A water circulating system including a water control fixture having an operating valve and a thermostatically controlled bypass valve disposed in the fixture for bypassing water away from the fixture until the water temperature reaches a desired level. When pressurized water from the hot water heater reaches the desired temperature level at the fixture, the bypass valve closes and hot water is made available to the fixture. The bypass valve has a thermal actuator element that is thermally responsive to the temperature of the water. The fixture can have a housing with an interior chamber for operatively receiving the bypass valve. Various passages or channels can be provided to facilitate communication between the bypass valve and the water supply lines. Alternatively, the bypass valve can be positioned in the operating valve, which can include the moveable ball or replaceable cylindrical valving cartridge types of valves.

A water circulating system for circulating water, comprising: a water control fixture configured to be fluidly coupled to a cold water supply line and a hot water supply line of the water circulating system, the fixture comprising: a housing having a cold water inlet, a hot water inlet, and an outlet; at least one operating valve disposed in said housing for controlling the flow of water from said cold water inlet and from said hot water inlet to said outlet; and a thermostatically controlled bypass valve disposed in said housing, said bypass valve configured to bypass water from said hot water inlet to said cold water inlet based on a temperature of the water at said hot waler inlet; and a water pump configured to be located in the water circulating system remote from said fixture, said water pump being configured to pump water through the water circulating system to said bypass valve. 2. The water circulating system according to claim 1, wherein said bypass valve comprises a thermally sensitive actuating element having an actuating body and a rod member, said rod member configured to operatively extend from said actuating body and seal said bypass valve. 3. The water circulating system according to claim 1, wherein said housing comprises a chamber in fluid communication with said cold water inlet and said hot water inlet, said bypass valve received within said chamber. 4. The water circulating system according to claim 1, wherein said bypass valve is configured to operate independently of said at least one operating valve. 5. The water circulating system according to claim 1, wherein said bypass valve is configured to bypass water from said hot water inlet to said cold water inlet when said at least one operating valve is positioned to prevent water from being dispensed through said outlet. 6. The water circulating system according to claim 1, further comprising a check valve connected in parallel with the pump, the check valve being configured to permit water to bypass the pump when a flow rate of the water circulating system exceeds a capacity of the pump. 7. The water circulating system according to claim 6, wherein the check valve is incorporated within a housing of the pump. 8. The water circulating system according to claim 1, further comprising a screen held within the housing proximate the hot water port. 9. The water circulating system according to claim 1, further comprising a control timer that turns the pump on and off at predetermined times of day. 10. The water circulating system according to claim 1, further comprising a normally closed flow switch that monitors a flow through the water circulating system, the flow switch preventing the pump from turning on when the flow is larger than a maximum flow permitted through the bypass valve. 11. A water circulating system for circulating water, comprising: a water control fixture configured to be fluidly coupled to a cold water supply line and a hot water supply line of the water circulating system, the fixture comprising: a housing having a cold water inlet, a hot water inlet, and an outlet; at least one operating valve disposed in said housing for controlling the flow of water from said cold water inlet and from said hot water inlet to said outlet; at least one handle operatively coupled to said operating valve; and a thermostatically controlled bypass valve disposed in said housing, said bypass valve configured to bypass water from said hot water inlet to said cold water inlet based on a temperature of the water at said hot water inlet; and a water pump configured to be located in the water circulating system remote from said fixture, said water pump being configured to pump water through the water circulating system to said bypass valve. 12. The water circulating system according to claim 11, wherein said at least one handle comprises a cold water handle and a hot water handle movably joined to said housing to control the flow of water from said hot and cold water inlets to said outlet. 13. The water circulating system according to claim 11, wherein said at least one handle comprises a single handle movably joined to said housing and coupled to an operating valve disposed within said housing to control the flow of water from said hot and cold water inlets to said outlet. 14. The water circulating system according to claim 11, said at least one handle and said bypass valve attached to a common integral member represented by said housing. 15. The water circulating system according to claim 11, wherein said bypass valve is configured to bypass water from said hot water inlet to said cold water inlet when said at least one operating valve is positioned to prevent water from being dispensed through said outlet. 16. The water circulating system according to claim 11, further comprising a check valve connected in parallel with the pump, the check valve being configured to permit water to bypass the pump when a flow rate of the water circulating system exceeds a capacity of the pump. 17. The water circulating system according to claim 16, wherein the check valve is incorporated within a housing of the pump. 18. The water circulating system according to claim 11, further comprising a screen held within the housing proximate the hot water port. 19. The water circulating system according to claim 11, further comprising a control timer that turns the pump on and off at predetermined times of day. 20. The water circulating system according to claim 11, further comprising a normally closed flow switch that monitors a flow through the water circulating system, the flow switch preventing the pump from turning on when the flow is larger than a maximum flow permitted through the bypass valve. 21. A water circulating system for circulating water, comprising: a water control fixture configured to be fluidly coupled to a cold water supply line and a hot water supply line of the water circulating system, the fixture comprising: a housing having a cold water inlet, a hot water inlet, and an outlet; at least one operating valve disposed in said housing for controlling the flow of water from said cold water inlet and from said hot water inlet to said outlet; and a thermostatically controlled bypass valve disposed in said housing, said bypass valve configured to bypass water from said hot water inlet to said cold water inlet based on a temperature of the water at said hot water inlet; a water pump configured to be located in the water circulating system remote from said fixture, said water pump being configured to pump waler through the water circulating system to said bypass valve; and a control timer for controlling the water pump. 22. The water circulating system according to claim 21, wherein the control timer that turns the pump on and off at predetermined times of day. 23. The water circulating system according to claim 21, wherein the control timer that turns the pump on and off, the control timer being adjustable by a user to direct the pump to cycle on and off regularly during a period in which hot water is desired. 24. The water circulating system according to claim 21, wherein the control timer that turns the pump on and off, the control timer being adjustable by a user to direct the pump to operate continuously for a period during which hot water is desired. 25. The water circulating system according to claim 21, further comprising a check valve connected in parallel with the pump, the check valve being configured to permit water to bypass the pump when a flow rate of the water circulating system exceeds a capacity of the pump. 26. The water circulating system according to claim 25, wherein the check valve is incorporated within a housing of the pump. 27. The water circulating system according to claim 21, further comprising a screen held within the housing proximate the hot water port. 28. The water circulating system according to claim 21, further comprising a normally closed flow switch that monitors a flow through the water circulating system, the flow switch preventing the pump from turning on when the flow is larger than a maximum flow permitted through the bypass valve. 29. The water circulaling system according to claim 21, wherein said bypass valve comprises a thermally sensitive actuating element having an actuating body and a rod member, said rod member configured to operatively extend from said actuating body and seal said bypass valve. 30. The water circulating system according to claim 21, wherein said bypass valve is configured to operate independently of said at least one operating valve. 31. The water circulating system according to claim 21, wherein said bypass valve is configured to bypass water from said hot water inlet to said cold water inlet when said at least one operating valve is positioned to prevent water from being dispensed through said outlet.
