The heated insulating glass panel is formed from two dielectric sheets that are separated by a spacer, which has a spacer layer at the spacer edge. An insulating dielectric panel, comprising: a pair of dielectric sheets; a spacer disposed between the pair of dielectric sheets, the spacer forming a space between the pair of dielectric sheets therein and having a spacer edge external to the internal space between the dielectric sheets; and a fitting comprised of a fitting base portion and a fitting tubular portion, the fitting base portion being disposed on the external spacer edge and the fitting tubular portion being disposed on the fitting base portion; the fitting tubular portion disposed externally away from the fitting base portion and capable of routing wires therethrough. 2. The insulating dielectric panel of claim 1, wherein the dielectric sheets comprise glass, ceramic, or glass-ceramic. 3. The insulating dielectric panel of claim 1, wherein the dielectric sheets are transparent. 4. The insulating dielectric panel of claim 1, wherein the fitting base portion and the fitting tubular portion are disposed in a perpendicular relationship. 5. The insulating dielectric panel of claim 1, wherein the fitting tubular portion has an axial bore therethrough and at least one radially oriented hole at the external spacer edge, the fitting tubular bore and the fitting radial hole form a pathway for routing the wires. 6. The insulating dielectric panel of claim 5, wherein the fitting base portion and the spacer each has a hole aligned with the fitting tubular axial bore, thus allowing the wires to be routed to the space between the dielectric sheets. 7. The insulating dielectric panel of claim 1, further comprising an elbow, the elbow comprising: an elbow body, the elbow body having an elbow body bore disposed therein; and an elbow tubular portion, the elbow tubular portion being disposed on the elbow body, the elbow tubular portion having an elbow tubular bore axially disposed therethrough, and the elbow tubular bore extending into the elbow body to a junction with the elbow body bore; wherein the fitting tubular portion has a fitting bore axially disposed therethrough, the exterior of the fitting tubular portion being capable of intimate contact with the elbow body bore, and the elbow body bore, the elbow tubular bore, and the fitting bore form a pathway for routing the wires. 8. The insulating dielectric panel of claim 7, wherein the elbow tubular portion comprises male threads disposed on an exterior surface thereof. 9. The insulating dielectric panel of claim 1, wherein the external spacer edge comprises a spacer layer disposed thereon, the spacer layer cooperates with attachment means to dispose the fitting base portion on the spacer. 10. The insulating dielectric panel of claim 9, wherein the spacer layer comprises a metal and the attachment means comprise at least one screw, at least one rivet, or an adhesive. 11. The insulating dielectric panel of claim 9, wherein the fitting tubular portion and the fitting base portion are capable of maintaining a position on the spacer layer when a pulling force of thirty-five pounds or less is communicated to the wires for 60 seconds or less, in any direction. 12. The insulating dielectric panel of claim 1, wherein the fitting is further comprised of cast metal, machined metal, or plastic. 13. The insulating dielectric panel of claim 1, wherein one of the two dielectric sheets has an electrically conductive doped metal oxide thin film coating disposed on a surface that is adjacent to a space between the sheets. 14. The insulating dielectric panel of claim 13, wherein the thin film coating is one micron or less in thickness. 15. The insulating dielectric panel of claim 13, wherein the thin film coating comprises a low emissivity coating. 16. The insulating dielectric panel of claim 1, wherein the fitting tubular portion comprises a slot. 17. The insulating dielectric panel of claim 1, wherein the fitting further comprising a male thread disposed on an exterior surface thereof. 18. The insulating dielectric panel of claim 1, wherein at least a partial recess is formed between the dielectric sheets at the external spacer edge. 19. The insulating dielectric panel of claim 18, wherein at least one wire is disposed in the recess by way of a sealant. 20. An insulating dielectric heater assembly comprising the insulating dielectric panel of claim 1, wherein the insulating dielectric heater assembly is utilized as an architectural panel assembly, as a commercial panel assembly, as an automotive panel assembly, or as an appliance panel assembly. 21. An insulating glass heater assembly, comprising: a first glass sheet and a second glass sheet, the first glass sheet having a major surface with a conductive thin film coating disposed thereon, and at least two bus bars disposed on the conductive thin film coating; a spacer disposed between the two glass sheets on a periphery thereof, the spacer forming a gap between the two glass sheets therein, the bus bars being adjacent the gap, the spacer having a spacer edge external to the gap, and at least a partial recess formed at the external spacer edge; and a fitting comprised of a fitting base portion and a fitting tubular portion, the fitting base portion being disposed on the external spacer edge and the fitting tubular portion disposed externally away from the fitting base portion and having an axial bore therethrough and a radial hole that connects to the axial bore; wherein wires are routed through the fitting and then at least one wire is routed into the gap and at least one wire is routed around the recess, and both wires being electrically connected to the bus bars.
