What is claimed is: 1. A rotating membrane ultrafilter to remove a liquid from wastewater, comprising: a cylindrical lower housing having a wastewater inlet and an outlet; a tubular membrane concentric with and rotating within the lower housing, the tubular membrane having an interior; and a drive
What is claimed is: 1. A rotating membrane ultrafilter to remove a liquid from wastewater, comprising: a cylindrical lower housing having a wastewater inlet and an outlet; a tubular membrane concentric with and rotating within the lower housing, the tubular membrane having an interior; and a drive assembly to rotate the tubular membrane within the lower housing, the drive assembly having a hollow shaft having one end defining a permeate outlet and another end connected to and in fluid communication with the interior of the tubular membrane to connect the interior of the membrane with the permeate outlet, whereby wastewater enters the wastewater inlet and travels in an annulus between the rotating tubular membrane and cylindrical lower housing, the liquid permeating through the tubular membrane into the interior of the tubular membrane and out the permeate outlet, the remaining wastewater exiting the outlet of the lower housing. 2. The ultrafilter of claim 1 whereby the membrane comprises: an inner support cylinder; a porous membrane support attached to the inner support cylinder; and a thin membrane surface. 3. The ultrafilter of claim 1 whereby the drive assembly further comprises a drive motor having a pulley to rotate hollow drive shaft to rotate the tubular membrane. 4. A rotating membrane ultrafilter to remove liquid from wastewater, comprising: a cylindrical lower housing having a wastewater inlet and an outlet; a tubular membrane concentric with and rotating within the lower housing, the tubular membrane having an interior; and a drive assembly to rotate the tubular membrane within the lower housing having a permeate outlet, whereby wastewater enters the wastewater inlet and travels in an annulus between the rotating membrane and cylindrical lower housing, liquid permeating through the tubular membrane into the interior of the tubular membrane and out the permeate outlet, the remaining wastewater exiting the outlet of the lower housing, in which the drive assembly has a hollow shaft having one end defining the permeate outlet and another end connected to and in fluid communication with the interior of the cylindrical membrane to connect the interior of the membrane with the permeate outlet. 5. The ultrafilter of claim 4 whereby the membrane comprises: an inner support cylinder; a porous membrane support attached to the inner support cylinder; and a membrane surface. 6. The ultrafilter of claim 4 in which the drive assembly further comprises a drive motor having a pulley functionally associated with the shaft to rotate the shaft to rotate the tubular membrane. 7. The ultrafilter of claim 4 in which the tubular membrane is concentric with the housing. 8. The ultrafilter of claim 4, comprising: a first wall defining a first cylindrical passage adjacent the tubular membrane, the tubular membrane concentric with the first wall; and a second tubular membrane rotating within a second wall defining a second cylindrical passage adjacent the second tubular membrane, the second tubular membrane having an interior, the second tubular membrane concentric within the second wall, in which the drive assembly is adapted to rotate the first and second tubular membranes within the first and second cylindrical passages in the housing. 9. The ultrafilter of claim 8 in which the drive assembly further comprises a drive motor having a plurality of pulleys adapted to rotate the first and second hollow shafts. 10. A rotating membrane ultrafilter to remove liquid from wastewater, comprising: a cylindrical lower housing having a wastewater inlet and an outlet; a tubular membrane concentric with and rotating within the lower housing, the tubular membrane having an interior; and a drive assembly to rotate the tubular membrane within the lower housing having a permeate outlet, whereby wastewater enters the wastewater inlet and travels in an annulus between the rotating membrane and cylindrical lower housing, liquid permeating through the tubular membrane into the interior of the tubular membrane and out the permeate outlet, the remaining wastewater exiting the outlet of the lower housing, in which the drive assembly has a hollow shaft having one end defining the permeate outlet and another end connected to and in fluid communication with the interior of the cylindrical membrane to connect the interior of the membrane with the permeate outlet; a first wall defining a first cylindrical passage adjacent the tubular membrane, the tubular membrane concentric with the first wall; and a second tubular membrane rotating within a second wall defining a second cylindrical passage adjacent the second tubular membrane, the second tubular membrane having an interior, the second tubular membrane concentric within the second wall, in which the drive assembly is adapted to rotate the first and second tubular membranes within the first and second cylindrical passages in the housing. 11. The ultrafilter of claim 8 or 10 in which the drive assembly has a plurality of hollow shafts, each shaft having one end in fluid communication with a permeate outlet and another end of each shaft connected to and in fluid communication with one of the interiors of the plurality of tubular membranes to connect the interior of said membrane with permeate outlet, whereby wastewater enters the wastewater inlet and travels in the passages around the plurality of tubular membranes, liquid permeating through to the interior of the plurality of tubular membranes and out the permeate outlet, the remaining wastewater exiting the outlet of the lower housing. 12. The ultrafilter of claim 8 or 10 in which the housing further comprises an insert adjacent a lower end of the housing to force the wastewater to flow near the rotating membranes, the insert being connected to the walls.
