What is claimed is: 1. A treatment device, comprising: a treatment element for treating exhaust gas comprising a substrate and a catalyst, wherein the catalyst comprises: (a) an NOx adsorber disposed on the substrate, wherein the NOx adsorber has a zirconium component in solid solution or as a complex oxide with at least one of an alkali element component and an alkaline earth metal component; and a precious metal component, and is capable of adsorbing NOx and converting NOx to NHx when contacted with H2, and (b) an NH3 adsorber is an overlayer disposed over the NOx adsorber and is a base adsorber which comprises a zirconium component in solid solution with a transition metal oxide component selected from the group consisting of vanadium oxide, niobium oxide, molybdenum oxide, tungsten oxide, rhenium oxide, nickel oxide, and mixtures thereof and, a precious metal component wherein the NH3 adsorber is capable of adsorbing NH3 and converting NH3 to N2; and a housing disposed around the substrate. 2. The treatment device of claim 1, wherein the precious metal component comprises about 90 mol. % to about 99 mo. % platinum and about 1 mol. % to about 10 mol. % rhodium, based on the total moles of the precious metal component. 3. The treatment device of claim 1, wherein the alkali element component and an alkaline earth metal component are each independently selected from the group consisting of barium, strontium, calcium, magnesium, cesium, rubidium, potassium, sodium, lithium, and mixtures thereof. 4. The treatment device of claim 1, wherein the precious metal component comprises about 10 mol. % to about 40 mol. % of platinum and about 60 mol. % to about 90 mol. % of ruthenium, based on the total moles of the precious metal component. 5. A treatment element for treating exhaust gas comprising a substrate and a catalyst, wherein the catalyst comprises: (a) an NOx adsorber disposed on the substrate, wherein the NOx adsorber has a zirconium component in solid solution or as a complex oxide with at least one of an alkali element component and an alkaline earth metal component; and a precious metal component; said NOx adsorber being capable of adsorbing NOx and converting NOx to NHx when contacted with H2, and (b) an NH3 adsorber is an overlayer disposed over the NOx adsorber, and is a base adsorber which comprises a zirconium component in solid solution with a transition metal oxide component selected from the group consisting of vanadium oxide, niobium oxide, molybdenum oxide, tungsten oxide, rhenium oxide, nickel oxide, and mixtures thereof and, a precious metal component wherein the NH3 adsorber is capable of adsorbing NH3 and converting NH3 to N2.
