An article of apparel comprising: a substrate layer forming a substantial portion of a surface of the article of apparel and at least partially formed from a material having a first degree of stretchability; and an incised layer secured to the substrate layer and at least partially formed from a material having a second degree of stretchability, the first degree of stretchability being greater than the second degree of stretchability, and the incised layer including at least a first incision and a second incision that are concentric, the first incision being positioned within the second incision and defining an aperture through which at least a portion of the substrate layer is substantially exposed. 2. The article of apparel recited in claim 1, wherein the substrate layer is a textile. 3. The article of apparel recited in claim 1, wherein the incised layer includes a third incision that extends around the second incision. 4. The article of apparel recited in claim 1, wherein at least one of the first incision and the second incision exhibit a non-geometric shape. 5. The article of apparel recited in claim 1, wherein the substrate layer and the incised layer are incorporated into one of apparel for covering a torso and apparel for covering legs of an individual. 6. The article of apparel recited in claim 1, wherein the substrate layer and the incised layer are incorporated into footwear. 7. The article of apparel recited in claim 6, wherein the incised layer is positioned on at least one of a medial side and a lateral side of the footwear. 8. The article of apparel recited in claim 7, wherein a center point of the first incision and the second incision is located to correspond with joints between metacarpals and phalanges of a foot received by the footwear. 9. The article of apparel recited in claim 7, wherein a center point of the first incision and the second incision is located to extend from a forefoot region to a midfoot region of the footwear. 10. An article of apparel having a configuration of footwear, the article of apparel comprising an upper that defines a void for receiving a foot of a wearer, the upper including a substrate layer and a ring layer, the substrate layer extending around at least a portion of the void and extending from a lateral side to a medal side of the upper, and the ring layer being secured to the substrate layer, the ring layer including at least a first ring and a second ring that are concentric, the first ring being positioned adjacent the second ring, and the first ring being positioned within the second ring and defining an aperture through which at least a portion of the substrate layer is substantially exposed wherein the substrate layer is at least partially formed from a material having a first degree of stretchability, and the ring layer is at least partially formed from a second degree of stretchability, the first degree of stretchability being greater than the second degree of stretchability. 11. The article of apparel recited in claim 10, wherein the substrate layer forms a surface of the void. 12. The article of apparel recited in claim 10, wherein the substrate layer is a textile. 13. The article of apparel recited in claim 10, wherein the first ring and the second ring are separated by an incision in the ring layer. 14. The article of apparel recited in claim 13, wherein the incision is spaced from another incision that is defined by the second ring and a third ring in the ring layer. 15. The article of apparel recited in claim 13, wherein the incision is adjacent to another incision that is defined by the second ring and a third ring in the ring layer. 16. The article of apparel recited in claim 10, wherein the ring layer includes a third ring that is concentric with each of the first ring and the second ring, the first ring and the second ring being positioned within the third ring. 17. The article of apparel recited in claim 10, wherein the ring layer includes a central element located within the first ring. 18. The article of apparel recited in claim 10, wherein the ring layer is positioned on at least one of a medial side and a lateral side of the footwear, and a center of the first ring and the second ring is located to correspond with joints between metacarpals and phalanges of the foot. 19. The article of apparel recited in claim 10, wherein the ring layer is positioned on at least one of a medial side and a lateral side of the footwear, and the first ring and the second ring are located to extend from a forefoot region to a midfoot region of the footwear. 20. An article of apparel having a configuration of footwear that includes an upper and a sole structure secured to the upper, the upper comprising: a substrate layer forming at least a portion of an exterior surface of the upper and extending at least from a lateral side of the upper to a medial side of the upper, the substrate layer being at least partially formed from a material having a first degree of stretchability; and an incised layer secured to the substrate layer and forming at least another portion of an exterior surface of the upper, the incised layer being at least partially formed from a material having a second degree of stretchability, the first degree of stretchability being greater than the second degree of stretchability, and the incised layer including at least a first incision and a second incision that expose portions of the substrate layer, the first incision and the second incision being concentric such that the first incision is positioned within the second incision and the first incision defines an aperture through which at least a portion of the substrate layer is substantially exposed, and the first incision and the second incision being positioned on one of a medial side and a lateral side of the upper and located to extend from a forefoot region to a midfoot region of the footwear. 21. The article of apparel recited in claim 20, wherein the substrate layer forms a surface of a void within the upper, the void being shaped to receive a foot of a wearer. 22. The article of apparel recited in claim 20, wherein the substrate layer is a textile. 23. The article of apparel recited in claim 20, wherein the first incision and the second incision define a ring of material in the incised layer. 24. The article of apparel recited in claim 23, wherein the ring of material is spaced from another ring of material that is defined by the second incision and a third incision in the incised layer. 25. The article of apparel recited in claim 23, wherein the ring of material is adjacent to another ring of material that is defined by the second incision and a third incision in the incised layer. 26. The article of apparel recited in claim 20, wherein the incised layer includes a third incision that is concentric with each of the first incision and the second incision, the first incision and the second incision being positioned within the third incision. 27. The article of apparel recited in claim 20, wherein the incised layer includes a central element located within the first incision. 28. The article of apparel recited in claim 20, wherein a center of the first incision and the second incision is located to correspond with joints between metacarpals and phalanges of a foot received by the footwear. 29. An article of apparel having a configuration of footwear that includes an upper defining a void for receiving a foot and a sole structure secured to the upper, the upper comprising: a substrate layer forming at least a first portion of an exterior surface of the upper and extending at least a lateral side of the upper to a medial side of the upper, the substrate layer being formed of a stretchable material; a first ring layer secured to the substrate layer and forming at least a second portion of the exterior surface of the upper, the first ring layer being positioned on a medial side of the upper and located to correspond with joints between metacarpals and phalanges of the foot, and the first ring layer including at least a first pair of concentric rings; and a second ring layer secured to the substrate layer and forming at least a third portion of the exterior surface of the upper, the second ring layer being positioned on a lateral side of the upper and located to correspond with the joints between the metacarpals and the phalanges of the foot, and the second ring layer including at least a second pair of concentric rings; wherein the first and second pair of concentric rings define an aperture through layer is substantially exposed. 30. The article of apparel recited in claim 29, wherein the substrate layer forms a surface of a void within the upper, and the void is shaped to receive a foot of a wearer. 31. The article of apparel recited in claim 29, wherein the substrate layer is a textile. 32. The article of apparel recited in claim 29, wherein the first pair of rings abut each other, and the second pair of rings abut each other. 33. The article of apparel recited in claim 29, wherein the first pair of rings are spaced from each other, and the second pair of rings are spaced from each other. 34. The article of apparel recited in claim 29, wherein the first ring layer includes a third ring that extends around each of the first pair of rings. 35.
