A process for improving the maneuverability of an aircraft during an approach phase and then a flare-out phase, the aircraft being equipped with air brakes, said process comprising in case of a required steep flight path angle of the approach phase the steps of: deploying and substantially keeping the air brakes in a first deployed position during the approach phase to obtain an angle of incidence of the aircraft during the approach phase of the aircraft, and as a function of a representative parameter of a given altitude, automatically actuating a progressive transition of the air brakes so that the air brakes retract, for the beginning of the flare-out phase of the aircraft following the steep angle approach, to a second more retracted position than the first position to substantially maintain the same angle of incidence of the aircraft during the flare-out phase of the aircraft. 2. A process for improving the maneuverability of an aircraft during an approach phase and then a flare-out phase, the aircraft being equipped with air brakes, wherein said process includes in case of a required steep flight path angle of the approach phase the following steps: providing means for actuating the air brakes and control devices capable of controlling said means for actuating the air brakes, deploying and substantially keeping the air brakes in a first deployed position during the approach phase to obtain an angle of incidence of the aircraft during the approach phase of the aircraft, and as a function of a representative parameter of a given altitude, for the beginning of the flare-out phase of the aircraft following the steep angle approach, actuating automatically a progressive transition of the air brakes to a second more retracted position than the first position to substantially maintain the same angle of incidence of the aircraft during the flare-out phase of the aircraft. 3. A process according to claim 1 or claim 2, wherein an actuation of the air brakes to the more retracted position is realized so that the aircraft achieves a flare-out with piloting references exterior to the aircraft that are similar to those of an aircraft having a classical flare-out phase following a classical angle approach of about-3°. 4. A process according to claim 1or claim 2, in which the retraction of the air brakes is progressive. 5. A process according to claim 1 or claim 2, wherein retraction of the air brakes is made from a first completely deployed position to a second completely retracted position. 6. A process according to claim 1 or claim 2, wherein retraction of the air brakes is made from a first at least partially deployed position to a second, at least partially retracted position. 7. A process according to claim 1 or claim 2, in which the aircraft is equipped with trailing edge flaps, the process including also the step in which the trailing edge flaps are put into a first deployed position during the approach phase and, as a function of a representative parameter of a given altitude and in case of a steep angle approach, their transition to a second more deployed position than the first position is actuated. 8. A process according to claim 7 in which the control of the trailing edge flaps is automatic. 9. A process according to claim 7, in which the deployment of the trailing edge flaps is progressive. 10. A process according to claim 1 in which the aircraft is equipped with trailing edge flaps, the process including also the step in which the trailing edge flaps are put into a first deployed position during the approach phase and, as a function of a representative parameter of a given altitude and in case of a steep angle approach, their transition to a second more deployed position that the first position is actuated, and the control of the air brakes and the control of the trailing edge flaps being conjugated. 11. A process according to claim 1, wherein said actuating of the air brakes to the more retracted second position is not accompanied by a modification of aircraft configuration in order to compensate for the actuating of the air brakes. 12. A process according to claim 11, wherein said actuating of the air brakes to the more retracted second position is not accompanied by adjusting thrust for the aircraft in order to compensate for the actuating of the air brakes. 13. A process according to claim 1, further comprising progressively retracting said air brakes from said second position to a further retracted third position during said flare-out phase. 14. A process according to claim 13, wherein said progressively retracting of said air breaks is not reversed during said flare-out phase. 15. A process according to claim 14, wherein said third position is fully retracted. 16. A process according to claim 1, wherein said process is free of any reversing of said actuating such that an angle of deployment of said air breaks is not increased after said step of deploying and until the landing gear of said aircraft is under load. 17. A process according to claim 1, wherein a variation of said angle of incidence between the approach phase and the flare out phase is less than 0.5°. 18. A process according to claim 17, wherein a said steep angle is below-4.5°. 19. A process according to claim 17, wherein said angle of incidence of the aircraft during the approach phase is approximately 9°. 20. A process according to claim 1, wherein said actuating so that the air breaks retract is commanded as a function of vertical descent speed of said aircraft. 21. A process according to claim 1, wherein said actuating so that the air breaks retract is commanded as a function of a flare-out altitude for said aircraft. 22. A process according to claim 21, wherein said actuating so that the air breaks retract is commanded at the beginning of the flare-out phase.
