A computer-implemented method for an issuer to issue a credit card, comprising: creating in a database a separate and independent stored value card account, wherein the stored value card account comprises information of: a) an account number of a stored value card; and b) a purchase value of the stored value card; activating the separate and independent stored value card account; issuing the stored value card to a cardholder, wherein the stored value card is marked with the name of the cardholder before issuance and with at least one of an indicia of a predetermined transaction network affiliated with the stored value card and an indicia of an issuer; reloading the separate and independent stored value card account in response to receiving a reload request from the cardholder; and converting the stored value card into a credit card. 2. The method of claim 1, wherein the stored value card is accepted for purchases anywhere the predetermined transaction network is accepted for purchases. 3. The method of claim 1, wherein the credit card is accepted for purchases anywhere the predetermined transaction network is accepted for purchases. 4. The method of claim 1, wherein the credit card is usable on a predetermined credit network which is not the same as the predetermined transaction network of the stored value card. 5. The method of claim 1, further comprising receiving a request to convert the stored value card into a credit card, wherein the act of converting the stored value card into a credit card comprises: creating on a computer database a credit card account; and determining whether the cardholder meets predetermined credit criteria required for converting the stored value card into a credit card. 6. The method of claim 1, further comprising: transferring a remaining balance of the stored value card account to a credit card account associated with the credit card. 7. The method of claim 1, further comprising: generating periodic account activity statements associated with the credit card account. 8. The method of claim 1, further comprising: purchasing the stored value card by a purchaser for the cardholder, wherein the cardholder is designated by the purchaser. 9. The method of claim 8, wherein the purchaser and the cardholder are the same entity. 10. The method of claim 8, wherein the purchaser may provide information that controls where the card may and may not be used. 11. The method of claim 8, wherein funds may be added to the stored value card account by at least one of the purchaser and the cardholder. 12. The method of claim 1, further comprising: requesting personal information from the cardholder, wherein the personal information comprises at least one selected from the list comprising a name, an address, a credit card number, and cardholder age information. 13. The method of claim 12, further comprising: receiving at least a portion of the personal information of the cardholder based on the act of requesting; and activating at least one of the stored value card account and the credit card account based on the received personal information. 14. The method of claim 1, wherein the stored value account may be accessed to monitor activity of the stored value card account. 15. The method of claim 1, wherein the transaction network and the issuer each have separate identification indicia. 16. The method of claim 1, wherein the stored value card is active for a predetermined period of time. 17. The method of claim 1, further comprising: receiving notification from the cardholder that the stored value card has been received, wherein said notification occurs separate from the cardholder's use of the card to execute a stored value card transaction; verifying the identity of the cardholder; and activating the stored value card based on the verification. 18. The method of claim 1, wherein the stored value card account further comprises information of: the cardholder's name. 19. The method of claim 1, further comprising: assigning a credit limit to the credit card account. 20. A computer-implemented system for an issuer to issue a credit card, comprising: a processor for creating in a database a separate and independent stored value card account, wherein the stored value card account comprises information of: a) an account number of a stored value card; and b) a purchase value of the stored value card; a processor for activating the separate and independent stored value card account; a processor for issuing the stored value card to a cardholder, wherein the stored value card is marked with the name of the cardholder before issuance and with at least one of an indicia of a predetermined transaction network affiliated with the stored value card and an indicia of an issuer; a processor for reloading the separate and independent stored value card account in response to receiving a reload request from the cardholder; and a processor for converting the stored value card into a credit card. 21. The system of claim 20, wherein the stored value card is accepted for purchases anywhere the predetermined transaction network is accepted for purchases. 22. The system of claim 20, wherein the credit card is accepted for purchases anywhere the predetermined transaction network is accepted for purchases. 23. The system of claim 20, wherein the credit card is usable on a predetermined credit network which is not the same as the predetermined transaction network of the stored value card. 24. The system of claim 20, further comprising receiving a request to convert the stored value card into a credit card, wherein the act of converting the stored value card into a credit card comprises: a processor for creating on a computer database a credit card account; and a processor for determining whether the cardholder meets predetermined credit criteria required for converting the stored value card into a credit card. 25. The system of claim 20, further comprising: a processor for transferring a remaining balance of the stored value card account to a credit card account associated with the credit card. 26. The system of claim 20, further comprising: a processor for generating periodic account activity statements associated with the credit card account. 27. The system of claim 20, further comprising: a processor for purchasing the stored value card by a purchaser for the cardholder, wherein the cardholder is designated by the purchaser. 28. The system of claim 27, wherein the purchaser and the cardholder are the same entity. 29. The system of claim 27, wherein the purchaser may provide information that controls where the card may and may not be used. 30. The system of claim 27, wherein fluids may be added to the stored value card account by at least one of the purchaser and the cardholder. 31. The system of claim 20, further comprising: a processor for requesting personal information from the cardholder, wherein the personal information comprises at least one selected from the list comprising a name, an address, a credit card number, and cardholder age information. 32. The system of claim 31, further comprising: a processor for receiving at least a portion of the personal information of the cardholder based on the act of requesting; and a processor for activating at least one of the stored value card account and the credit card account based on the received personal information. 33. The system of claim 20, wherein the stored value account may be accessed to monitor activity of the stored value card account. 34. The system of claim 20, wherein the transaction network and the issuer each have separate identification indicia. 