A container for releasing a chemical additive in a fluid material selected from the group consisting of a liquid lubricant composition and a hydraulic fluid composition, the container comprising: a fluid material-impermeable casing defining a substantially hollow interior and at least one opening; a fluid material additive composition provided in the interior of the casing, the fluid material additive composition comprising a gel chemical additive effective to provide a benefit to and soluble in a fluid material selected from the group consisting of a liquid lubricant composition and a hydraulic fluid composition; and at least one fluid material-permeable element provided at or near the opening of the casing and effective to provide for release of a portion of the gel chemical additive into the fluid material in contact with the casing. 2. The container of claim 1 wherein the casing is composed of a material selected from the group consisting of metals, polymeric materials, and combinations thereof. 3. The container of claim 1 wherein the casing is a substantially cylindrical-shaped casing or a substantially bowl-shaped casing. 4. The container of claim 1 wherein the casing is a substantially cylindrical-shaped casing and the at least one opening comprises at least one open end of the cylindrical-shaped casing or at least one side opening in a sidewall of the cylindrical-shaped casing. 5. The container of claim 1 wherein the casing is a substantially bowl-shaped casing, and the container further comprises a cap member disposed across a top of the substantially bowl-shaped casing. 6. The container of claim 5 wherein the at least one opening is located in a top of the substantially bowl-shaped casing, in a side of the substantially bowl-shaped casing or in a bottom of the substantially bowl-shaped casing. 7. The container of claim 1 wherein the at least one fluid material-permeable element comprises an at least partially dissolvable seal. 8. The container of claim 7 wherein the at least partially dissolvable seal comprises a support structure coated with a fluid material soluble polymer. 9. The container of claim 1 wherein the at least one fluid material-permeable element includes a filter member. 10. The container of claim 1 wherein the at least one fluid material-permeable element includes a porous membrane. 11. The container of claim 10 wherein the at least one fluid material-permeable element includes at least one retention member effective in retaining the membrane in a substantially fixed position relative to the casing. 12. The container of claim 9 wherein said filter member comprises a semi-permeable membrane comprising a material selected from the group consisting of glasses, polymeric materials, and combinations thereof. 13. The container of claim 1 wherein the at least one opening comprises a plurality of openings and the at least one fluid material-permeable element comprises a corresponding plurality of fluid material-permeable elements. 14. The container of claim 1 wherein the chemical additive is selected from the group consisting of viscosity index improvers, antioxidants, anti-wear agents, corrosion inhibitors, demulsifiers, lubricity agents, dispersants, detergents, and mixtures thereof. 15. The container of claim 1 wherein the at least one fluid material-permeable element is at least partially coated with a polymeric coating material. 16. A method for releasing a gel chemical additive at a sustained rate into a fluid material, the method comprising placing the container of claim 1 in contact with a fluid material selected from the group consisting of a liquid lubricant composition and a hydraulic fluid composition, wherein the gel chemical additive is configured and positioned for slow release by diffusion into the fluid material. 17. A method for releasing a gel chemical additive at a sustained rate into a fluid material, the method comprising placing the container of claim 7 in contact with a fluid material selected from the group consisting of a liquid lubricant composition and a hydraulic fluid composition, wherein the gel chemical additive is configured and positioned for slow release by diffusion into the fluid material. 18. A method for releasing a gel chemical additive at a sustained rate into a fluid material, the method comprising placing the container of claim 10 in contact with a fluid material selected from the group consisting of a liquid lubricant composition and a hydraulic fluid composition, wherein the gel chemical additive is configured and positioned for slow release by diffusion into the fluid material. 19. A method for releasing a chemical additive at a sustained rate into a fluid material selected from the group consisting of a liquid lubricant composition and a hydraulic fluid composition, the method comprising placing the container of claim 12 in contact with a fluid material selected from the group consisting of a liquid lubricant composition and a hydraulic fluid composition, wherein the gel chemical additive is configured and positioned for slow release by diffusion into the fluid material. 20. The container of claim 1, wherein the container is part of a lubricating oil filter having a housing and a filter medium for filtering lubricating oil passing through the filter medium, and wherein the gel chemical additive includes two or more lubricating oil additives. 21. The container of claim 20, wherein the gel chemical additive component is configured and positioned for slow release by diffusion into the lubricating oil. 22. The container of claim 21, wherein the filter medium is substantially annular, and wherein the container is substantially adjacent to the filter medium, the container including a first plurality of openings on a top wall of the container and a second plurality of openings on a side wall of the container, the openings being upstream of the filter medium, and wherein the lubricating oil additives include a detergent, a dispersant, and an antioxidant. 23. A fluid material-permeable assembly comprising: a fluid material-permeable membrane sized and adapted to be positioned in or near an opening in a casing defining a hollow interior containing a fluid material gel additive soluble in a fluid material selected from the group consisting of a liquid lubricant composition and a hydraulic fluid composition, the membrane adapted to be positioned so that substantially all of the additive leaving the hollow interior through the opening passes through the membrane; and at least one retention member sized and adapted to be positioned to be effective in retaining the membrane in a substantially fixed position relative to the casing. 24. The assembly of claim 23 wherein the membrane comprises at least one of a porous membrane element and a semi-permeable element.
