What is claimed is: 1. A lubricating oil filter comprising a housing, a filter medium for filtering lubricating oil passing through the filter medium and a chemical additive component in the form of a gel for slow release into the lubricating oil, the chemical additive component including two or more lubricating oil additives. 2. The lubricating oil filter of claim 1 which further comprises a container for holding the gel chemical additive component. 3. The lubricating oil filter of claim 2 wherein the gel chemical additive component is configured and positioned for slow release by diffusion into the lubricating oil. 4. The lubricating oil filter of claim 3, wherein the filter medium is substantially annular, and wherein the container is substantially adjacent to the filter medium, the container including a first plurality of openings on a top wall of the container and a second plurality of openings on a side wall of the container, and wherein the lubricating oil additives include a detergent, a dispersant, and an antioxidant. 5. The lubricating oil filter of claim 4, wherein the lubricating oil additives further include a corrosion inhibitor. 6. The lubricating oil filter of claim 3, wherein the lubricant additives are selected from the group consisting of viscosity index improvers, antioxidants, anti-wear agents, corrosion inhibitors, demulsifiers, lubricity agents, dispersants, detergents and mixtures thereof. 7. The lubricating oil filter of claim 6, wherein the lubricating oil additives include a detergent, a dispersant, and an antioxidant. 8. A lubricating oil filter comprising a housing having an inlet through which lubricating oil passes into the housing and an outlet through which lubricating oil passes out of the housing; a filter medium located in the housing for filtering lubricating oil passing through the filter medium; and a chemical additive component in the form of a gel located in the housing and including two or more lubricating oil additives, the chemical additive component being configured and positioned for release of the lubricating oil additives into the lubricating oil in the housing. 9. The lubricating oil filter of claim 8 which further comprises a container for holding the gel chemical additive component. 10. The lubricating oil filter of claim 9 wherein the gel chemical additive component is configured and positioned for slow release by diffusion into the lubricating oil. 11. The lubricating oil filter of claim 10, wherein the container includes nylon. 12. The lubricating oil filter of claim 10, wherein the filter medium is substantially annular, and wherein the container is substantially adjacent to the filter medium. 13. The lubricating oil filter of claim 12, wherein the container is radially adjacent to the filter medium. 14. The lubricating oil filter of claim 13, wherein the container is a center tube positioned within the filter medium. 15. The lubricating oil filter of claim 9, wherein the filter medium is substantially annular, and wherein the container is substantially adjacent to the filter medium, the container including a first plurality of openings on a top wall of the container and a second plurality of openings on a side wall of the container, the openings being upstream of the filter medium, and wherein the lubricating oil additives include a detergent, a dispersant, and an antioxidant. 16. The lubricating oil filter of claim 9, wherein the lubricant additives are selected from the group consisting of viscosity index improvers, antioxidants, anti-wear agents, corrosion inhibitors, demulsifiers, lubricity agents, dispersants, detergents and mixtures thereof. 17. The lubricating oil filter of claim 16, wherein the lubricating oil additives include a detergent, a dispersant, and an antioxidant. 18. The lubricating oil filter of claim 3 wherein the container comprises material selected from the group consisting of metals, polyvinyl chloride, polyethylene, polypropylene, nylon, polyethylene vinyl acetate, polypropylene vinyl acetate, sulfanones, and combinations thereof. 19. A lubricating oil filter comprising: a housing having an inlet through which lubricating oil passes into the housing and an outlet through which lubricating oil passes out of the housing; a substantially annular filter medium located in the housing for filtering lubricating oil passing through the filter medium, wherein an exterior of the filter medium is fluidly connected to the inlet and an interior of the filter medium is fluidly connected to the outlet; a chemical additive component in the form of a gel located in the housing and including two or more lubricating oil additives, the chemical additive component being configured and positioned for release of the lubricating oil additives into the lubricating oil in the housing; an oil-impermeable container having a planar wall and a curved side wall, the walls defining a substantially hollow interior and at least one opening, the gel chemical additive component being provided in the interior of the container, and wherein the container is positioned within the housing and substantially adjacent to the filter medium and is configured so that the at least one opening is upstream of the filter medium. 20. The lubricating oil filter of claim 19, wherein the container comprises material selected from the group consisting of metals, polyvinyl chloride, polyethylene, polypropylene, nylon, polyethylene vinyl acetate, polypropylene vinyl acetate, sulfanones, and combinations thereof. 21. The lubricating oil filter of claim 19, wherein the at least one opening is a plurality of openings that are upstream of the filter medium, and wherein the lubricating oil additives include a detergent, a dispersant, and an antioxidant. 