, a concave groove or a convex rib corresponding to said convex groove or said concave groove is formed on said pair of shutter members and the peripheral edge of said opening portion is surrounded by said dust-proof clearance. 8. A disk cartridge according to claim 5, wherein said opening portion is extended from at least one central portion to an outer peripheral edge of said upper shell or said lower shell and a center hole of a disk-like recording medium accommodated within said disk compartment so as to become freely rotatable is exposed to said central portion. 9. A disk cartridge according to claim 5, wherein said outer peripheral edge of said opening portion is extended to the side surface portion of said upper shell and/or lower shell and the outer peripheral edge of said opening portion is opened to the side surface of said upper shell and/or lower shell. 10. A disk recording medium device comprising: a cartridge housing in which a disk compartment is formed by combining an upper shell and a lower shell; a disk-like recording medium accommodated within said disk compartment so as to become freely rotatable and is partly exposed from an opening portion provided on said upper shell or said lower shell; and a shutter member for opening and closing said opening portion, the disk recording medium device characterized in that one of a convex rib or a concave groove is formed on one member at its portion in which said upper shell having said opening portion, said lower shell and said shutter member overlapping with each other and the other of a concave groove or a convex rib is formed on the other member so as to surround a peripheral edge of said opening portion and a dust-proof clearance is comprised of said convex rib and said concave groove surrounding the peripheral edge of said opening portion. 11. A disk recording medium device according to claim 10, wherein said opening portion is extended from at least one central portion to an outer peripheral edge of said upper shell or said lower shell and a center hole of a disk-like recording medium accommodated within said disk compartment so as to become freely rotatable is exposed to said central portion. 12. A disk recording medium device according to claim 10, wherein said outer peripheral edge of said opening portion is extended to the side surface portion of said upper shell and/or lower shell in which said opening portion is provided and the outer peripheral edge of said opening portion is opened to the side surface of said upper shell and/or lower shell. 13. A disk recording medium device according to claim 10, wherein said shutter member is supported to said cartridge housing so as to become freely rotatable or become freely slidable. 14. A disk recording medium device comprising: a cartridge housing in which a disk compartment is formed within an upper shell and a rotary member or said rotary member and a lower shell by combining said upper shell, said rotary member and said lower shell and in which said rotary member is supported by at least either said upper shell or said lower shell so as to become freely rotatable; a disk-like recording medium accommodated within said disk compartment so as to become freely rotatable and partly exposed from said opening portion provided on said rotary member and said upper shell or said lower shell; and a shutter member for opening and closing said opening portion, the disk recording medium device characterized in that one of a convex rib or a concave groove is formed on one portion at its portion in which said upper shell having said opening portion, said rotary member or said lower shell and said shutter member overlap with each other, the other of a concave groove or a convex rib is formed on the other groove so as to surround a peripheral edge of said opening portion and a dust-proof clearance is comprised of said convex rib and said concave groove surrounding the peripheral edge of said opening portion. 15. A disk recording medium device according to claim 14, wherein said shutter member is formed of two shutter members of approximately semicircular shape, said two shutter members are disposed at one surface side of said rotary member having said opening portion across said opening portion in an opposing fashion, each said shutter member is supported to said rotary member at its one side portion of a chord side so as to become freely rotatable and said pair of shutter member can be opened and closed by engaging a guide pin provided on said lower shell or said upper shell with a guide groove provided on said shutter member. 16. A disk recording medium device according to claim 14, wherein said opening portion is extended from at least a central portion to an outer peripheral edge of said upper shell and said lower shell and a center hole of a disk-like recording medium accommodated within said disk compartment so as to become freely rotatable is exposed to said central portion. 17. A disk recording medium device according to claim 14, wherein said outer peripheral edge of said opening portion is extended to the side surface portion of said upper shell and/or lower shell in which said opening portion is provided and the outer peripheral edge of said opening portion is opened to the side surface of said upper shell and/or said lower shell. 18. A disk recording and/or reproducing apparatus comprising: a disk recording medium device in which a disk-like recording medium is accommodated within a disk compartment formed in a cartridge housing so as to become freely rotatable and an opening portion provided in said cartridge housing to expose a part of said disk-like recording medium can be opened and closed freely by a shutter member; shutter opening and closing means for opening and closing said opening portion by moving said shutter member in response to insertion and eject operations of said disk-like recording medium device; and said disk recording and reproducing apparatus in which said disk recording medium device is detachably loaded and which is inserted from said opening portion opened by said shutter opening and closing means to chuck and rotate said disk-like recording medium when said disk recording medium device is loaded, a disk recording and/or reproducing apparatus characterized in that said cartridge housing is comprised by combining an upper shell and a lower shell or said upper shell, a rotary member and said lower shell and said disk compartment is formed within said upper shell and said lower shell or said upper shell and said rotary member or said rotary member and said lower shell, one of a convex rib or a concave groove is formed at a portion in which said upper shell having said opening portion, said rotary member or said lower shell and said shutter member overlap with each other, the other of a concave groove or a convex rib is formed on the other member so as to surround a peripheral edge of said opening portion and a dust-proof clearance is comprised of said convex rib and said concave groove surrounding the peripheral edge of said opening portion. 19. A disk recording and/or reproducing apparatus according to claim 18, wherein said shutter member is comprised of two shutter members of approximately semicircular shape, said two shutter members are disposed at one surface side of said rotary member having said opening portion across said opening portion in an opposing relation, each said shutter member is supported to said rotary member at one side portion of a chord side so as to become freely rotatable and a pair of shutter members can be freely opened and closed by engaging a guide pin provided on said upper shell or said lower shell with a guide groove provided on said shutter member. 20. A disk recording and/or reproducing apparatus according to claim 18, wherein said opening portion is extended from at least one central portion to an outer peripheral edge of said upper shell and said lower shell and a center hole of a disk-like recording medium accommodated within said disk compartment so as to become freely rotatable is exposed to said central portion. 21. A disk recording and/or reproducing apparatus according to claim 18, wherein said outer peripheral edge of said opening portion is extended to the side surface portion of said upper shell and/or lower shell in which said opening portion is provided and the outer peripheral edge of said opening portion is opened to the side surface of said upper shell and/or lower shell. 22. A disk recording and/or reproducing apparatus according to claim 18, wherein said shutter opening and closing means includes a rack portion and convex portions disposed ahead of and behind said rack portion, said rotary member includes a gear portion meshed with said rack portion and concave portions disposed ahead of and behind said gear portion and said rotary member is caused to rotate as said shutter opening means is moved forward and rearward.
