This invention disclosure describes a conditioned single phase hydrocarbon-based fuel, a method for producing such fuel and components useful in such method. The described conditioned hydrocarbon-based fuel is a single phase hydrous fuel with improved performance, handling and storage characteristics. A method is also is also provided for producing the conditioned hydrocarbon-based fuel using a semi-solid activator. The resulting conditioned hydrocarbon-based fuel has a volume greater than the unmodified hydrocarbon-based fuel, a BTU content greater than the BTU content of the unmodified hydrocarbon-based fuel, less particulate emissions and less non-particulate emissions than the unmodified hydrocarbon-based fuel, and a water content less than the water content of the unmodified hydrocarbon-based fuel.

What is claimed: 1. A conditioned single phase hydrocarbon-based fuel produced by incubating an unmodified hydrocarbon-based fuel with a semi-solid activator and water, said conditioned single phase hydrocarbon-based fuel having a water content detectable by Karl Fischer analysis which is less than or equal to the water content of the unmodified hydrocarbon-based fuel, an increased BTU content which is greater than the BTU content of the unmodified hydrocarbon-based fuel and said semi-solid activator lacking an alcohol component and comprising (i) at least 35% by weight of the unmodified hydrocarbon-based fuel; (ii) about 0.5% to about 20% by weight of a carboxylic acid component; (iii) about 0.5% to 20% by weight water; and (iv) at least 0.5% to 25% by weight of an amine component, said incubating comprising placing said semi-solid activator in contact with said unmodified hydrocarbon-based fuel and subsequently removing the semi-solid activator. 2. The conditioned hydrocarbon-based fuel of claim 1 where said conditioned hydrocarbon-based fuel has a water content detectable by Karl Fischer analysis which is 1% to 10% less than the water content of the unmodified hydrocarbon-based fuel. 3. The conditioned hydrocarbon-based fuel of claim 1 wherein the hydrocarbon-based fuel is selected from the group consisting of: a diesel fuel, a biodiesel fuel, a jet fuel, a kerosene, a gasoline, a fuel oil, a waste oil, a vegetable oil, a water hydrocarbon-based fuel microemulsion. 4. The conditioned hydrocarbon-based fuel of claim 3 where the waste oil is a hydraulic oil, a used motor oil, an oil byproduct of a refining process or a combination of the foregoing. 5. The conditioned hydrocarbon-based fuel of claim 3 where the vegetable oil is a peanut oil, a soy bean oil, coconut oil, a sesame seed oil or a combination of the foregoing. 6. The conditioned hydrocarbon-based fuel of claim 1 wherein the hydrocarbon-based fuel is a water-hydrocarbon based microemulsion fuel and said water-hydrocarbon-based microemulsion fuel exhibits at least one characteristic after treatment with said semi-solid activator selected from the group consisting of: (i) having a water content detectable by Karl Fischer analysis which is less than or equal to the water content of the water-hydrocarbon-based microemulsion fuel before treatment with said semi-solid activator, (ii) increased stability as compared to the water-hydrocarbon-based microemulsion fuel before treatment with said semi-solid activator, (iii) increased volume as compared to the water-hydrocarbon-based microemulsion fuel before treatment with said semi-solid activator, (iv) increased BTU content as compared to the water-hydrocarbon-based microemulsion fuel before treatment with said semi-solid activator, (v) increased cetane index content as compared to the water-hydrocarbon-based microemulsion fuel before treatment with said semi-solid activator, (vi) increased pour point as compared to the water-hydrocarbon-based microemulsion fuel before treatment with said semi-solid activator, (vii) decreased sulfur content as compared to the water-hydrocarbon-based microemulsion fuel before treatment with said semi-solid activator, (viii) decreased aromatic content as compared to the water-hydrocarbon-based microemulsion fuel before treatment with said semi-solid activator; (ix) increased oxygen content as compared to the water-hydrocarbon-based microemulsion fuel before treatment with said semi-solid activator; (x) increased hydrogen content as compared to the water-hydrocarbon-based microemulsion fuel before treatment with said semi-solid activator; (xi) decreased emission of particulate pollutants upon combustion as compared to the water-hydrocarbon-based microemulsion fuel before treatment with said semi-solid activator, and (xii) decreased emission of non-particulate pollutants upon combustion as compared to the water-hydrocarbon-based microemulsion fuel before treatment with said semi-solid activator. 