The cleaning tool sheet claim 1, wherein some of the plurality of spot-form joining parts are formed intermittently along another spot-form line positioned along an edge of another space for receiving a holding member. 3. The cleaning tool sheet according to claim 2, wherein joining positions of the plurality of spot-form joining parts are formed such that they do not overlap in the direction of flow of the fibers in the fiber bundles. 4. The cleaning tool sheet according to claim 1, wherein the base sheet and the fiber bundles are bound by any one of thermal fusion, ultrasonic fusion, gluing or sewing. 5. The cleaning tool sheet according to claim 1, wherein the length of the spot-form joining parts is between about ½ mm and about 5 mm and wherein the distance between consecutive spot-form joining parts is between about 5 mm and about 50 mm. 6. The cleaning tool sheet of claim 1, wherein the holding sheet comprises two non-woven sheets bonded together. 7. The cleaning tool sheet of claim 6, wherein the holding sheet comprises two bag form holding parts. 8. The cleaning tool sheet of claim 1, wherein the holding sheet comprises a single non-woven sheet folded in two and sealed to the base sheet. 9. The cleaning tool sheet of claim 8, wherein the holding sheet further comprises a colored part indicating a location for insertion of an insertion part of a cleaning tool. 10. The cleaning tool sheet of claim 8, wherein the holding sheet further comprises a pattern of surface irregularities indicating a location of insertion of an insertion part of a cleaning tool. 11. The cleaning tool sheet of claim 1, wherein the length of the spot-form joining parts is between about 2 mm and about 15 mm and wherein the distance between consecutive spot-form joining parts is between about 10 mm and about 30 mm. 12. A cleaning tool sheet comprising: at least one non-woven sheet having a plurality of cuts; and at least one fiber bundle connected to the non-woven sheet by a central joining part and at a plurality of spot-form joining parts along a direction crossing the flow direction of the fibers so that a first portion of fibers in the fiber bundle is connected only along the central joining part and a second portion of fibers in the fiber bundle is connected by the spot-form joining parts and by the central joining part, wherein the spot-forming joining parts are located on a portion of the non-woven sheet that does not have the plurality of cuts, and wherein the first and second portions of the fiber bundle which extend from the central joining part and the spot-form joining parts are liberated from the base sheet, and the fiber bundle comprises movable fibers having respectively different lengths between distal ends and fixed ends formed respectively by the central joining part and the spot-form joining parts. 13. The cleaning tool sheet of claim 12, wherein the spot-form joining parts are randomly oriented on the non-woven sheet. 14. The cleaning tool sheet of claim 12, wherein the spot-form joining parts are oriented in lines. 15. The cleaning tool sheet of claim 12, further comprising a holding sheet, the holding sheet comprising two non-woven sheets bonded together to define a holding part therein, the holding sheet bonded to a side of a base sheet opposite the fiber bundle. 16. The cleaning tool sheet of claim 12, further comprising a holding sheet, the holding sheet comprising a single non-woven sheet folded in two and heat sealed to a side of the base sheet opposite the fiber bundle. 17. The cleaning tool sheet of claim 12, wherein the spot-form joining parts are oriented in a line that is positioned between the central joining part and the portion of the non-woven sheet having the plurality of cuts. 18. A method of forming a cleaning tool sheet comprising: joining a non-woven sheet to a fiber bundle at a central joining part and a plurality of spot-form joining parts along a direction crossing a flow direction of fibers of the fiber bundle so that a first portion of fibers in the fiber bundle is joined only by the central joining part and a second portion of fibers in the fiber bundle is joined by the spot-form joining parts and by the central joining part, wherein the first and second portions of the fiber bundle which extend from the central joining part and the spot-form joining parts are liberated from the base sheet, and the fiber bundle comprises movable fibers having respectively different lengths between distal ends and fixed ends formed by the central joining part and the spot-form joining parts; bonding a holding sheet to a side of the non-woven sheet opposite the fiber bundle to provide a space for receiving a holding member; and arranging the spot-form joining parts along a line that corresponds with an edge of the space. 19. The method of claim 18, further comprising forming the holding sheet by joining two non-woven sheets together. 20. The method of claim 18, further comprising forming the holding sheet by folding a single non-woven sheet in two. 21. A cleaning tool sheet and holding member comprising: a first fiber bundle being bonded to one side of a base sheet, the base sheet and the first fiber bundle being jointed at a central joining part and at spot-form joining parts formed intermittently along a spot-form line in a direction crossing a flow direction of fibers of the first fiber bundle to bond a first portion of fibers in the first fiber bundle only by the central joining part and to bond a second portion of fibers in the first fiber bundle with the spot-form joining parts and with the central joining part, wherein the first and second portions of the first fiber bundle which extend from the central joining part and the spot-form joining parts are liberated from the base sheet, and the first fiber bundle comprises movable fibers having respectively different lengths between distal ends and fixed ends formed respectively by the central joining part and the spot-form joining parts; a holding sheet bonded to the base sheet to provide a space for receiving the holding member; and a second fiber bundle joined to the first fiber bundle at the central joining part along a direction crossing a flow direction of the fibers, and wherein the central joining part and the spot-form line are positioned along respective edges of the space for receiving a holding member, and wherein the holding member has legs with protrusions for securing the cleaning tool sheet onto the holding member.
