The invention claimed is: 1. A wall, ceiling or roof of a building comprising a film wherein the film is a monolithic membrane, is produced from a composition, and is permeable to vapor at 100% relative humidity; the composition comprises or is produced from one or more E/X/Y copolymers; one or more organic acids having fewer than 36 carbon atoms, or salts thereof; one or more alkali metal ions; and optionally one or more optional polymer; E is derived from ethylene, X is derived from at least one C3 to C8, ethylenically unsaturated carboxylic acid, and Y is derived from a softening comonomer; the organic acid is optionally substituted with from one to three substituents independently selected from the group consisting of C1-C8 alkyl group, OH group, and OR1 group; each R1 is independently C1-C8 alkyl group, C1-C6 alkoxyalkyl group, or COR2 group; and each R2 is independently H or C1-C8 alkyl group; at least 60% acidic groups of the organic acid and the carboxylic acid is neutralized by the alkali metal ion; the alkali metal ion is selected from the group consisting of sodium ion, potassium ion, cesium ion, and a mixture containing at least 50% sodium ions and the balance being other alkali metal ions; and the film has a ratio of wet cup permeance to dry cup permeance greater than 10 when measured according to ASTM E 96-00 at a temperature of 73° F. (23° C.); the wet cup permeance is determined at an average relative humidity of 75% and the dry cup permeance is determined at an average relative humidity of 25%. 2. The wall, ceiling, or roof of claim 1 wherein the film has a vapor permeability above 200 g-mil/m2-24 h at 100% relative humidity; X is acrylic acid or methacrylic acid and the ratio of wet cup permeance to dry cup permeance is greater than 20; and the organic acid is stearic acid, behenic acid, arachidic acid, substituted with one OH group or OR1 group, or combination of two or more thereof; R1 is C1-C8 alkyl group, C1-C6 alkoxyalkyl group, or COR2. 3. The wall, ceiling, or roof of claim 2 further comprising insulation batts or slabs. 4. The wall, ceiling, or roof of claim 1 further comprising a substrate having coated, laminated, or adhered, thereon the film wherein the film has a vapor permeability above 500 g-mil/m2-24 h at 100% relative humidity; the ratio of wet cup permeance to dry cup permeance of the film is greater than 75; and the organic acid is stearic acid, behenic acid, arachidic acid, substituted with one OH group or OR1 group, or combination of two or more thereof; R1 is C1-C8 alkyl group, C1-C6 alkoxyalkyl group, or COR2. 5. The wall, ceiling, or roof of claim 4 wherein the organic acid is stearic acid, behenic acid, arachidic acid, or combination of two or more thereof; and the substrate is cellulose material, fiber, perforated film, non-woven fabrics, woven fabrics, or combinations of two or more thereof. 6. The wall, ceiling, or roof of claim 5 wherein the substrate is paper, non-woven fabrics, or woven fabrics. 7. The wall, ceiling, or roof of claim 6 wherein the composition further comprises the optional polymer which includes ethylene-containing polymers, propylene-containing polymers, or combinations thereof. 8. The wall, ceiling, or roof of claim 4 further comprising glass fiber, insulation batt or slab, or foamed insulation panel. 9. The wall, ceiling, or roof of claim 4 wherein the film is a backing sheet for a building panel comprising particle board, chip board, oriented strand board, plywood paneling, gypsum board, fiber board, cement board, cementitious wood wool board, calcium silica board, or combinations of two or more thereof. 10. The wall, ceiling, or roof of claim 4 wherein the substrate is paper, glass fiber, insulation batt or slab, foamed insulation panel, particle board, chip board, oriented strand board, plywood paneling, standard or fiber reinforced gypsum board, fiber board, cement board, cementitious wood wool board, calcium silica board, or combination of two or more thereof. 11. The wall, ceiling, or roof of claim 4 wherein the composition further comprises the optional polymer which includes ethylene-containing polymers, propylene-containing polymers, or combinations thereof. 12. A method for constructing a new building or renovating an existing building comprising applying the wall, ceiling, or roof as recited in claim 1. 13. A wall, ceiling, or roof of a building wherein the wall, ceiling, or roof comprises a monolithic membrane produced from a composition; the composition comprises or is produced from an ethylene acid copolymer; an organic acid having fewer than 36 carbon atoms, or salts thereof; an alkali metal ion; and optionally a polymer other than the ethylene acid copolymer; the ethylene acid copolymer is ethylene (meth)acrylic acid copolymer; the organic acid is stearic acid, behenic acid, arachidic acid, each optionally substituted with OH group or OR1 group, or combination of two or more thereof; R1 is C1-C8 alkyl group, C1-C6 alkoxyalkyl group, or COR2 group; and R2 is H or C1-C8 alkyl group; at least 60% acidic groups of the organic acid and the carboxylic acid is neutralized by the alkali metal ion; the alkali metal ion is selected from the group consisting of sodium ion, potassium ion, cesium ion, and a mixture containing at least 50% sodium ions and the balance being other alkali metal ions; and the monolithic membrane has a ratio of wet cup permeance to dry cup permeance greater than 20 when measured according to ASTM E 96-00 at a temperature of 73° F. (23° C.); the wet cup permeance is determined at an average relative humidity of 75% and the dry cup permeance is determined at an average relative humidity of 25%. 14. The wall, ceiling, or roof of claims 13 further comprising a substrate having coated thereon or laminated therewith the monolithic membrane and the substrate is cellulose material, fiber, perforated film, non-woven fabric, woven fabric, or combinations of two or more thereof. 15. The wall, ceiling, or roof of claim 14 wherein the substrate is paper, particle board, chip board, oriented strand board, plywood paneling, standard or fiber reinforced gypsum board, fiber board, cement board, cementitious wood wool board, calcium silica board, glass fiber insulation batt or slab, foam insulation slab, or combination of two or more thereof. 16. The wall, ceiling, or roof of claim 15 wherein the substrate is paper, non-woven fabric, or woven fabric. 17. The wall, ceiling, or roof of claim 16 wherein the substrate is paper. 18. The wall, ceiling, or roof of claim 14 wherein the monolithic membrane is a backing sheet for a building panel comprising particle board, chip board, oriented strand board, plywood paneling, gypsum board, fiber board, cement board, cementitious wood wool board, calcium silica board, or combinations of two or more thereof. 19.
