A method for a transmitter having a radio protocol with an upper layer and a lower layer therein used for management of full header packet transmission when transmitting data packets to a receiver, the method comprising: if the upper layer receives from the lower layer, information of a successful transmission of a full header packet, the upper layer decides to stop sending any additional full header packet that contains the same full header as the previously successfully transmitted full header packet, wherein if the lower layer operates in acknowledged mode (AM), the lower layer receives status information that is sent from the receiver indicating whether at least one protocol data unit including the full header packet was successfully received or not, and wherein the upper layer receives information from the lower layer upon delivering a parameter indicating whether the lower layer needs to inform the upper layer about a successfully transmitted packet. 2. The method of claim 1, wherein the information from the lower layer relates to a transmission result of one or more packets. 3. The method of claim 1, wherein the information from the lower layer relates to a periodically or non-periodically repeated transmission result of the full header packet. 4. The method of claim 1, wherein a context identifier (CID) is also transmitted with the full header packet to allow each packet stream to be identified. 5. The method of claim 1, wherein the upper layer is part of a packet data convergence protocol (PDCP) entity, and the lower layer is part of a radio link control (RLC) entity. 6. The method of claim 1, wherein the transmitter is a network and the receiver is a terminal, or the transmitter is a terminal and the receiver is a network. 7. The method of claim 1, wherein the packets are part of a non-transmission control protocol (non-TCP) stream. 8. The method of claim 7, wherein the non-transmission control protocol (non-TCP) is a user datagram protocol/Internet Protocol (UDP/IP). 9. The method of claim 1, wherein the information of a successful transmission is provided by Radio Link Control acknowledgement signaling. 10. The method of claim 1, wherein the information of a successful transmission comprises an identifier used to indicate at least one packet that was successfully received by a lower layer of a receiving side. 11. The method of claim 10, wherein the identifier is a MUI, the at least one packet is a RLC SDU, and the lower layer is part of a Radio Link Control entity. 12. A transmitter having a radio protocol therein used for management of full header packet transmission when transmitting data packets to a receiver, the transmitter comprising: an upper layer and a lower layer within the radio protocol, wherein, if the upper layer receives from the lower layer, information of a successful transmission of a full header packet, the upper layer decides to stop sending any additional full header packet that contains the same full header as the previously successfully transmitted full header packet, wherein the transmission success discriminator receives status information from the receiver indicating whether protocol data units of a packet were successfully received or not, and wherein if the lower layer operates in acknowledged mode (AM), the lower layer receives status information that is sent from the receiver indicating whether at least one protocol data unit including the full header packet was successfully received or not. 13. The transmitter of claim 12, wherein the upper layer comprises: a header compressor that receives a packet stream and outputs full header packets and compressed header packets; a data transmitter that delivers to the lower layer, the full header packets and compressed header packets received from the header compressor; and a header compression controller that receives information from the lower layer for controlling the header compressor to output full header packets or compressed header packets to be delivered by the data transmitter. 14. The transmitter of claim 12, wherein the lower layer comprises a buffer and transmission unit that receives and stores the full header packets and compressed header packets delivered from the upper layer; a transmission success discriminator that provides to the upper layer, information of a successful transmission of at least a single packet of a packet stream; and a transmission controller that controls the buffer and transmission unit to transmit the full header packets and compressed header packets to the receiver. 15. The transmitter of claim 14, wherein the transmission success discriminator receives status information from the receiver indicating whether protocol data units of a packet were successfully received or not. 16. The transmitter of claim 12, wherein the information from the lower layer relates to a transmission result of one or more packets. 17. The transmitter of claim 12, wherein the information from the lower layer relates to a periodically or non-periodically repeated transmission result of a full header packet. 18. The transmitter of claim 12, wherein a context identifier (CID) is also transmitted with the full header packet to allow each packet stream to be identified. 19. The transmitter of claim 12, wherein the upper layer is part of a packet data convergence protocol (PDCP) entity, and the lower layer is part of a radio link control (RLC) entity. 20. The transmitter of claim 12, wherein the transmitter is a network and the receiver is a terminal, or the transmitter is a terminal and the receiver is a network. 21. The transmitter of claim 12, wherein the packets are part of a non-transmission control protocol (non-TCP) stream. 22. The transmitter of claim 21, wherein the non-transmission control protocol (non-TCP) is a user datagram protocol/Internet Protocol (UDP/IP). 23. The transmitter of claim 12, wherein the information of a successful transmission is provided by Radio Link Control acknowledgement signaling. 24. The transmitter of claim 12, wherein the information of a successful transmission comprises an identifier used to indicate at least one packet was successfully received by a lower layer of a receiving side. 25. The transmitter of claim 24, wherein the identifier is a MUI, the at least one packet is a RLC SDU, and the lower layer is part of a Radio Link Control entity.
