According to the invention, the network specifies the triggers to be used in different measurement report types. The triggers are preferably upper or lower threshold values for parameters of the radio signal. In response to having detected that the measured value has exceeded its upper threshold value or gone under its lower threshold, the mobile station sends the network a measurement report.

A method comprising: receiving by a mobile station from a network a determination of at least one active measurement report trigger selected from a group of measurement report triggers for triggering transmission of a measurement report, wherein at least one measurement report trigger of the group comprises a base station specific offset value, maintaining at the mobile station a list of base stations for which measurement reports are desired by the network for handover decisions concerning the mobile station; monitoring at the mobile station properties of a plurality of radio signals received from respective base stations, generating at the mobile station a measurement report comprising information about the monitored radio signals of the respective base stations when the at least one active trigger is met; and sending the measurement report to the network. 2. A method according to claim 1, wherein the active triggers are received at the mobile station from a network. 3. A method according to claim 1, wherein the method further comprises resetting a timer in connection with sending the measurement report, and at least one active trigger comprises a condition for the value of the timer. 4. A method according to claim 1, wherein at least one of the triggers is a threshold for a radio signal parameter or a function thereof 5. A method according to claim 4, wherein the radio signal parameter is received power level of the signal or a function thereof. 6. A method according to claim 4, wherein the radio signal parameter is interference in the received radio signal or a function thereof. 7. A method according to claim 4, wherein the at least one active trigger comprises the base station specific offset value. 9. A method according to claim 8, further comprising dynamically receiving the offset values from the network. 10. A method according to claim 4, wherein the at least one active trigger comprises a threshold for a change of a radio parameter or a function thereof. 11. A method according to claim 4, wherein a first set of triggers is defined for radio signals in the uplink direction and a second set of triggers is defined for radio signals in the downlink direction, a logical function is defined for combining the first and the second set of triggers, and at the mobile station, the state of each trigger is determined, the states combined using the logical function, and the measurement report is sent in dependence upon the condition of the logical function. 12. A method according to claim 11, wherein the first and second set of triggers are received dynamically from the network. 13. A method according to claim 11, wherein the logical function is received at the mobile station from a network. 14. A method according to claim 11, wherein a first combination of the first and second sets of triggers and the logical functions are defined to be used for radio signals from or to active base stations having an active link with the mobile station, a second combination of the first and second sets of triggers and the logical functions are defined to be used for radio signals from or to candidate base stations not having an active link with the mobile station, and at the mobile station, the first combination is used for radio signals from or to active base stations and the second combination is used for radio signals from or to candidate base stations. 15. A method according to claim 14, further comprising creating an active link between the mobile station and a candidate base station not having an active link with the mobile station after the mobile station sends to the network a measurement report triggered by that candidate base station. 16. A method according to claim 14, further comprising deleting an active link between the mobile station and a base station after the mobile station sends to the network a measurement report triggered by that active base station. 17. A method according to claim 14, wherein said two different logical functions are such that when a base station is in the active set, a measurement report is not triggered by a radio signal of that base station for the same set of radio properties as would trigger the transmission of a measurement report when the base station is in the candidate set. 18. A method according to claim 11, wherein the method comprises defining a logical function for use when the number of base stations in the active set is equal to a predefined maximum number, and defining the first and second sets of triggers on the basis of the radio signal properties of the active base station having worst signal conditions, and wherein a measurement report is triggered by a radio signal of a candidate base station causes the active base station having the worst signal conditions to be replaced by the candidate base station. 19. A method according to claim 18, wherein the maximum number is received dynamically from the network. 20. A method according to claim 1, wherein the at least one active measurement report trigger from the group of measurement report triggers is dynamically received at the mobile station. 21. A method according to claim 1, wherein the mobile station receives from a network an indication of what information to include in the measurement report, and the mobile station includes this information in the measurement report. 22. A method according to claim 21, wherein the radio signals are ordered using a predefined condition, and in the measurement report sent from the mobile station, information about the properties of a predefined number of the best radio signals according to the condition are reported. 