In an exemplary embodiment the service negotiation system is implemented in a wireless spread spectrum communication system. The service configuration comprises data rates, frame formats and types of services. Types of service may include speech encoding, facsimile or digital data services. Further described herein is a digital transmitter and receiver using the service negotiation system to provide service configuration mutually acceptable at both ends of a communication link.

What is claimed is: 1. A mobile station apparatus in a wireless communication system for negotiating service configuration comprising: a service negotiator adapted for generating a request message indicative of a proposed service configuration and for determining if a response message from a base station is indicative of a mutually acceptable service configuration; a multiplexer, coupled to said service negotiator, adapted for combining said request message with other information to produce a combined signal; a transmitter, coupled to said multiplexer, adapted for transmitting said combined signal to a base station; a receiver adapted for receiving, at the mobile station, a signal comprising the response message, indicative of a response to said proposed service configuration, and combined with additional information; a de-multiplexer for separating said response message from the additional information; an encoder, communicatively coupled to said multiplexer and said transmitter, adapted for encoding future data messages according to a service configuration selected by said service negotiator, wherein the service configuration is selected according to the mutually acceptable service configuration; and a decoder adapted for decoding future data messages in accordance with said mutually acceptable service configuration. 2. The the mobile station apparatus of claim 1, wherein the service negotiator is further configured to use a plurality of states to negotiate for said mutually acceptable service configuration between the mobile station and the base station, wherein the plurality of states includes: a Normal Service Subfunction for receiving a proposed service configuration request message from a mobile station user or the base station; a Waiting for Service Request Message Subfunction for receiving a service request message from the base station; a Waiting for Service Action Time Subfunction for receiving an action time associated with a new service configuration; and a Waiting for Service Connect Message Subfunction for receiving a service connect message, wherein one of the plurality of states is active at any given time. 3. The the mobile station apparatus of claim 2, wherein the Normal Service Subfunction is further for generating a service response message that rejects the proposed service configuration request message. 4. The the mobile station apparatus of claim 2, wherein the Waiting for Service Response Message Subfunction is further configured to accept or reject a service request configuration or suggest an alternative service configuration. 5. The the mobile station apparatus of claim 2, wherein the Waiting for Service Action Time Subfunction is further for generating a service connect completion message. 6. The mobile station apparatus of claim 1, wherein the service negotiator and is further configured to use a plurality of states to negotiate for said mutually acceptable service configuration between the mobile station and the base station wherein the plurality of states includes: a Normal Service Subfunction for receiving a proposed service configuration originating from a mobile station user and for transmitting the proposed service configuration in a service request message to the base station; a Waiting for Service Request Message Subfunction for receiving a service request message from the base station; a Waiting for Service Response Message Subfunction for receiving a service response message from the base station if a proposed service configuration originates from the mobile station; a Waiting for Service Connect Message Subfunction for transmitting a service connect message if the proposed service configuration is acceptable. 7. The mobile station apparatus of claim 6, wherein the Waiting for Service Response Message Subfunction is further for entering the Normal Service Subfunction if the proposed service configuration is rejected. 8. The mobile station apparatus of claim 6, wherein the Waiting for Service Response Message Subfunction is further for entering the Waiting for Service Action Time Subfunction if the proposed service configuration is accepted by the base station. 9. The mobile station apparatus of claim 2, wherein the service negotiator is adapted for requesting service negotiations to be accomplished over a channel that is different from a paging or access channel. 10. A base station apparatus in a wireless communication system for negotiating service configuration comprising: a service negotiator adapted for generating a request message indicative of a proposed service configuration and for determining if a response message from a mobile station is indicative of a mutually acceptable service configuration; a multiplexer, coupled to said service negotiator, adapted for combining said request message with other information to produce a combined signal; a transmitter, coupled to said multiplexer, adapted for transmitting said combined signal to a mobile station; a receiver adapted for receiving, a signal comprising the response message, indicative of a response to said proposed service configuration, and combined with additional information; a de-multiplexer for separating said response message from the additional information; an encoder, communicatively coupled to said multiplexer and said transmitter, adapted for encoding future data messages according to a service configuration selected by said service negotiator, wherein the service configuration is selected according to the mutually acceptable service configuration; and a decoder adapted for decoding future data messages in accordance with said mutually acceptable service configuration. 11. The base station apparatus of claim 10, wherein the service negotiator is further configured to use a plurality of states to negotiate for said mutually acceptable service configuration between the base station and the mobile station, the plurality of states including: a Normal Service Subfunction for receiving a proposed service configuration request message from the mobile station; a Waiting for Service Response Message Subfunction for receiving a service response message from the mobile station; a Waiting for Service Request Message Subfunction for receiving a service request message from the mobile station; a Waiting for Service Action Time Subfunction for receiving an action time associated with a new service configuration; and a Waiting for Service Connect Message Subfunction for receiving a service connect message, wherein one of the plurality of states is active at any given time. 12. The base station apparatus of claim 11, wherein the Normal Service Subfunction is further for generating a Service Response Message that rejects the proposed service configuration request message. 13. The base station apparatus of claim 11, wherein the Waiting for Service Response Message Subfunction is further for generating a service request message proposing a different service configuration. 14. The base station apparatus of claim 11, wherein the Waiting for Service Request Message Subfunction is further for generating a service response message proposing a different service configuration. 15. The base station apparatus of claim 11, wherein the Waiting for Service Action Time Subfunction is further for generating a service connect completion message. 