35. The system of claim 20, wherein the stored value card is active for a predetermined period of time. 36. The system of claim 20, further comprising: a processor for receiving notification from the cardholder that the stored value card has been received, wherein said notification occurs separate from the cardholder's use of the card to execute a stored value card transaction; a processor for verifying the identity of the cardholder; and a processor for activating the stored value card based on the verification. 37. The system of claim 20, wherein the stored value card account further comprises information of: the cardholder's name. 38. The system of claim 20, further comprising: a processor for assigning a credit limit to the credit card account. 39. A computer-implemented system for an issuer to distribute a credit card, comprising: a processor configured to establish and manage a separate and independent stored value card account associated with a stored value card, wherein the stored value card may be converted to a credit card based on a request of a cardholder if the cardholder meets predetermined credit criteria, and wherein the stored value card account comprises information of: a) the recipient's name; b) a stored value card account number; and c) an initial stored value card value; a processor for activating the separate and independent stored value card account; a processor for issuing the stored value card to the cardholder, wherein the stored value card is marked with the name of the cardholder before issuance and with at least one of an indicia of a predetermined transaction network affiliated with the stored value card and an indicia of an issue; a processor for reloading the separate and independent stored value card account in response to receiving a reload request from the cardholder; and a device configured to mark the stored value card with the cardholder's name and the account number, wherein the stored value card is usable for purchases at merchants affiliated with the transaction network; and a data storage system for receiving a determination of whether the cardholder meets predetermined credit criteria so that the stored value card may be convened into a credit card. 40. A computer-implemented method for an issuer to issue a credit card, comprising: creating in a database a separate and independent stored value card account, wherein the stored value card account comprises information of: a) an account number of a stored value card; and b) a purchase value of the stored value card; activating the separate and independent stored value card account; issuing the stored value card to a cardholder, wherein the stored value card is marked with the name of the cardholder before the card is issued and at least one of an indicia of a predetermined transaction network affiliated with the stored value card and an indicia of an issuer; reloading the separate and independent stored value card account in response to receiving a reload request from the cardholder; receiving a request to convert the stored value card into a credit card; converting the stored value card into a credit card, wherein the stored value card is accepted for purchases anywhere the predetermined transaction network is accepted for purchases, wherein the act of converting the stored value card into a credit card comprises; creating on a computer database a credit card account; and determining whether the cardholder meets predetermined credit criteria required for converting the stored value card into a credit card; transferring a remaining balance of the stored value card account to a credit card account associated with the credit card; assigning a credit limit to the credit card account; and generating periodic account activity statements associated with the credit card account. 41. A computer-implemented method for converting a first transaction card into a second transaction card, comprising: activating a first separate and independent transaction account; issuing a first transaction instrument, wherein; (1) the first transaction instrument is associated with a first number associated with the first separate and independent transaction account, (2) the name of a cardholder is imprinted on the first transaction instrument before the instrument is issued, and (3) the first transaction instrument is associated with a first load value; reloading the separate and independent stored value card account in response to receiving a reload request from the cardholder: receiving the first number; converting the first transaction instrument into a second transaction instrument associated with a second transaction account; and providing the second transaction account. 42. The method of claim 41, wherein the first transaction account is a stored value account, wherein the second transaction account is a credit card account. 43. The method of claim 41, wherein unchangeable indicia on the first transaction instrument associates the first transaction instrument with the account number, and wherein the unchangeable indicia comprises the account number. 44. The method of claim 41, farther comprising: facilitating, during a customer-merchant transaction, a merchant authorization process after the converting action. 45. The method of claim 44, wherein the merchant authorization process comprises the steps of: providing an authorization system; recognizing indicia of an instrument number as indicia of a transaction account; identifying the second transaction account associated with the instrument number; determining whether the second transaction account is authorized for a transaction; and returning an authorization result to the merchant. 46. The method of claim 41, further comprising: facilitating a merchant settlement process after the converting action. 47. The method of claim 46, wherein the merchant settlement process comprises the steps of: receiving a settlement request from the merchant regarding a transaction account; identifying the transaction account as the second transaction account; charging a transaction amount against the second transaction account; and adjusting the second transaction account balance by the transaction amount. 48. The method of claim 47, wherein the second transaction account is a credit card account. 49. The method of claim 47, wherein the first transaction account is a stored value account. 50. A computer-implemented method for converting one transaction account into another transaction account, comprising: activating a first separate and independent transaction account; issuing a first transaction instrument, wherein: (1) the first transaction instrument is associated with a first separate and independent transaction account (2) the name of a cardholder is imprinted on the first transaction instrument before the instrument is issued, and (3) the first transaction instrument is associated with a first load value; a reloading the separate and independent stored value card account in response to receiving a reload request from the cardholder; providing a conversion interface; receiving a conversion request from a customer; presenting to the cardholder an account application, wherein the cardholder is prompted to provide the first separate and independent transaction account; receiving a completed account application at a system configured to process new accounts; determining if the cardholder qualifies for a new account; and converting the first separate and independent transaction account into a new account of the cardholder. 51. The method of claim 50, wherein the new account is a credit card account. 52. The method of claim 50, further comprising: determining if the stored value account has an outstanding value at the time of the conversion request; removing, if the stored value account has an outstanding value, the value from the stored value account; and crediting the value to the new account.
