A method for receiving an InitialSetupAttribute message in a wireless communication system, comprising: employing a processor executing computer executable instructions embodied on a computer readable storage medium to perform the following acts: receiving the InitialSetupAttribute message block comprising an 8 bit AttributeID field, a 2 bit CQIReportingMode field that is having a default value of 00, a 4 bit VCQIReportInterval field that is having a default value of 0000, a 2 bit VCQIMeasureInterval field that is having a default value of 00, a 1 bit EnhancedPilotReportEnabled field that is having a default value of 0, a 4 bit EnhancedPilotReportRatio field that is having a default value of 0000, a 4 bit EnhancedPilotReportThreshold field that is having a default value of 1111, a 2 bit MinReportInterval field that is having a default value of 01, a 2 bit CQIReportInterval field that is having a default value of 00, a 3 bit CQIReportPhase field that is having a default value of 000, a 2 bit CQIPilotInterval field that is having a value of 00, a 3 bit CQIPilotPhase field that is having a default value of 000, a 3 bit BFCHReportRate field that is having a default value of 000, a 3 bit SFCHReportRate field that is having a default value of 000, a 3 bit BFCHPowerOffset field that is having a default value of 000, a 2 bit NumBFCHBits field that is having a default value of 11, a 3 bit SFCHPowerOffset field that is having a default value of 000, a 2 bit NumSFCHBits that is having a default value of 11 and a 3 bit MandatoryCQICHCTRLReportingPeriod field that is having a default value of 111; processing the received InitialSetupAttribute message block; and using default values for the InitialSetupAttribute for constructing an ActiveSetAssignment between the times a wireless device receives an AccessChannelMAC.AccessGrantReceived and the ActiveSetAssignment message. 5.
