The invention claimed is: 1. A process for the production of a hydrogen-rich effluent from a hydrocarbon feedstock, an alcohol, or an oil made from biomass, said process comprising reacting said feedstock, alcohol, or oil in a partial oxidation reactor, said reactor comprising an elongated jacket, a first internal chamber (5), a second chamber (7), means (8) for linking said first chamber (5) to a second chamber (7), means (12) for supplying a preheated gas, means (9) for supplying a hydrocarbon feedstock, an alcohol, or an oil made from biomass, and means (11) for evacuation of a hydrogen-rich effluent connected to said second chamber (7), said process comprising: supplying a preheated oxygen-containing gas and optionally water vapor to said first chamber via said means for supplying a preheated gas, supplying a hydrocarbon feedstock, an alcohol, or an oil made from biomass to said first chamber via said means for supplying a hydrocarbon feedstock, an alcohol, or an oil made from biomass, performing an essentially isothermal partial oxidation reaction in said first internal chamber, removing effluent from said first chamber and introducing said effluent from said first chamber into said second chamber via said means for linking said first chamber to said second chamber, wherein said second chamber has a volume suitable for carrying out a piston flow, said linking means comprises at least one orifice, and said first chamber and said second chamber indirectly exchange heat over at least a portion of their length with said means for supplying preheated gas, evacuating hydrogen-rich effluent from said second chamber via said means for evacuation of a hydrogen-rich effluent, wherein gas turbulizing means are provided within said first chamber (5) so as to provide a recycling rate within said first chamber of at least 25%, said means for supplying preheated gas comprises an annular chamber that is essentially coaxial with said jacket, and said second chamber is essentially coaxial with said jacket and comprises a first essentially adiabatic zone that is linked to said linking means, and a second zone that exchanges heat with said means for supplying preheated gas. 2. A process according to claim 1, wherein said first zone of said second chamber contains a vaporeforming catalyst. 3. A process according to claim 2, wherein said gas turbulizing means inside said first chamber is an internal gas recirculation ring, a baffle, or a separate injection device that is essentially in countercurrent to said feedstock, alcohol, or oil made from biomass, and in countercurrent to said oxygen-containing gas. 4. A process according to claim 1, wherein said second chamber is made of a ceramic-type material or a metallic material that is optionally coated on the side of the hot fluid by a porous or non-porous ceramic material. 5. A process according to claim 1, wherein said gas turbulizing means inside said first chamber is an internal gas recirculation ring, a baffle, or a separate injection device that is essentially in countercurrent to said feedstock, alcohol, or oil made from biomass, and in countercurrent to said oxygen-containing gas. 6. A process according to claim 5, wherein said first chamber and said second chamber are essentially coaxial with said jacket, and said means for supplying preheated gas comprises an annular chamber which surrounds said first chamber and said second chamber. 7. A process according to claim 1, wherein said first chamber and said second chamber are essentially coaxial with said jacket, and said means for supplying preheated gas comprises an annular chamber surrounds first chamber and said second chamber. 8. A process according to claim 1, wherein the oxygen mass ratio of the oxygen in said oxygen-containing gas relative to the stoichiometric oxygen is between 0.1 and 0.6. 9. A process according to claim 1, in which said oxygen-containing gas is preheated to a temperature of between 800° C. and 1400° C. by indirect heat exchange with the effluent that circulates in the second chamber. 10. A process according to claim 1, in which the temperature of the first chamber and optionally the temperature of the first zone of the second chamber are between 1100° C. and 1800° C. 11. A process according to claim 10, wherein said temperature of the first chamber and optionally said temperature of the first zone of the second chamber are between 1400 and 1650° C. 12. A process according to claim 1, in which the H2O/C molar ratio in which C designates the amount of carbon contained in the hydrocarbon feedstock, alcohol, or oil made from biomass is between 0 and 2. 13. A process according to claim 12, wherein said H2O/C molar ratio is between 0.2 and 0.8. 14. A process according to claim 1, in which cold ignition is carried out by injecting a gaseous hydrocarbon into the oxygen-containing gas supply and igniting the mixture that is obtained upstream from the first chamber. 15. A process according to claim 1, wherein the dwell times in the first chamber and in the second chamber are between 50 ms and 1 second. 