A cleaning article having a brush portion, comprising: a fusible base sheet having a strip-forming region where a plurality of cuts form a plurality of strips, each strip having at least two cut edges extending inwardly from an outermost free edge of the strip; wherein said cut edges of each strip are on respective opposite sides of each of the strips; and a fiber bundle layer including fusible fibers, said fiber bundle layer being located on and fusion-bonded to said base sheet to provide a joining portion extending across fibers of said fiber bundle layer in a region other than said strip-forming region, said strips being combined with the fibers of said fiber bundle layer to provide the brush portion, and wherein said fusible fibers are exposed so that a portion of a length of said fibers contacts a surface to be cleaned; and a fusible holding sheet laid on and fusion-bonded to said base sheet to provide two holding spaces; and a holder provided to be inserted into said two holding spaces. 2. A cleaning article according to claim 1, wherein said base sheet is a nonwoven fabric of fusible fibers. 3. A cleaning article according to claim 1, wherein said fiber bundle layer is a bundle of filaments opened from a tow. 4. A cleaning article according to claim 1, wherein fibers forming said fiber bundle layer are crimped. 5. A cleaning article according to claim 1, wherein said fiber bundle layer is laminated. 6. A cleaning article according to claim 1, wherein the fusible fibers of said fiber bundle layer are fibrillated. 7. A cleaning article according to claim 1, wherein the fusible fibers of said fiber bundle layer have different fineness. 8. A cleaning article according to claim 1, wherein the fusible fibers have a fineness of 1 to 50 dtex. 9. A cleaning article according to claim 1, wherein the fusible fibers have a fineness of 2 to 10 dtex. 10. A cleaning article according to claim 1, wherein a dust absorbing agent is applied to at least either one of said strips or said fiber bundle layer. 11. A cleaning article according to claim 1, wherein the fusible fibers trap dust in the length of said fusible fibers from the surface to be cleaned. 12. A cleaning article according to claim 1, wherein the fusible fibers are thermoplastic. 13. A cleaning article having a brush portion, comprising: a fusible base sheet having a strip-forming region where a plurality of cuts form a plurality of strips, each strip having at least two cut lines extending inwardly from an outermost free edge of the strip; wherein said cut lines of each strip are on respective opposite sides of each of the strips; and a fiber bundle layer including fusible fibers, said fiber bundle layer being located on and fusion-bonded to said base sheet to provide a joining portion extending across the fusible fibers of said fiber bundle layer in a region other than said strip-forming region, said strips being combined with the fusible fibers of said fiber bundle layer to provide the brush portion, wherein said base sheet can move with the fusible fibers of said fiber bundle layer, and wherein said fusible fibers are exposed so that a portion of a length of said fibers contacts a surface to be cleaned; and a fusible holding sheet laid on and fusion-bonded to said base sheet to provide two holding spaces; and a holder provided to be inserted into said two holding spaces. 14. A cleaning article according to claim 13, wherein said base sheet is a nonwoven fabric of fusible fibers. 15. A cleaning article according to claim 13, wherein said fiber bundle layer is a bundle of filaments opened from a tow. 16. A cleaning article according to claim 13, wherein the fusible fibers forming said fiber bundle layer are crimped. 17. A cleaning article according to claim 13, wherein said fiber bundle layer is laminated. 18. A cleaning article according to claim 13, wherein the fusible fibers of said fiber bundle layer are fibrillated. 19. A cleaning article according to claim 13, wherein the fusible fibers of said fiber bundle layer have different fineness. 20. A cleaning article according to claim 13, wherein the fusible fibers have a fineness of 1 to 50 dtex. 21. A cleaning article according to claim 13, wherein the fusible fibers have a fineness of 2 to 10 dtex. 22. A cleaning article according to claim 13, wherein a dust-absorbing agent is applied to at least either one of said strips or said fiber bundle layer. 23. A cleaning article according to claim 13, wherein the fusible fibers trap dust in the length of the fusible fibers from the surface to be cleaned. 24. A cleaning article according to claim 13, wherein the fusible fibers are thermoplastic. 25. A cleaning article capable of cleaning at least a surface, said article comprising: a fusible base sheet comprising first and second faces and two peripheral edges, wherein said peripheral edges comprise a plurality of strips extending in a direction inwardly from said peripheral edges, and wherein a plurality of cuts extend inwardly to form the plurality of strips; and a fiber bundle comprising a plurality of fibers, said bundle being juxtaposed to the first face of said base sheet, and said bundle being bonded to the first face of said base sheet at at least one position inward from said peripheral edges, wherein the plurality of cuts extend in a direction that is parallel to a direction along which the lengths of the fibers extend, and wherein said plurality of fibers is substantially exposed circumferentially along lengths of the fibers, so that said plurality of fibers can directly contact said surface. 26. A cleaning article as defined in claim 25, wherein said second face comprises a holding space. 27. A cleaning article as defined in claim 26 wherein said holding space is formed with a holding sheet bonded to said second face. 28. A cleaning article capable of cleaning at least a surface, said article comprising: a fusible base sheet comprising first and second faces and two peripheral edges, wherein said peripheral edges comprise a plurality of strips extending in a direction inwardly from said peripheral edges, and wherein a plurality of cuts extend inwardly to form the plurality of strips; and a fiber bundle comprising a plurality of fibers, said bundle being juxtaposed to the first face of said base sheet, and said bundle being bonded to the first face of said base sheet at at least one position inward from said peripheral edges, said base sheet being adapted to displace from a planar position, wherein the plurality of cuts extend in a direction that is parallel to a direction along which the lengths of the fibers extend, and wherein said plurality of fibers is substantially exposed circumferentially along lengths of the fibers, so that said plurality of fibers can directly contact said surface. 29. A cleaning article as defined in claim 28, wherein said base sheet is adapted to form a holding space.