7. The conditioned hydrocarbon-based fuel of claim 1 wherein the hydrocarbon-based fuel is a diesel fuel and said diesel fuel exhibits at least one characteristic after treatment with said semi-solid activator selected from the group consisting of: (i) having a water content detectable by Karl Fischer analysis which is less than or equal to the water content of the diesel fuel before treatment with said semi-solid activator, (ii) increased stability as compared to the diesel fuel before treatment with said semi-solid activator, (iii) increased volume as compared to the diesel fuel before treatment with said semi-solid activator, (iv) increased BTU content as compared to the before treatment with said semi-solid activator, (v) increased cetane index content as compared to the diesel fuel before treatment with said semi-solid activator, (vi) increased pour point as compared to the diesel fuel before treatment with said semi-solid activator, (vii) decreased sulfur content as compared to the diesel fuel before treatment with said semi-solid activator; (viii) decreased aromatic content as compared to the diesel fuel before treatment with said semi-solid activator, (ix) increased oxygen content as compared to the diesel fuel before treatment with said semi-solid activator, (x) increased hydrogen content as compared to the diesel fuel before treatment with said semi-solid activator, (xi) decreased emission of particulate pollutants upon combustion as compared to the diesel fuel before treatment with said semi-solid activator, and (xii) decreased emission of non-particulate pollutants upon combustion as compared to the diesel fuel before treatment with said semi-solid activator. 8. The conditioned hydrocarbon-based fuel of claim 1 wherein said conditioned hydrocarbon-based exhibits an improved performance characteristic. 9. The conditioned hydrocarbon-based fuel of claim 8 where said performance characteristic is selected from the group consisting of: improved fuel efficiency, increased volume, increased BTU content, decreased emission of particulate pollutants and decreased emissions of non-particulate pollutants. 10. The conditioned hydrocarbon-based fuel of claim 1 where said conditioned hydrocarbon-based fuel has substantially the same water immiscibility as the unmodified hydrocarbon-based fuel. 11. The conditioned hydrocarbon-based fuel of claim 1 where said carboxylic acid component is a fatty acid. 12. The conditioned hydrocarbon-based fuel of claim 11 where said fatty acid is oleic acid, stearic acid or linoleic acid. 13. The conditioned hydrocarbon-based fuel of claim 1 where said carboxylic acid component is a benzoic acid. 14. The conditioned hydrocarbon-based fuel of claim 1 where said amine component is aqueous ammonia or anhydrous ammonia. 15. A semi-solid activator for use in conditioning a hydrocarbon-based fuel without becoming solubilized in the hydrocarbon-based fuel, said semi-solid activator lacking an alcohol component and comprising (i) at least 35% by weight of the unmodified hydrocarbon-based fuel; (ii) about 0.5% to about 20% by weight of a carboxylic acid component; (iii) about 0.5% to 20% by weight water; and (iv) at least 0.5% to 25% by weight of an amine component. 16. The semi-solid activator of claim 15 where said carboxylic acid component is a fatty acid. 17. The semi-solid activator of claim 16 where said fatty acid is oleic acid, stearic acid or linoleic acid. 18. The semi-solid activator of claim 15 where said carboxylic acid component is a benzoic acid. 19. The semi-solid activator of claim 15 where said amine component is aqueous ammonia or anhydrous ammonia. 20. The semi-solid activator of claim 15 where the hydrocarbon-based fuel is selected from the group consisting of: a diesel fuel, a biodiesel fuel, a jet fuel, a kerosene, a gasoline, a fuel oil, a waste oil, a vegetable oil, a water hydrocarbon-based fuel microemulsion.