16. The base station apparatus of claim 10, wherein the service negotiator and is further configured to use a plurality of states to negotiate for said mutually acceptable service configuration between the base station and the mobile station, the plurality of states includes: a Normal Service Subfunction for processing a mobile station service request message and for transmitting a base station service request message to the mobile station; a Waiting for Service Request Message Subfunction for receiving a mobile station service request message; a Waiting for Service Response Message Subfunction for receiving a mobile station service response message; a Waiting for Service Connect Message Subfunction for receiving a service connect message if a proposed service configuration received from the mobile station is acceptable; and a Waiting for Service Action Time Subfunction for receiving an action time if the proposed service configuration is acceptable. 17. The base station apparatus of claim 16, wherein the Normal Service Subfunction is further for entering the Waiting for Service Request Message Subfunction if the service request message from the mobile station carries an unacceptable service configuration. 18. The base station apparatus of claim 17, wherein the Normal Service Subfunction is further for entering the Waiting for Service Connect Message Subfunction if the service request message from the mobile station carries an acceptable service configuration. 19. The base station apparatus of claim 16, wherein the Waiting for Service Request Message Subfunction is further for transmitting an alternate proposed service configuration in a service response message if the service request message from the mobile station carries an unacceptable service configuration. 20. The base station apparatus of claim 19, wherein the Waiting for Service Request Message Subfunction is for entering the Waiting for Service Connect Message Subfunction if the proposed service configuration in the service request message from the mobile station is acceptable. 21. The base station apparatus of claim 16, wherein the Waiting for Service Request Message Subfunction is further for entering the Normal Service Subfunction to terminate negotiations with the mobile station if the proposed service configuration in the service request message from the mobile station is unacceptable. 22. The base station apparatus of claim 16, wherein the Waiting for Service Response Message Subfunction is further for entering the Normal Service Subfunction to terminate negotiations with the mobile station if the proposed service configuration in the service response message from the mobile station is unacceptable. 23. The base station apparatus of claim 22, wherein the Waiting for Service Response Message Subfunction is further for transmitting a service request message rejecting the proposed service configuration and proposing a new service configuration to the mobile station. 24. The base station apparatus of claim 16, wherein the Waiting for Service Response Message Subfunction is further for entering the Waiting for Service Connect Message Subfunction if the proposed service configuration in the service response message from the mobile station is acceptable. 25. A method for negotiating service configuration in a wireless communication system, the method comprising: generating a request message indicative of a proposed service configuration; combining said request message with other information to produce a combined signal; transmitting said combined signal from a mobile station to a base station; receiving, at the mobile station, a signal comprising a response message indicative of a response to said proposed service configuration and combined with additional information; separating said response message from the additional information; determining whether said response message is indicative of a mutually acceptable service configuration; encoding future data messages in accordance with said mutually acceptable service configuration if the response message is indicative of a mutually acceptable service configuration; and decoding future data messages in accordance with said mutually acceptable service configuration. 26. A method for negotiating service configuration in a wireless communication system, the method comprising: generating a request message indicative of a proposed service configuration; combining said request message with other information to produce a combined signal; transmitting said combined signal from a base station to a mobile station; receiving, at the base station, a signal comprising a response message indicative of a response to said proposed service configuration and combined with additional information; separating said response message from the additional information; determining whether said response message is indicative of a mutually acceptable service configuration; encoding future data messages in accordance with said mutually acceptable service configuration if the response message is indicative of a mutually acceptable service configuration; and decoding future data messages in accordance with said mutually acceptable service configuration. 27. The method of claim 25 or 26, wherein the request message is for a change of service configuration without interrupting a currently selected service in progress. 28. The method of claim 25 or 26, wherein the combined signal is sent over a paging channel. 29. The method of claim 25 or 26, wherein the combined signal is sent over an access channel. 30. An apparatus for negotiating service configuration in a wireless communication system, comprising: means for generating a request message indicative of a proposed service configuration; means for combining said request message with other information to produce a combined signal; means for transmitting said combined signal from a mobile station to a base station; means for receiving, at the mobile station, a signal comprising a response message indicative of a response to said proposed service configuration and combined with additional information; means for separating said response message from the additional information; means for determining whether said response message is indicative of a mutually acceptable service configuration; means for encoding future data messages in accordance with said mutually acceptable service configuration if the response message is indicative of a mutually acceptable service configuration; and means for decoding future data messages in accordance with said mutually acceptable service configuration. 31. An apparatus for negotiating service configuration in a wireless communication system, comprising: means for generating a request message indicative of a proposed service configuration: means for combining said request message with other information to produce a combined signal; means for transmitting said combined signal from a base station to a mobile station; means for receiving, at the base station, a signal comprising a response message indicative of a response to said proposed service configuration and combined with additional information; means for separating said response message from the additional information; means for determining whether said response message is indicative of a mutually acceptable service configuration; means for encoding future data messages in accordance with said mutually acceptable service configuration if the response message is indicative of a mutually acceptable service configuration; and means for decoding future data messages in accordance with said mutually acceptable service configuration.
