In another form the method involves removal of electric charges or neutralization of charge on or within substrates. Also disclosed are methods of making using electret substrates and articles for removing particulates and mists from fluid streams.

What is claimed is: 1. An apparatus for making an electret, comprising: a. a gas applicator for applying a second, functional gas to a substrate to remove a first gas from the substrate; b. a liquid applicator operatively connected to the gas applicator for applying at least one, functional liquid
What is claimed is: 1. An apparatus for making an electret, comprising: a. a gas applicator for applying a second, functional gas to a substrate to remove a first gas from the substrate; b. a liquid applicator operatively connected to the gas applicator for applying at least one, functional liquid to the substrate; and c. a dryer operatively connected to the liquid applicator for removing the functional liquid from the substrate. 2. The apparatus for making an electret of claim 1, whereby removing the first gas involves the gas displacing substantially all of the first gas from the substrate. 3. The apparatus for making an electret of claim 1, whereby adding a functional liquid replaces substantially all of the functional gas from the substrate and creates a substantially continuous, covering layer of functional liquid on the substrate. 4. The apparatus for making an electret of claim 1, whereby removing the functional liquid breaks down the functional liquid into a distribution of drops and subsequently completely removes the drops. 5. The apparatus for making an electret of claim 1, wherein the substrate is an element selected from the group of elements consisting of a sheet, a piece part, an article, free fibers, free particles, and a web. 6. The apparatus for making an electret of claim 1, wherein the substrate is a polymer is selected from the group consisting of polyolefin, polyester, polycarbonate, polystyrene, polyphenylenesulfate, fluorine-based resin, parylene and mixtures thereof. 7. The apparatus for making an electret of claim 1, wherein the substrate is selected from the group consisting of porous and non-porous substrates. 8. The apparatus for making an electret of claim 1, wherein the first gas is air. 9. The apparatus for making an electret of claim 1, wherein the functional gas is steam. 10. The apparatus for making an electret of claim 1, wherein the functional liquid has a conductivity of equal to or greater than 500 pico-Siemens per meter. 11. The apparatus for making an electret of claim 1, wherein the functional liquid is degassed water. 12. The apparatus for making an electret of claim 1, wherein the gas applicator is a chamber having a gas inlet and a gas outlet. 13. The apparatus for making an electret of claim 1, wherein the liquid applicator is a chamber having a liquid inlet and a liquid outlet. 14. The apparatus for making an electret of claim 13, wherein the gas applicator is a chamber and combined with the liquid applicator chamber, gas being disposed above the liquid. 15. The apparatus for making an electret of claim 14, wherein the substrate is first disposed in the gas for a predetermined period of time, the substrate is then immersed into the liquid for a predetermined period of time, and the substrate is then moved from the chamber and placed into the dryer for a predetermined period of time. 16. The apparatus for making an electret of claim 14, further comprising a heat sink operatively connected to the chamber for cooling the chamber. 17. The apparatus for making an electret of claim 1, further comprising a heat source. 18. The apparatus for making an electret of claim 14, wherein the chamber is sealed. 19. The apparatus for making an electret of claim 15, further comprising at least one guide for guiding a web of substrate into the chamber, through the functional gas, through the functional liquid, and out of the chamber. 20. The apparatus for making an electret of claim 14, wherein the functional gas is supplied via a manifold disposed in the functional liquid. 21. The apparatus for making an electret of claim 14, further comprising a contacting condenser operatively connected to the chamber for cooling the substrate. 22. The apparatus for making an electret of claim 1, further comprising at least one mechanical device selected from the group consisting of a blower, a centrifuge, a vacuum, a gravity drain assembly, a vibrator, and a squeezing mechanism. 23. The apparatus for making an electret of claim 1, further comprising at least one mechanical device. 24. The apparatus for making an electret of claim 23 wherein the mechanical device is at least one selected from the group consisting of a blower, a centrifuge, a vacuum, a gravity drain assembly, a vibrator, and a squeezing mechanism. 25. The apparatus for making an electret of claim 1, wherein the dryer is at least one passive drying device selected from the group consisting of a freeze dryer and an evaporating assembly. 26. The apparatus for making an electret of claim 1, wherein the dryer comprises at least one mechanical device removing a portion of the functional liquid from the substrate, and at least one passive device operatively connected to the mechanical device for removing any remaining portion of the functional liquid from the substrate. 27. The apparatus for making an electret of claim 1, wherein the gas applicator is a contactor having a gas inlet and a gas outlet. 28. The apparatus for making an electret of claim 1, wherein the liquid applicator is a contactor having a liquid inlet and a liquid outlet. 29. The apparatus for making an electret of claim 1, wherein the gas applicator is a tubular contactor having a gas inlet and a gas outlet, and wherein the liquid applicator is a tubular contactor having a liquid inlet and a liquid outlet, and wherein the substrate is a web moving into contact with the gas applicator and then moving into contact with the liquid contactor. 30. The apparatus for making an electret of claim 29, wherein the gas and liquid outlets are provided by porous media. 31. The apparatus for making an electret of claim 29, further comprising a drip pan disposed below the liquid applicator roller for catching any liquid expelled from the web. 32. The apparatus for making an electret of claim 29, further comprising an electrostatic power source connected to at least one contactor for applying an electric charge. 33. The apparatus for making an electret of claim 1, wherein the gas applicator and liquid applicator are disposed in a unitary contactor having an exterior contact surface and at least two internal fluid flow chambers communicatively connected to predetermined regions on the contact surface, at least one chamber communicating functional gas and at least one chamber communicating functional liquid, whereby at least one predetermined region on the contact surface delivers functional gas to the substrate and at least one predetermined region on the contact surface delivers functional liquid to the substrate. 34. The apparatus for making an electret of claim 33, wherein at least one chamber communicates blowing gas, whereby at least one predetermined region on the contact surface delivers blowing gas to the substrate for drying. 35. The apparatus for making an electret of claim 33, wherein the contactor has a substantially tubular configuration with a curvilinear contact surface. 36. The apparatus for making an electret of claim 33, further comprising a partition disposed in the contactor to form the at least two fluid flow chambers. 37. The apparatus for making an electret of claim 33, wherein the liquid chamber and gas chamber are coextensive to provide a 2-phase functional gas and functional liquid mixture. 38. An apparatus for making an electret, comprising: a. a substrate input mechanism for providing a substrate selected from the group consisting of a sheet, a piece part, an article, free particles, free fibers, and webs; b. a gas applicator, operatively connected to the substrate input mechanism, for applying a functional gas to the substrate to remove air from the substrate; c. a liquid applicator operatively connected to the gas applicator for applying at least one, functional liquid to the substrate; and d. a dryer operatively connected to the liquid applicator for removing the functional liquid from the substrate, whereby removing air involves the functional gas replacing substantially all of the air from the substrate and creates a substantially continuous, covering layer of functional liquid on the substrate, and whereby removing the functional liquid breaks down the functional liquid into a distribution of drops on the substrate and subsequently completely removes the drops.
