A locking cover plate for a fire department connection having a stortz-type fitting, the locking cover plate comprising a housing and a plug positioned within said housing, a portion of a stortz coupling being secured to at least one of said housing and said plug, said housing and said plug substantially enclosing a latching mechanism, said housing comprising an adapter ring, a back plate and a camlock cover, a protective enclosure being defined by said adapter ring, said back plate and said camlock cover, and a majority of said latching mechanism being positioned within said protective enclosure, said adapter ring comprising an inner wall that defines an aperture. 2. The locking cover plate of claim 1, wherein said adapter ring at least partially defines said portion of said stortz coupling and said portion of said stortz coupling comprises a pair of opposing flanges. 3. The locking cover plate of claim 2, wherein said pair of opposing flanges defines a pair of outwardly extending catch hooks. 4. The locking cover plate of claim 2, wherein said adapter ring is formed of aluminum or brass. 5. The locking cover plate of claim 1, wherein said aperture of said adapter ring is a central aperture. 6. The locking cover plate of claim 1, wherein said inner wall extends only a portion of an overall thickness of the adapter ring. 7. The locking cover plate of claim 1, wherein said inner wall terminates at an inner face. 8. The locking cover plate of claim 7, wherein said plug is positioned generally within said protective enclosure and said plug seats against said inner face. 9. The locking cover plate of claim 8, wherein said plug comprises a slotted recess and said latching mechanism comprises a latch bar that is capable of translating within said slotted recess in a generally radial direction. 10. A locking cover plate for a fire department connection, said locking cover plate comprising a ring-like outer housing, said ring-like outer housing comprising a front face and an inner face that are generally parallel, a plug seating against said inner face, said plug comprising an outer peripheral surface extending forward from a rear surface, a first recess and a second recess, said first recess intersecting a portion of said second recess at an intersection, said first recess extending between said intersection and said outer peripheral surface, a latch bar positioned within said first recess, an actuator positioned within said second recess, said latch bar being supported for translation within said first recess and at least a portion of said actuator being supported by rotary movement with said second recess, a back plate and a camlock cover being secured to said rear surface of said plug, said back plate covering at least a portion of said first recess and said camlock cover covering at least a portion of said second recess. 11. The locking cover plate of claim 10, wherein said actuator comprises a pin member capable of rotating in an arc about a rotational axis, said pin member extending through a slot in said latch bar. 12. The locking cover plate of claim 11, wherein said pin member is mounted on plate that rotates about said rotational axis. 13. The locking cover plate of claim 12, wherein said plate comprises at least one hole and said actuator further comprises a drive bolt, said drive bolt rotatably fixed to a cam driver, said cam driver comprising at least one hole that is axially aligned with said at least one hole of said plate, a pin and a biasing member positioned within one of said at least one hole of said cam driver and said at least one hole of said plate. 14. The locking cover plate of claim 13, wherein said cam driver directly contacts said plate if said pin and biasing member fail to engage said cam driver and said plate for rotation. 15. The locking cover plate of claim 10, wherein said ring-link outer housing comprises a pair of opposing flanges that are sized and configured for insertion into entrance slots formed in a stortz fitting. 16. The locking cover plate of claim 10 further comprising an indicator recess and an indicator drum moveably positioned within said indicator recess. 17. The locking cover plate of claim 16, wherein said latch bar comprises at least one drive pin and said indicator drum comprises an indicator pin, said drive pin engaging said indicator pin such that translational movement of said latch bar causes rotation of said indicator drum. 18. The locking cover plate of claim 16, wherein said at least one indicator window extending through a wall that at least partially defines said indicator recess such that movement of said indicator drum can be visually confirmed through said at least one indicator window. 19. The locking cover plate of claim 10 further comprising torsion interlock means between said latch bar and a drive bolt for limiting an amount of torque transferred to said latch bar from said drive bolt. 20. The locking cover plate of claim 10 wherein said torsion interlock means comprises at least one pin that is biased by a spring member.
