What is claimed is: 1. A barrier system for a subsurface treatment area, comprising: a first barrier formed around at least a portion of the subsurface treatment area, the first barrier configured to inhibit fluid from exiting or entering the subsurface treatment area; a second barrier formed around at least a portion of the first barrier to form an inter-barrier zone between the first barrier and the second barrier; and one or more monitor wells positioned in the inter-barrier zone configured to monitor fluid level in the inter-barrier zone, wherein the fluid level in the inter-barrier zone is used to determine if a breach of the first barrier occurs. 2. The barrier system of claim 1, wherein the first barrier is a freeze barrier established by freeze wells. 3. The barrier system of claim 1, wherein the second barrier is a freeze barrier established by freeze wells. 4. The barrier system of claim 1, wherein the treatment area comprises a hydrocarbon containing formation, and further comprising a plurality of heaters in the treatment area, the heaters configured to heat a hydrocarbon layer of the hydrocarbon containing formation. 5. The barrier system of claim 1, further comprising partitions between the first barrier and the second barrier, wherein the partitions are configured to section the inter-barrier zone. 6. The barrier system of claim 1, wherein a drop in the fluid level in the inter-barrier zone indicates a breach of the first barrier. 7. The barrier system of claim 1, wherein a rise in the fluid level in the inter-barrier zone indicates a breach of the second barrier. 8. The barrier system of claim 1, further comprising a first monitor well in the inter-barrier zone, and a second monitor well located on an opposite side of the first barrier, wherein the first monitor well and the second monitor well are configured to monitor integrity of the first barrier. 9. The barrier system of claim 1, further comprising a first monitor well in the inter-barrier zone, and a second monitor well located outside of the second barrier, wherein fluid levels in the first monitor well and the second monitor well indicate integrity of the second barrier. 10. A method of establishing a double barrier around at least a portion of a subsurface treatment area, comprising: forming a first barrier around at least a portion of the subsurface treatment area; forming a second barrier around the first barrier, wherein an inter-barrier zone exists between the first barrier and the second barrier; and forming monitor wells in the inter-barrier zone, wherein fluid level in one or more of the monitor wells is used to monitor integrity of the first barrier. 11. The method of claim 10, further comprising forming one or more partitions between the first barrier and the second barrier to section the inter-barrier zone. 12. The method of claim 11, wherein a decrease in the fluid level in one or more of the monitor wells is used as an indicator of a breach of the first barrier. 13. The method of claim 10, further comprising heating hydrocarbons in the subsurface treatment area. 14. The method of claim 10, further comprising reducing salinity of water in the space between the first barrier and the second barrier. 15. The method of claim 10, using one or more of the monitor wells to indicate integrity of the second barrier, wherein an increase in the fluid level in one or more of the monitor wells indicates a breach of the second barrier. 16. The method of claim 10, further comprising producing formation fluid from the subsurface treatment area, wherein the formation fluid comprises hydrocarbons. 17. The method of claim 16, further comprising producing transportation fuel from at least a portion of the hydrocarbons. 18. A method, comprising: removing water from a subsurface treatment area surrounded by a first barrier; adjusting pressure in an aquifer zone in a space between the first barrier and a second barrier that surrounds the first barrier so that the pressure in the aquifer zone in the space is less than the pressure in the aquifer zone on the outside of the second barrier; and monitoring the pressure in the aquifer zone in the space to determine if a breach in the first or the second barrier has occurred. 19. The method of claim 18, wherein a decrease in the pressure in the aquifer zone in the space is indicative of a breach in the first barrier. 20. The method of claim 19, further comprising determining the location of the breach in the first barrier by monitoring the pressure drop as a function of time from a number of monitor wells that are located in the aquifer zone in the space. 21. The method of claim 18, wherein an increase in the pressure in the aquifer zone in the space relative to the pressure in the aquifer zone outside of the second barrier is indicative of a breach in the second barrier. 22. The method of claim 18, further comprising heating hydrocarbons in the subsurface treatment area. 23. The method of claim 18, further comprising producing hydrocarbons from the subsurface treatment area.
