A cartridge for a system that uses a stimulus signal for immobilizing a human or animal target includes a propellant and a projectile propelled away from about the cartridge by the propellant. The projectile includes a power supply, a waveform generator, and several electrodes. The waveform generator is powered by the power supply. The waveform generator includes a processor. The electrodes complete a stimulus delivery circuit to conduct a current through the target. The waveform generator generates the current to include a first series of pulses and a second series of pulses. The second series begins after the first series is completed. The first series has a first pulse repetition rate determined by the processor. Each pulse of the first series has a first pulse width of from about 10 to about 1000 microseconds. Each pulse of the first series delivers through the target a first charge per pulse of from about 50 to about 500 microcoulombs. The second series has a second pulse repetition rate determined by the processor to be less than the first pulse repetition rate. Each pulse of the second series delivers through the target a charge greater than a minimum charge per pulse. A product of the second pulse repetition rate and the minimum charge per pulse is greater than 250.

The method of claim 1 wherein storing comprises charging a capacitance. 3. The method of claim 1 wherein releasing comprises discharging a capacitance. 4. The method of claim 1 wherein releasing to accomplish the purpose of interfering with voluntary locomotion comprises outputting the pulse to provide an initial peak voltage from about 3 Kvolts to about 6 Kvolts. 5. The method of claim 1 wherein releasing to accomplish interfering with voluntary locomotion comprises outputting the pulse to provide an initial peak voltage of about 5 Kvolts. 6. The method of claim 1 wherein releasing to accomplish interfering with voluntary locomotion comprises outputting the pulse to provide an initial peak voltage from about 100 volts to about 600 volts. 7. The method of claim 1 wherein releasing to accomplish interfering with voluntary locomotion comprises outputting the pulse to provide an initial peak voltage of about 400 volts. 8. The method of claim 1 wherein releasing to accomplish forming an ionization path comprises outputting the pulse to provide an initial peak voltage from about 10 Kvolts to about 50 Kvolts. 9. The method of claim 1 wherein releasing to accomplish forming an ionization path comprises outputting the pulse to provide an initial peak voltage of about 10 Kvolts. 10. The method of claim 1 wherein repeating provides a stage of pulses for accomplishing the purpose. 11. A method performed by a processor of an electronic control device used as a weapon, the device for passing a current through tissue of a human or animal target, the method comprising: selecting a limit from a set of limits, each limit of the set for accomplishing a respective purpose for the current, each limit comprising a unique respective absolute magnitude;storing energy in accordance with the selected limit;releasing at least a portion of the stored energy to accomplish the respective purpose of the selected limit by outputting a pulse of the current through an electrode in or near tissue of the target; andrepeating the steps of selecting, storing, and releasing to accomplish a plurality of purposes for the current, the plurality comprising interfering with voluntary locomotion by the target and testing impedance of a circuit through the electrode. 12. The method of claim 11 wherein releasing to accomplish testing impedance of the circuit comprises outputting the pulse to provide an initial peak voltage of about 450 volts. 13. The method of claim 11 wherein testing impedance comprises detecting an amount of energy released. 14. The method of claim 11 wherein testing impedance comprises detecting a change in a voltage across a capacitance. 15. The method of claim 11 wherein releasing further comprises terminating release of the stored energy to provide the pulse having an amount of charge. 16. The method of claim 11 wherein selecting further comprises selecting in accordance with the impedance of the circuit through the electrode. 17. A method performed by a processor of an electronic control device used as a weapon, the device for passing a current through tissue of a human or animal target, the method comprising: selecting a limit from a set of limits, each limit of the set for accomplishing a respective purpose for the current, each limit comprising a unique respective absolute magnitude;storing energy in accordance with the selected limit;releasing at least a portion of the stored energy to accomplish the respective purpose of the selected limit by outputting a pulse of the current through an electrode in or near tissue of the target; andrepeating the steps of selecting, storing, and releasing to accomplish a plurality of purposes for the current, the plurality comprising halting voluntary locomotion by the target and interfering with voluntary locomotion by the target. 18. The method of claim 17 wherein repeating to accomplish halting voluntary locomotion comprises providing a stage of pulses that cause continuous contraction of skeletal muscle of the target. 19. The method of claim 17 wherein releasing to accomplish halting voluntary locomotion comprises providing the pulse to contract skeletal muscles of the target. 20. The method of claim 17 wherein releasing to accomplish halting voluntary locomotion comprises providing at least 85 microcoulombs of charge for each pulse of the current. 21. The method of claim 17 wherein releasing to accomplish interfering with voluntary locomotion comprises providing at least 30 microcoulombs of charge for each pulse of the current. 22. A method performed by a processor of an electronic control device used as a weapon, the device for passing a current through tissue of a human or animal target, the method comprising: selecting a limit from a set of limits, each limit of the set for accomplishing a respective purpose for the current, each limit comprising a unique respective amount of charge per pulse of the current;storing energy in accordance with the selected limit;releasing at least a portion of the stored energy by outputting a pulse of the current through an electrode in or near tissue of the target;monitoring delivery of the current through the target;in accordance with monitoring and the selected limit, terminating release of the stored energy to accomplish the respective purpose of the selected limit; andrepeating the steps of selecting, storing, releasing, monitoring, and terminating to accomplish a plurality of purposes for the current, the plurality comprising halting voluntary locomotion by the target and interfering with voluntary locomotion by the target. 23. The method of claim 22 wherein the set of limits comprises about 85 microcoulombs per pulse for halting voluntary locomotion by the target. 24. The method of claim 22 wherein the set of limits comprises about 30 microcoulombs per pulse for interfering with voluntary locomotion by the target. 25. The method of claim 22 wherein storing energy in accordance with the selected limit comprises charging a capacitance to an initial voltage. 26. The method of claim 22 wherein releasing stored energy comprises discharging a capacitance to a termination voltage. 27. The method of claim 22 wherein monitoring comprises monitoring a voltage across a capacitance. 28. The method of claim 22 wherein terminating comprises terminating discharge of a capacitance. 29. The method of claim 22 wherein terminating comprises terminating discharge of a capacitance when a voltage across the capacitance reaches a termination voltage.
