What is claimed is: 1. A camera control apparatus comprising: a storage unit for storing a plurality of presets each having a plurality of photographing parameters of a camera and priority orders of each of said plurality of presets; a control unit for controlling traveling photographing of the cam
What is claimed is: 1. A camera control apparatus comprising: a storage unit for storing a plurality of presets each having a plurality of photographing parameters of a camera and priority orders of each of said plurality of presets; a control unit for controlling traveling photographing of the camera in accordance with said plurality of presets and priority orders stored in said storage unit; a motion detection unit for detecting motion of an object photographed with the camera; and an update unit for raising the priority order corresponding to one of said plurality of presets which is used when said motion detection unit detects the motion. 2. The camera control apparatus according to claim 1, wherein said control unit controls the camera to perform photographing by the presets if the priority order of the presets is set to a threshold value or higher, and to transition to next preset without performing photographing by the preset, if the priority order of the preset is set lower than said threshold value. 3. The camera control apparatus according to claim 1, wherein each time the preset of said camera transitions to next preset, said update unit lowers the priority order by a threshold value if the priority order of the preset is set to said threshold value or larger, and raises the priority order by a predetermined number if the priority order of the preset is set lower than said threshold value. 4. The camera control apparatus according to claim 1, wherein if said motion detection unit does not detect a motion of the photographed object, said update unit lowers the priority order of the preset with which said image is photographed. 5. The camera control apparatus according to claim 1, wherein if said motion detection unit detects a motion of said photographed object, said control unit stops control of the traveling photographing and starts tracking control for an object corresponding to said motion detected image. 6. The camera control apparatus according to claim 5, wherein said control unit performs zoom control together with said tracking control, said zoom control enlarging an area where the motion of said photographed object is detected. 7. The camera control apparatus according to claim 5, wherein said control unit controls to alternately and repetitively perform said tracking control and motion detection, by said motion detection unit, of the object photographed with said camera, and if the number of times when said motion detection unit does not detect the motion of the image in succession during said repetitive control, reaches a predetermined number, said control unit stops said tracking control and resumes the control of the traveling photographing. 8. The camera control apparatus according to claim 7, wherein when the control resumes, said control unit uses the preset used when the traveling control is stopped, to resume the control of the traveling photographing. 9. The camera control apparatus according to claim 7, wherein said control unit uses presets having a highest priority order to resume the control of the traveling photographing. 10. The camera control apparatus according to claim 1, wherein said priority order is represented by the number of times of traveling photographing cycles. 11. The camera control apparatus according to claim 1, wherein said priority order is represented by an occurrence probability of motion detection by said motion detection unit. 12. The camera control apparatus according to claim 11, wherein said priority order takes a value in a range from 0% to 100%, and said control unit does not effect control of photographing with respect to presets whose priority order is set to 0%, but transitions to next preset. 13. The camera control apparatus according to claim 1, wherein said presets are defined by at least one or a combination of a pan angle, a tilt angle, a zoom magnification factor, a focus, an exposure, a shutter speed, a white balance and a rear light correction factor. 14. A camera control apparatus comprising: a setting unit for setting a plurality of presets each having a plurality of photographing parameters of a camera and priority orders of each of said plurality of presets; and a control unit for controlling traveling photographing of the camera in accordance with said plurality of presets set by said setting unit, and controls whether photographing is performed or skipped at each preset in accordance with said priority order. 15. A camera control method comprising: a control step of controlling traveling photographing of a camera in accordance with a plurality of presets each having a plurality of photographing parameters of the camera and priority orders of each of said plurality of presets stored in a storage unit; a motion detection step of detecting motion of an object photographed with the camera; and an update step of raising the priority order corresponding to one of said plurality of presets which is used when the motion is detected in said motion detection step. 16. The camera control method according to claim 15, wherein photographing is performed by a preset in said control step if the priority order of the preset is set to a threshold value or higher, and transitions to next preset without performing photographing by the preset if the priority order of the preset is set lower than said threshold value. 17. The camera control method according to claim 15, wherein each time a preset of said camera transitions to next preset, said update step lowers the priority order by a threshold value if the priority order of the preset is set to said threshold value or larger, and raises the priority order by a predetermined number if the priority order of the preset is set lower than said threshold value. 18. The camera control method according to claim 15, wherein if a motion of the photographed object is not detected in said motion detection step, said update step lowers the priority order of the preset with which said image is photographed is lowered in said update step. 19. The camera control method according to claim 15, wherein if a motion of said photographed object is detected in said motion detection step, control of the traveling photographing is stopped and tracking control for an object corresponding to said motion detected image is started. 20. The camera control method according to claim 19, wherein zoom control is performed together with said tracking control in said control step, said zoom control enlarging an area where the motion of said photographed object is detected. 21. The camera control method according to claim 19, wherein control of said tracking control and motion detection are performed in said control step, by said motion detection unit, of the object photographed with said camera, and if the number of times when the motion of the image is not detected in succession during said repetitive control in said motion detection step, reaches a predetermined number, said tracking control is stopped and the control of the traveling photographing is resumed in said control step. 22. The camera control method according to claim 21, wherein when the control resumes, the preset used in said control step when the traveling control is stopped, is used to resume the control of the traveling photographing. 23. The camera control method according to claim 21, wherein the preset having a highest priority order is used to resume the control of the traveling photographing in said control step. 24. The camera control method according to claim 15, wherein said preset is defined by at least one or a combination of a pan angle, a tilt angle, a zoom magnification factor, a focus, an exposure, a shutter speed, a white balance and a rear light correction factor. 25. A camera control method comprising: a setting step of setting a plurality of presets each having a plurality of photographing parameters of a camera and priority orders of each of said plurality of presets; and a control step of for controlling traveling photographing of the camera in accordance with said plurality of presets set in said setting step, and controlling whether photographing is performed or skipped at each preset in accordance with said priority order. 26. A computer readable medium which stores a program for causing a computer to execute a camera control method, said method comprising: a control step of controlling traveling photographing of a camera in accordance with a plurality of presets each having a plurality of photographing parameters of the camera and priority orders of each of said plurality of presets stored in a storage unit; a motion detection step of detecting motion of an object photographed with the camera; and an update step of raising the priority order corresponding to one of said plurality of presets which is used when the motion is detected in said motion detection step. 27. A computer readable medium which stores a program for causing a computer to execute a camera control method, said method comprising: a setting step of setting a plurality of presets each having a plurality of photographing parameters of a camera and priority orders of each of said plurality of presets; and a control step of controlling traveling photographing of the camera in accordance with said plurality of presets, and controlling whether photographing is performed or skipped at each preset in accordance with said priority order.
