The control panel of claim 1, wherein said panel can be pivoted about an axle of a gas cylinder cart between an operating position wherein said control panel is removably connected to the cart at a location spaced from said axle and a nonoperating position wherein said control panel can be removed from said frame by sliding disengagement of said slot from said axle. 3. A control panel for a gas cylinder cart, comprising a panel comprising at least one gas control device, and having at least one fitting for releasable connection to a gas cylinder cart having at least one corresponding fitting for releasable connection to said control panel, wherein said control panel can be releasably connected to a gas cylinder cart and releasably connected to at least one gas cylinder held by the cart, wherein said at least one gas control device comprises at least one device selected from the group consisting of a gauge, a pressure regulator control, a gas outlet port, a gas inlet port, and a gas inlet line, wherein said panel has at least one wall having a slot therein that can slideably and pivotally engage an axle of a gas cylinder cart. 4. A control panel for a gas cylinder cart, comprising a panel comprising at least one gas control device, and having at least one fitting for releasable connection to a gas cylinder cart having at least one corresponding fitting for releasable connection to said control panel, wherein said control panel can be releasably connected to a gas cylinder cart and releasably connected to at least one gas cylinder held by the cart, wherein said at least one gas control device comprises at least one device selected from the group consisting of a gauge, a pressure regulator control, a gas outlet port, a gas inlet port, and a gas inlet line, wherein said panel can be pivoted about an axle of a gas cylinder cart between an operating position wherein said control panel is removably connected to the cart at a location spaced from said axle and a nonoperating position wherein said control panel can be removed from said frame by sliding disengagement of said slot from said axle. 5. A set of control panels for a gas cylinder cart having a frame defining at least one bay shaped to receive a cylinder, said set comprising; a first control panel comprising a first configuration of at least one gas control device arranged thereon, wherein said first control panel is adapted to be removably connected to the frame of a gas cylinder cart having at least one corresponding fitting for releasable connection to said first control panel, wherein said first control panel can be releasably connected to a gas cylinder cart and releasably connected to at least one gas cylinder held by the cart; and a second control panel comprising a second configuration of at least one gas control device arranged thereon, wherein said second control panel is adapted to be removably connected to the frame of a gas cylinder cart having at least one corresponding fitting for releasable connection to said second control panel, wherein said second control panel can be releasably connected to a gas cylinder cart and releasably connected to at least one gas cylinder held by the cart, wherein at least one of said first panel and said second panel has at least one wall having a slot therein that can slideably and pivotally engage an axle of a gas cylinder cart. 6. The set of claim 5, wherein said at least one gas control device comprises at least one device selected from the group consisting of a gauge, a pressure regulator control, a gas outlet port, a gas inlet port, and a gas inlet line. 7. The set of claim 5, wherein said first panel and said second panel are interchangeable on a gas cylinder cart, and wherein said first and second configurations of said gas control devices are different from each other and each comprises at least one device selected from the group consisting of a gauge, a pressure regulator control, a gas outlet port, a gas inlet port, and a gas inlet line. 8. A set of control panels for a gas cylinder cart having a frame defining at least one bay shaped to receive a cylinder, said set comprising; a first control panel comprising a first configuration of at least one gas control device arranged thereon, wherein said first control panel is adapted to be removably connected to the frame of a gas cylinder cart having at least one corresponding fitting for releasable connection to said first control panel, wherein said first control panel can be releasably connected to a gas cylinder cart and releasably connected to at least one gas cylinder held by the cart; and a second control panel comprising a second configuration of at least one gas control device arranged thereon, wherein said second control panel is adapted to be removably connected to the frame of a gas cylinder cart having at least one corresponding fitting for releasable connection to said second control panel, wherein said second control panel can be releasably connected to a gas cylinder cart and releasably connected to at least one gas cylinder held by the cart, wherein at least one of said first panel and said second panel can be pivoted about an axle of a gas cylinder cart between an operating position wherein said panel is removably connected to the cart at a location spaced from said axle and a nonoperating position wherein said panel can be removed from the frame by sliding disengagement of said slot from the axle.
