A wastewater treatment system comprising a biological reactor comprising: a) at least one module comprising: i) at least one fixed fixed-film media for supporting a biological growth within the at least one module, ii) a frame capable of supporting the at least one fixed fixed-film media, and iii) a partially enclosing foraminous vertical partition surrounding the frame; and b) at least one mixer capable of communicating a fluid to the at least one fixed fixed-film media of the at least one module so as to be capable of removing excess biological growth from the at least one fixed fixed-film media. 2. The wastewater treatment system according to claim 1 further including at least one controller. 3. The wastewater treatment system according to claim 2 wherein the at least one controller is capable of alternating an environment within the at least one module among any one of aerobic and anoxic; anoxic and anaerobic; aerobic and anaerobic; and aerobic, anoxic, and anaerobic. 4. The wastewater treatment system according to claim 2 wherein the at least one controller communicates with the at least one mixer. 5. The wastewater treatment system according to claim 2 wherein the at least one controller is mechanical. 6. The wastewater treatment system according to claim 5 wherein the at least one controller is operated manually. 7. The wastewater treatment system according to claim 2 wherein the at least one controller is capable of facilitating control of at least one biological-growth predator. 8. The wastewater treatment system according to claim 2 wherein the at least one controller is capable of controlling a dissolved oxygen concentration within the at least one module. 9. The wastewater treatment system according to claim 2 wherein the biological reactor further comprises an additional module and the at least one controller is capable of controlling a dissolved oxygen concentration within each module independently. 10. The wastewater treatment system according to claim 2 further including at least one sensor. 11. The wastewater treatment system according to claim 10 wherein the at least one sensor is capable of measuring biological activity. 12. The wastewater treatment system according to claim 1 wherein the at least one module further comprises a foraminous horizontal partition. 13. The wastewater treatment system according to claim 1 wherein the at least one module contains any one of a substantially completely vertically enclosing partition, a substantially completely horizontally enclosing partition, or any combination of any of the preceding. 14. The wastewater treatment system according to claim 10 wherein the at least one sensor is capable of measuring any one of: a) pH; b) dissolved oxygen (DO); c) at least one enzyme level; d) ammonia; e) nitrates; f) nitrites; or f) any combination of any of the preceding. 15. The wastewater treatment system according to claim 14 wherein the at least one sensor is capable of measuring any one of an adenosine triphosphate (ATP) level, an adenosine diphosphate (ADP) level, an oxidation-reduction potential (ORP) level, or any combination of any of the preceding. 16. The wastewater treatment system according to claim 10 wherein the at least one sensor is capable of indicating a presence of a biological-growth predator. 17. The wastewater treatment system according to claim 16 wherein the at least one sensor is a coupon. 18. The wastewater treatment system according to claim 16 wherein the biological-growth predator is a worm. 19. The wastewater treatment system according to claim 2 further including at least one clarifier upstream from the biological reactor. 20. The wastewater treatment system according to claim 1 further including at least one clarifier downstream from the biological reactor. 21. The wastewater treatment system according to claim 1 further including at least one headworks upstream from the biological reactor. 22. The wastewater treatment system according to claim 1 at least one disinfector downstream from the biological reactor. 23. The wastewater treatment system according to claim 1 further including at least one re-aerator downstream from the biological reactor. 24. The wastewater treatment system according to claim 1 wherein the biological reactor further comprise at least one additional module, the at least one additional module comprising: i) at least one fixed fixed-film media for supporting a biological growth fixed within the at least one module, ii) a frame capable of supporting the at least one fixed fixed-film media, and iii) a foraminous vertical partition surrounding the frame; and wherein that at least one mixer is also capable of communicating a fluid to the at least one fixed fixed-film media of the at least one additional module so as to be capable of removing excess biological growth from the at least one fixed fixed-film media. 25. The wastewater treatment system according to claim 24 wherein each of the modules is capable of being alternated among any one of aerobic and anoxic; anoxic and anaerobic; aerobic and anaerobic; and aerobic, anoxic, and anaerobic. 26. The wastewater treatment system according to claim 25 wherein the alternating among any one of aerobic and anoxic; anoxic and anaerobic; aerobic and anaerobic; and aerobic, anoxic, and anaerobic is capable of being independent for each of the modules. 27. The module according to claim 24 wherein the at least one mixer is spatially and vertically aligned with each module so as to be capable of upwardly communicating the fluid through and in fluid communication with the fixed fixed-film media of each module. 28. A wastewater treatment system comprising a biological reactor comprising: a) a plurality of modules, each module comprising: i) at least one fixed fixed-film media for supporting a biological growth within the at least one module, ii) a frame capable of supporting the at least one fixed fixed-film media, and iii) a partially enclosing foraminous vertical partition surrounding the frame; and b) at least one mixer capable of communicating a fluid to the at least one fixed fixed-film media of each module so as to be capable of removing excess biological growth from the at least one fixed fixed-film media. 29. A wastewater treatment system comprising a biological reactor comprising a plurality of modules, each module comprising: a) at least one fixed fixed-film media for supporting a biological growth within the at least one module; b) a frame capable of supporting the at least one fixed fixed-film media; c) a partially enclosing foraminous vertical partition surrounding the frame; and d) at least one mixer capable of communicating a fluid to the at least one fixed fixed-film media so as to be capable of removing excess biological growth from the at least one fixed fixed-film media. 30. The module according to claim 29 wherein the at least one mixer of each module is spatially separated from and vertically aligned with the module so as to be capable of upwardly communicating the fluid through and in fluid communication with the fixed fixed-film media of the module. 31. A wastewater treatment system comprising a biological reactor comprising at least one module comprising: a) at least one fabric fixed-film media for supporting a biological growth within the at least one module; b) a frame capable of supporting the at least one fabric fixed-film media; c) a foraminous vertical partition surrounding the frame; and d) at least one mixer below the at least one module so as to be capable of periodically upwardly communicating a fluid through and in fluid communication with the at least one fabric fixed-film media of the at least one module so as to be capable of removing excess biological growth from the at least one fixed fixed-film media. 32. A wastewater treatment system comprising a biological reactor comprising at least one module comprising: a) at least one webbed fabric fixed-film media for supporting a biological growth within the at least one module; b) a frame capable of supporting the at least one webbed fabric fixed-film media; c) a foraminous vertical partition surrounding the frame; and d) at least one mixer below the at least one module so as to be capable of periodically upwardly communicating a fluid through and in fluid communication with the at least one webbed fabric fixed-film media of the at least one module so as to be capable of removing excess biological growth from the at least one fixed fixed-film media.