16. A process according to claim 1, wherein said recycling rate is greater than 50%. 17. A process according to claim 1, wherein said first chamber has a hollow internal volume in which said gas turbulizing means is positioned, and said first chamber is thermally insulated by a thickness of heat-insulation (6) positioned along the inside walls of said first chamber, and said second chamber (7) comprises a first essentially adiabatic zone that is linked to said linking means (8) and a second zone that exchanges heat with said means for supplying preheated gas. 18. A process according to claim 17, wherein said first zone of second chamber (7) contains a vaporeforming catalyst. 19. A process according to claim 1, wherein said first chamber has a hollow internal volume in which said gas turbulizing means is positioned, and said first chamber is thermally insulated by a thickness of heat-insulation positioned along the inside walls of said first chamber, and said second chamber containing a third internal chamber (110) which forms an essentially annular reaction zone constituted by the space defined by the inside wall of said second chamber and the outside wall of said third chamber, and said third chamber (110) being linked to said annular chamber of said means for supplying a preheated gas, and said third chamber (110) comprising a hollow cylinder (108) that is attached to wall (118) of said third chamber, said hollow cylinder defining a first volume (107) linked directly to input pipe (112) for delivering gas to be preheated, whereby gas to be preheated flows from said input pipe, through said hollow cylinder, through said third chamber, and into said annular chamber of said means for supplying a preheated gas. 20. A process according to claim 19, wherein said annular reaction zone of said second chamber contains a vaporeforming catalyst. 21. A process for the production of a hydrogen-rich effluent from a hydrocarbon feedstock, an alcohol, or an oil made from biomass, said process comprising reacting said feedstock, alcohol, or oil in a partial oxidation reactor, said reactor comprising: a first elongated chamber along an axis of any orientation comprising a first input for delivering a hydrocarbon feedstock, an alcohol, or an oil made from biomass, and a second input for delivering oxygen containing gas, a second chamber positioned within said first chamber, wherein said first chamber and said second chamber form a passage, which passage is connected to said second input for delivering oxygen containing gas, said second chamber having an input for introducing a mixture of said hydrocarbon feedstock and said oxygen containing gas, and an output for discharging partial oxidation reaction effluent, said input of said second chamber being in fluid communication with said passage and said first input, said second chamber further comprising a first reaction chamber, a second reaction chamber, and a porous structure connecting said first reaction chamber and said second reaction chamber, said first reaction chamber having a hollow internal volume and a gas turbulizing apparatus comprising baffles within said hollow volume so as to provide a recycling rate within said first chamber of at least 25%, said first reaction chamber being in fluid communication with said input of said second chamber, and said second reaction chamber being positioned downstream from said first reaction chamber and separated from said first reaction chamber by said porous structure, said second reaction chamber being in fluid communication with said output of said second chamber, and wherein said passage comprises an annular chamber, formed between said first chamber and said second reaction chamber, and said annular chamber is essentially coaxial with said first chamber; said process comprising: supplying a hydrocarbon feedstock, an alcohol, or an oil made from biomass to said first reaction chamber via said first input for delivering a hydrocarbon feedstock, an alcohol, or an oil made from biomass, supplying a preheated gas containing oxygen and optionally water vapor to said first reaction chamber via said passage and second input for delivering oxygen containing gas, performing an essentially isothermal partial oxidation reaction in said first reaction chamber, removing effluent from said first reaction chamber and introducing said effluent from said first reaction chamber into said second chamber via said input for introducing a mixture of said hydrocarbon feedstock and said oxygen containing gas, and evacuating hydrogen-rich effluent from said second chamber via said output for discharging partial oxidation reaction effluent. 22. A process according to claim 21, wherein said second reaction chamber comprises a first essentially adiabatic zone and a second zone that is in indirect heat exchange with said passage, wherein said first zone of said second reaction chamber contains a vapor-reforming catalyst.
