What is claimed is: 1. An electrostatic precipitator having a collector electrode collecting particulate ionized in an electric field created by a high voltage corona discharge electrode pulse energized by a pulsed high voltage power supply, wherein said pulsed high voltage power supply supplies pulsed energization voltage to said corona discharge electrode which is pulsed between a peak pulse voltage and a baseline voltage, wherein said baseline voltage is below an arcing voltage between said corona discharge electrode and said collector electrode which would otherwise cause plasma conduction between said corona discharge electrode and said collector electrode, and wherein the duration of said peak pulse voltage is selected to be short enough to minimize thermal stress on said pulsed high voltage power supply and extend the life thereof, said peak pulse voltage is greater than corona onset voltage between said corona discharge electrode and said collector electrode, said baseline voltage is greater than said corona onset voltage, said precipitator has a rated DC voltage providing sufficient ionization for desired efficiency in the absence of said pulsed energization, said rated DC voltage being greater than said corona onset voltage, and wherein said baseline voltage is less than said rated DC voltage and greater than said corona onset voltage. 2. An electrostatic precipitator having a collector electrode collecting particulate ionized in an electric field created by a high voltage corona discharge electrode pulse energized by a pulsed high voltage power supply, wherein said pulsed high voltage power supply supplies pulsed energization voltage to said corona discharge electrode which is pulsed between a peak pulse voltage and a baseline voltage, wherein said baseline voltage is below an arcing voltage between said corona discharge electrode and said collector electrode which would otherwise cause plasma conduction between said corona discharge electrode and said collector electrode, and wherein the duration of said peak pulse voltage is selected to be short enough to minimize thermal stress on said pulsed high voltage power supply and extend the life thereof, said peak pulse voltage is greater than corona onset voltage between said corona discharge electrode and said collector electrode, the difference between said baseline voltage and said corona onset voltage is less than the difference between said peak pulse voltage and said baseline voltage. 3. In an internal combustion engine electrostatic crankcase ventilation system, an EDC, electrostatic droplet collector, assembly having an inlet receiving gas from said engine, and an outlet discharging cleaned gas, comprising a canister mounted to a mounting head in said system, a corona discharge electrode assembly in said canister and spaced from said canister by a gap providing a corona discharge zone, said canister providing a collector electrode, said canister being removably mounted to said mounting head to permit removal and replacement of said collector electrode, said corona discharge electrode assembly being pulse energized by a pulsed high voltage power supply, said canister having said inlet, said mounting head having said outlet. 4. In an internal combustion engine electrostatic crankcase ventilation system, an EDC, electrostatic droplet collector, assembly comprising a canister removably mountable to a mounting head in said system, said canister having an inlet for receiving gas from said engine, said mounting head having an outlet for discharging cleaned gas, a corona discharge electrode assembly in said canister and removable therewith as a unit from said mounting head, said corona discharge electrode assembly being pulse energized by a pulsed high voltage power supply.