22. The lubricating oil filter of claim 21, wherein the container includes nylon, and wherein the chemical additive component includes an overbased metal salt. 23. The lubricating oil filter of claim 19, wherein the lubricant additives are selected from the group consisting of viscosity index improvers, antioxidants, anti-wear agents, corrosion inhibitors, demulsifiers, lubricity agents, dispersants, detergents and mixtures thereof. 24. The lubricating oil filter of claim 23, wherein the lubricating oil additives include a detergent, a dispersant, and an antioxidant. 25. The lubricating oil filter of claim 20, wherein the container includes nylon, and wherein the chemical additive component includes an over based additive that includes calcium. 26. A lubricating oil filter assembly comprising a substantially annular filter medium and a container substantially adjacent to the filter medium, the container having a curved side wall and a planar top wall, wherein at least one of the side wall and the top wall includes an opening therein, the walls of the container defining an at least partially hollow interior with two or more lubricating oil additives in the form of a gel positioned within the interior. 27. The lubricating oil filter of claim 26, wherein the gel is configured and positioned for slow release by diffusion into the lubricating oil. 28. The lubricating oil filter of claim 26, wherein the opening is a plurality of openings, the container including a first plurality of openings on the planar top wall of the container and a second plurality of openings on the side wall of the container. 29. The lubricating oil filter of claim 26, wherein the lubricating oil additives include a detergent, a dispersant, and an antioxidant. 30. The lubricating oil filter of claim 29, wherein the container is made of a material selected from the group consisting of metals, polyvinyl chloride, polyethylene, polypropylene, nylon, polyethylene vinyl acetate, polypropylene vinyl acetate, sulfanones, and combinations thereof. 31. The lubricating oil filter of claim 30, wherein the material of the container includes nylon. 32. The lubricating oil filter of claim 26, wherein the opening is a first plurality of openings on a top wall of the container and a second plurality of openings on a side wall of the container, the openings being upstream of the filter medium, and wherein the lubricating oil additives include a detergent, a dispersant, and an antioxidant. 33. The lubricating oil filter of claim 32, wherein the lubricating oil additives further include a corrosion inhibitor. 34. The lubricating oil filter of claim 26, wherein the lubricating oil additives include an overbased metal salt. 35. The lubricating oil filter of claim 26, wherein the chemical additive is selected from the group consisting of viscosity index improvers, antioxidants, anti-wear agents, corrosion inhibitors, demulsifiers, lubricity agents, dispersants, detergents and mixtures thereof. 36. The lubricating oil filter of claim 35, wherein the container is made of a material selected from the group consisting of metals, polyvinyl chloride, polyethylene, polypropylene, nylon, polyethylene vinyl acetate, polypropylene vinyl acetate, sulfanones, and combinations thereof. 37. A hydrocarbon based lubricant filter assembly, comprising: a filter medium substantially adjacent to a gel positioned in an interior of a lubricant impermeable casing having a plurality of openings, the gel including two or more hydrocarbon based lubricant additives, wherein the gel is configured and positioned in the casing for slow release by diffusion into the hydrocarbon based lubricant. 38. The lubricant filter of claim 37, further comprising a housing having an inlet and a centrally positioned outlet, the outlet being fluidly connected to an interior of the filter medium, the filter medium being substantially annular, and wherein the casing includes a plurality of openings that are upstream of the filter medium. 39. The lubricant filter of claim 37, wherein the casing includes a first plurality of openings on a top wall of the casing and a second plurality of openings on a side wall of the casing. 40. The lubricant filter of claim 39, wherein the lubricant additives include a corrosion inhibitor that comprises an over based additive that includes calcium. 41. The lubricant filter of claim 37, wherein the lubricant additives are selected from the group consisting of viscosity index improvers, antioxidants, anti-wear agents, corrosion inhibitors, demulsifiers, lubricity agents, dispersants, detergents and mixtures thereof. 42. The lubricant filter of claim 41, wherein the lubricant additives include a detergent, a dispersant and an antioxidant. 43. The lubricant filter of claim 42, wherein the casing includes nylon. 44. The lubricant filter of claim 43, wherein the filter medium is substantially annular, and wherein the casing is substantially adjacent to the filter medium. 45. The lubricant filter of claim 37, wherein the filter medium is substantially annular, and wherein the casing is substantially adjacent to the filter medium, the casing including a first plurality of openings on a top wall of the casing and a second plurality of openings on a side wall of the casing, and wherein the lubricant additives include a detergent, a dispersant, and an antioxidant. 46. The lubricant filter of claim 45, wherein the casing includes nylon and wherein the lubricant additives further include a corrosion inhibitor. 47. The lubricant filter of claim 46, further comprising a housing having an inlet and a centrally positioned outlet, the outlet being fluidly connected to an interior of the filter medium, and wherein the openings in the casing are upstream of the filter medium.
