A carton blank, comprising: a top panel; a first side panel connected to said top panel at a first transverse fold line extending across a width of said blank; a second side panel connected to said top panel at a second transverse fold line on a side of said top panel opposite to said first side panel; at least one side end flap connected to said first side panel at least one longitudinal fold line extending along a length of said blank; at least one bottom flap foldably connected to at least one of said side panels; a dispenser flap in said top panel defined by a first plurality of tear lines, wherein the first plurality of tear lines comprises a first transverse tear line that is collinear with the first transverse fold line, a second transverse tear line that is collinear with the second transverse fold line, and at least one oblique tear line extending in the top panel; and a handle located adjacent to and spaced from said dispenser flap and having a length extending along said length of said blank, said handle being defined by at least one cut line extending substantially perpendicular to the first transverse fold line, and at least one handle fold line extending substantially perpendicular to the first transverse fold line. 2. The blank of claim 1, further comprising: a first top end flap foldably connected to said top panel; and a second top end flap foldably connected to said top panel. 3. The blank of claim 2, wherein said second top end flap is connected to said dispenser flap. 4. The blank of claim 3, further comprising a plurality of bottom end flaps, one each being foldably connected a corresponding side end flap. 5. The blank of claim 3, wherein the second top end flap is connected the dispenser flap at an end flap tear line. 6. The blank of claim 5, wherein the end flap tear line is collinear with the longitudinal fold line. 7. A carton constructed from said blank of claim 1 and a plurality of pouches contained within said carton. 8. The blank of claim 1, further comprising an opening tab in the top panel, wherein the at least one oblique tear line extends between the opening tab and one of the first and second transverse tear lines. 9. The blank of claim 1, wherein the at least one handle fold line comprises a first handle fold line and a second handle fold line, and the handle comprises a first handle flap connected to the top panel at the first handle fold line and a second handle flap connected to the top panel at the second handle fold line, wherein the at least one cut line is situated between the first handle flap and the second handle flap. 10. The carton blank of claim 1, wherein the first transverse tear line extends from an end of the first transverse fold line to the at least one longitudinal fold line. 11. A carton blank, comprising: a top panel; a first side panel connected to said top panel at a first transverse fold line extending across a width of said blank; a first side end flap connected to said first side panel at a first longitudinal fold line extending along a length of said blank; a second side end flap connected to said first side panel at a second longitudinal fold line; a second side panel connected to said top panel at a second transverse fold line on a side of said top panel opposite to said first side panel; a third side end flap connected to second side panel at a third longitudinal fold line; a fourth side end flap connected to said second side panel at a fourth longitudinal fold line; a first bottom flap foldably connected to said first side panel; a second bottom flap foldably connected to said second side panel; at least one dispenser flap in said top panel defined by a first plurality of tear lines, wherein the first plurality of tear lines comprises a first transverse tear line that is collinear with the first transverse fold line, a second transverse tear line that is collinear with the second transverse fold line, and at least one oblique tear line extending in the top panel; and a handle located spaced from said first dispenser flap and comprising at least two handle fold lines extending substantially perpendicular to the first transverse fold line. 12. The blank of claim 11, wherein said handle is defined by at least one cut line extending along said length of said blank. 13. A carton constructed from said blank of claim 11 and a plurality of pouches contained within said carton. 14. The blank of claim 11, further comprising a top end flap connected to said dispenser flap. 15. The blank of claim 14, further comprising a plurality of bottom end flaps, each of the bottom end flaps being respectively foldably connected to a corresponding side end flap. 16. The carton blank of claim 11, wherein the first transverse tear line extends from an end of the first transverse fold line to the first longitudinal fold line and the second transverse tear line extends from an end of the second transverse fold line to the third longitudinal fold line. 17. The carton blank of claim 16, wherein the distance between the first transverse tear line and the second transverse tear line is equal to the width of the top panel. 18. A carton for containing a plurality of pouches, the carton comprising: a top panel; a first side panel connected to the top panel at a first fold line; a second side panel connected to the top panel at a second fold line; at least one top end flap connected to the top panel at an end flap line; a bottom panel foldably connected to the first side panel; a dispenser flap in the top panel defined by a plurality of tear lines, wherein the plurality of tear lines comprises a first tear line that is collinear with the first fold line, a second tear line that is collinear with the second fold line, and at least one oblique tear line extending in the top panel; and a handle located adjacent to and spaced from the dispenser flap, the handle comprising a first handle flap connected to the top panel at a first handle fold line and a second handle flap connected to the top panel at a second handle fold line, wherein the first and second handle fold lines are substantially perpendicular to the first fold line. 19. The carton of claim 18, further comprising an opening tab in the top panel, wherein the at least one oblique tear line extends between the opening tab and one of the first and second tear lines. 20. The carton of claim 18, wherein the end flap line is a tear line. 21. The carton of claim 18, wherein the first handle flap abuts the second handle flap at a cut line.