23. A method according to claim 21, wherein the number of radio signals to be reported is received at the mobile station from a network. 24. A method according to claim 21, wherein the measurement report comprises a value for path loss for a reported signal or a function thereof. 25. A method according to claim 21, wherein the measurement report comprises a value for carrier to interference ratio of a reported signal or a function thereof. 26. A method according to claim 1, wherein sending the measurement report comprises sending the measurement report to at least one of the base stations for which measurement reports are desired by the network for handover decisions concerning the mobile station. 27. A telecommunication network comprising: a determining unit configured to determine for a mobile station at least one active measurement report trigger selected from a group of measurement report triggers for triggering transmission of a measurement report from the mobile station, a communicating unit configured to communicate the determined at least one active trigger to the mobile station, wherein at least one measurement report trigger of the group comprises a base station specific offset value; a receiver configured to receive from the mobile station a measurement report that comprises measurement information of at least two base stations; and a handover decision unit configured to decide upon a handover of the mobile station based on the received measurement report. 28. A telecommunications network according to claim 27, wherein the network is arranged to repeatedly determine the activity of the at least one measurement report trigger. 29. A network element comprising: a determining unit configured to determine for a mobile station at least one active measurement report trigger selected from a group of measurement report triggers for triggering transmission of a measurement report from the mobile station, and a communicating unit configured to communicate the determined at least one active trigger to the mobile station, wherein at least one measurement report trigger of the group comprises a base station specific offset value; a receiver configured to receive from the mobile station a measurement report that comprises measurement information of at least two base stations; and a handover decision unit configured to decide upon a handover of the mobile station based on the received measurement report. 30. A mobile station comprising: a receiving unit configured to receive from a network a determination of at least one active trigger selected from a group of measurement report triggers for triggering transmission of a measurement report, wherein at least one measurement report trigger of the group comprises a bases station specific offset value; a memory configured to maintain a list of base stations for which measurement reports are desired by the network for handover decisions concerning the mobile station; a monitoring unit configured to monitor properties of a plurality of radio signals received from respective base stations a verifying unit configured to verify whether the at least one active trigger has been met; a generating unit configured to generate a measurement report comprising information about the monitored radio signals of the respective base stations responsive to verifying that at least one active trigger is met; and a sending unit configured to send the measurement report to the network. 31. A mobile station according to claim 30, comprising the receiving unit is configured to receive at least first and second different sets of active triggers for uplink and downlink signals respectively, and a determination of a logical function for combining these sets of triggers, a determining unit is configured to determine the state of each active trigger and to combine the states according to the logical function, and the generating unit is configured to generate the measurement report in dependence upon the condition of the logical function. 32. A mobile station according to claim 30, wherein the at least one active trigger comprises the base station specific offset value. 33. A mobile station according to claim 32, wherein the offset value is received dynamically from the network. 34. The mobile station according to claim 30, wherein the sending unit is configured to send the measurement report to the network by sending the measurement report to at least one of the base stations for which measurement reports are desired by the network for handover decisions concerning the mobile station. 35. A decision unit for a mobile station comprising: a receiving unit configured to receive from a network a determination of at least one active trigger selected from a group of measurement report triggers for triggering transmission of a measurement report, wherein at least one measurement report trigger of the group comprises a base station specific offset value; a memory configured to maintain a list of base stations for which measurement reports are desired by the network for handover decisions concerning the mobile station; a monitoring unit configured to monitor properties of a plurality of radio signals received from respective base stations; a verifying unit configured to verify whether the at least one active trigger has been met; and invoking means to invoke generating the measurement report comprising information about the monitored radio signals of the respective base stations responsive to verifying that the at least one active trigger is met, and to output the generated measurement report to a sending unit for causing sending of the measurement report to at least one of the base stations. 36. A decision unit according to claim 35, wherein the at least one active trigger comprises the base station specific offset value. 37. A decision unit according to claim 36, wherein the offset value is received dynamically from a network.
