The invention claimed is: 1. An apparatus for the removal of a contaminant from fluid, comprising: a) A reactor, comprising: i) A reactor container suitable for containing a quantity of the fluid; ii) An anode subsystem mounted with the reactor container such that fluid in the reactor container will be in contact with at least a portion of the anode subsystem; iii) A cathode subsystem mounted with the reactor container such that fluid in the reactor container will be in contact with at least a portion of the cathode subsystem; and iv) A power supply subsystem in electrical communication with the anode subsystem and the cathode subsystem, and adapted to supply an electrical voltage between the anode subsystem and the cathode subsystem, wherein the power supply subsystem comprises: iv.a) An electrical detector, indicating current below a threshold, or voltage above a threshold; iv.b) A source of electrical energy supplying the electrical voltage at either of two opposing polarities; and iv.c) A control system, responsive to the electrical detector, causing selection of one of the two polarities of the source of electrical energy; and b) A flock removal system, having an inlet port in fluid communication with the reactor, adapted to substantially remove flock formed from electrochemical combination of contaminant with material from the anode subsystem, and haying an outlet port. 2. The apparatus of claim 1, wherein the control system provides that electrical voltage is supplied at a first polarity for a first time, then supplied at a second polarity, opposite the first polarity, for a second time. 3. The apparatus of claim 2, wherein the first time ends when a voltage above the threshold is detected by the electrical detector. 4. The apparatus of claim 2, wherein the first time ends when a current below the threshold is detected by the electrical detector. 5. The apparatus of claim 1, wherein the power supply subsystem provides the electrical voltage at either of two opposing polarities between the anode subsystem and the cathode subsystem and further comprises means for reversing the polarity of the electrical voltage. 6. The apparatus of claim 1, wherein the flock removal system comprises a filter subsystem comprising at least one filter. 7. The apparatus of claim 1, wherein the flock removal system comprises at least one holding tank. 8. The apparatus of claim 1, wherein the flock removal system further comprises a gentle pump whose inlet is in fluid communication with the reactor. 9. The apparatus of claim 1, wherein the anode subsystem comprises an electrode made of iron, aluminum, carbon, or alloys thereof. 10. The apparatus of claim 1, wherein the cathode subsystem comprises an electrode made of iron, aluminum, carbon, or alloys thereof. 11. The apparatus of claim 1, wherein the fluid comprises water, and the reactor container is suitable for containing a quantity of water. 12. The apparatus of claim 1, wherein the reactor comprises an open system. 13. The apparatus of claim 1, wherein the reactor comprises a closed system. 14. The apparatus of claim 1, wherein the reactor comprises a batch reactor. 15. The apparatus of claim 1, wherein the reactor comprises a continuous reactor. 16. An apparatus for the removal of a contaminant from fluid, comprising: a) A reactor, comprising: a.i) A reactor container suitable for containing a quantity of the fluid; a.ii) An anode subsystem mounted with the reactor container such that fluid in the reactor container will be in contact with at least a portion of the anode subsystem; a.iii) A cathode subsystem mounted with the reactor container such that fluid in the reactor container will be in contact with at least a portion of the cathode subsystem; and a.iv) A power supply subsystem in electrical communication with the anode subsystem and the cathode subsystem, and adapted to supply an electrical voltage between the anode subsystem and the cathode subsystem; and b) A flock removal system, having an inlet port in fluid communication with the reactor, adapted to substantially remove flock formed from electrochemical combination of contaminant with material from the anode subsystem, and having an outlet port, wherein the flock removal system further comprises: b.i) A filter subsystem; b.ii) A source of backwash fluid; b.iii) A distribution system, adapted to place the source of backwash fluid in fluid communication with the fluid outlet of a filter subsystem; and b.iv) A contaminant removal port, in fluid communication with the fluid inlet of the filter subsystem, adapted to allow fluid flow therethrough when the source of backwash fluid is flowing through the filter subsystem. 17. The apparatus of claim 16, wherein the filter subsystem comprises first and second filters, and further comprises a distribution system adapted to place one or both of the first and second filters in fluid communication with a source of backwash fluid. 18. An apparatus for the removal of a contaminant from fluid, comprising: a) A reactor, comprising: i) A reactor container suitable for containing a quantity of the fluid; ii) An anode subsystem mounted with the reactor container such that fluid in the reactor container will be in contact with at least a portion of the anode subsystem; iii) A cathode subsystem mounted with the reactor container such that fluid in the reactor container will be in contact with at least a portion of the cathode subsystem, wherein the cathode subsystem comprises an electrode comprising carbon or an alloy thereof; and iv) A power supply subsystem in electrical communication with the anode subsystem and the cathode subsystem, and adapted to supply an electrical voltage between the anode subsystem and the cathode subsystem; and b) A flock removal system, having an inlet port in fluid communication with the reactor, adapted to substantially remove flock formed from electrochemical combination of contaminant with material from the anode subsystem, and having an outlet port. 19. The apparatus of claim 18, wherein the power supply subsystem is adapted to provide an electrical voltage between the carbon electrode and the anode subsystem responsive to a determined pH of the fluid.
