What is claimed is: 1. A flexible pipe comprising an inner tubular layer, and an outer tubular barrier layer for containing fluid that is transported by the pipe, the barrier layer extending around the inner tubular layer in a coaxial relationship thereto, the inner layer conforming to a corresponding inner surface of the outer layer in an abutting relationship and having a thickness relative to a thickness of the outer layer that maintains a maximum allowable strain on the outer layer below a value that will cause damage to the outer layer when a cross-section of both the outer layer and the inner layer of the pipe collapses, into a buckled mode or post buckled mode or substantially flat form from an external hydrostatic load on the pipe, said cross-section taken along a plane that is perpendicular to the length of the pipe, wherein the inner layer exhibits sufficient elasticity to tend to recover from the collapse when the pipe is repressurized, wherein the pipe is configured for the transport of fluids underwater from a subsea location in an offshore oil or gas field. 2. The pipe of claim 1 wherein the inner layer reduces the bending of the outer layer to a value below the value that would cause damage to the outer layer when the pipe collapses. 3. The pipe of claim 1 wherein the outer radius of the inner layer forms a cushion that when the cross-section of the pipe buckles or collapses, limits the bending of the outer layer at an area where the maximum strain on the outer layer normally occurs, the bending being limited to an amount less than the bending that would cause strain on the barrier layer sufficient to damage it. 4. The pipe of claim 1 wherein the thickness of the inner layer is selected to limit the bending of the outer layer to within safe levels of strain. 5. The pipe of claim 1 wherein the collapse of the pipe places a strain on the inner layer which may damage the inner layer, while the strain on the outer layer is reduced to a value below the value that would cause damage to the outer layer. 6. The pipe of claim 1 further comprising a plurality of openings extending through the inner layer for permitting any fluids in the interface between the layers to pass to the interior of the inner layer. 7. The pipe of claim 6 wherein the openings extend radially through the wall of the inner layer and are axially spaced along the inner layer. 8. The pipe of claim 1 further comprising at least one protective layer extending over the outer layer. 9. The pipe of claim 8 wherein the protective layer extends in a coaxial relationship to the outer layer and conforms to the corresponding outer surface of the outer layer in an abutting relationship. 10. The pipe of claim 1 further comprising at least one reinforcement layer extending over the outer layer. 11. The pipe of claim 10 wherein the reinforcement layer extends in a coaxial relationship to the outer layer and conforms to the corresponding outer surface of the outer layer in an abutting relationship. 12. The pipe of claim 10 further comprising at least one protective layer extending over the reinforcement layer. 13. The pipe of claim 12 wherein the protective layer extends in a coaxial relationship to the reinforcement layer and conforms to the corresponding outer surface of the reinforcement layer in an abutting relationship. 14. The pipe of claim 1 further comprising at least one protective layer extending over the outer layer, at least one reinforcement layer extending over the protective layer, and at least one protective layer extending over the reinforcement layer. 15. The pipe of claim 14 wherein the protective layers and the reinforcement layer extend in a coaxial relationship to the outer layer and conform to the corresponding outer surface of the outer layer. 16. The pipe of claim 1 wherein said inner tubular layer is substantially separate from said outer layer. 17. The pipe of claim 1, wherein a thickness of the inner tubular layer relative to a thickness of the outer layer is selected so that when the cross-section of the pipe buckles or collapses, bending of the outer layer is limited to within safe limits of strain based on the relative dimensions of the inner and outer layers and the materials of the layers. 18. The pipe of claim 1 wherein the inner layer is arranged to form a cushion with round radii R when the pipe is collapsed due to high external pressure, the round radii R being selected to limit a maximum possible bending of the outer layer. 19. The pipe of claim 1 wherein the inner layer is arranged so that when the cross-section of the pipe buckles or collapses, a cushion is formed with round radii at two ends of a cross section of the pipe with opposing portions of the inner layer intermediate the two ends contacting each other when the pipe is collapsed due to high external pressure and gaps at each end within a respective cushion to increase a respective round radii of each cushion. 20. The pipe of claim 1, wherein the outer layer is not made of a composite material having reinforcing fibers embedded in a matrix. 21. The pipe of claim 1, wherein the outer layer consists essentially of a non-fibrous polymer. 22. The pipe of claim 1, wherein when the pipe collapses, a portion of the inner layer can collapse onto and contact a diametrically opposing portion of the inner layer. 23. The pipe of claim 22, wherein when the pipe collapses and said portion of the inner layer collapses onto and contacts said diametrically opposing portion of the inner layer, a flow path through the inner layer becomes substantially closed. 24. The pipe of claim 1, wherein the pipe can be wound on a storage reel in a collapsed, substantially flat form. 25. A method of manufacturing a flexible pipe comprising providing an inner tubular layer within an outer tubular barrier layer arranged to contain fluid that is transported by the pipe, the barrier layer extending around the inner layer in a coaxial relationship thereto, the inner layer conforming to a corresponding inner surface of the outer barrier layer in an abutting relationship and having a thickness relative to a thickness of the outer layer that maintains a maximum allowable strain on the outer layer below a value that will cause damage to the outer layer when a cross-section of both the outer layer and the inner layer of the pipe collapses, into a buckled mode or post buckled mode or substantially flat form from an external hydrostatic load on the pipe, said cross-section taken along a plane that is perpendicular to the length of the pipe, and wherein the inner layer exhibits sufficient elasticity to tend to recover from the collapse when the pipe is repressurized, wherein the pipe is configured for the transport of fluids underwater from a subsea location in an offshore oil or gas field. 26. A method of transporting a fluid through a flexible pipe, the pipe for the transport of fluids underwater from a subsea location in an offshore oil or gas field, the method comprising: placing the flexible pipe underwater in an offshore oil or gas field; transporting a fluid through the pipe while the pipe is underwater and subject to external hydrostatic pressure, wherein the pipe comprises an inner tubular layer, and an outer tubular barrier layer for containing the fluid that is transported by the pipe, the barrier layer extending around the inner tubular layer in a coaxial relationship thereto, the inner layer conforming to a corresponding inner surface of the outer layer in an abutting relationship and having a thickness relative to a thickness of the outer layer such that if the external hydrostatic pressure causes a cross-section of both the outer layer and the inner layer of the pipe to collapse in a direction perpendicular to the pipe length, the inner layer maintains a maximum allowable strain on the outer layer below a value that will cause damage to the outer layer when the pipe collapses. 27. The method of claim 26, wherein the inner layer exhibits sufficient elasticity to tend to recover from the collapse when the pipe is repressurized. 28. The method of claim 27, wherein the inner layer has a thickness relative to a thickness of the outer layer such that if the external hydrostatic pressure causes the pipe to collapse into a buckled mode or post buckled mode or substantially flat form, the inner layer maintains a maximum allowable strain on the outer layer below a value that will cause damage to the outer layer when the pipe collapses.
