I claim: 1. A medical device comprising: a first anchoring member for anchoring to a cardiac tissue and a second anchoring member for anchoring to said cardiac tissue; a ligature coupling said first anchoring member and said second anchoring member; a catheter device having a proximal end and a distal end, said catheter device comprising a catheter lumen configured to accommodate a first deployment shaft and a second deployment shaft, said first anchoring member being releasably coupled to said first deployment shaft, said second anchoring member being releasably coupled to said second deployment shaft, said catheter device further comprises a guidewire lumen for a guidewire to be disposed therethrough and a compartment at said catheter device distal end to house said ligature; and a delivery handle coupled to said catheter device proximal end, wherein said delivery handle further comprises a first deployment mechanism connected to said first deployment shaft and a second deployment mechanism connected to said second deployment shaft. 2. The medical device as in claim 1 wherein said ligature is made from one of an elastomeric material, a superelastic material, a flexible material, a shape memory material, and a rigid material. 3. The medical device as in claim 1 wherein said ligature is made out of a stretchable material. 4. The medical device as in claim 1 wherein during deployment, said ligature is stretched and after said deployment said ligature is returned to an unstretched length. 5. The medical device as in claim 1 wherein said ligature has a cross section size sufficiently small to not significantly impede a blood flow through an area where said ligature is anchored across. 6. The medical device as in claim 1 wherein said ligature is placed across a heart valve to constrict said heart valve, said ligature to have a cross section size sufficiently small to not significantly impede a blood flow through said heart valve. 7. The medical device as in claim 6 wherein said heart valve is a mitral valve. 8. The medical device as in claim 1 wherein said first anchoring member and said second anchoring member have configurations of one of a barbed end, a helical end, and a hooked end. 9. The medical device as in claim 1, wherein said first deployment mechanism deploys said first anchoring member to a first tissue area and said second deployment mechanism deploys said second anchoring member to a second tissue area of said cardiac tissue. 10. The medical device as in claim 1 wherein said delivery handle further comprises a first rotating mechanism and a second rotating mechanism wherein said first rotating mechanism rotates said first anchoring member to pierce said first anchoring member into said first tissue area and said second rotating mechanism rotates said second anchoring member to pierce said second anchoring member into said second tissue area. 11. The medical device as in claim 1 wherein said catheter device is pre-shaped to allow said catheter device to be maneuvered to an area within said patient. 12. The medical device as in claim 1 further comprises a guidewire disposed within said guidewire lumen. 13. The medical device as in claim 1 further comprises a support member disposed within said catheter device extending from said distal end to said proximal end, said support member having a shape that curves said catheter device to facilitate maneuvering of said catheter device. 14. The medical device as in claim 1 wherein said catheter device has a dumbbell shape lumen to accommodate said first deployment shaft and said second deployment shaft.
