A dynamic stabilization, motion preservation spinal implant system includes an anchor system, a horizontal rod system and a vertical rod system. The systems are modular so that various constructs and configurations can be created and customized to a patient.

A spinal implant that is adapted to be mounted to a spine comprising: a deflection rod system including:a deflection rod having an inner rod and an outer shell;wherein said inner rod is elongated and said outer shell is elongated along the elongated inner rod;a shield that is elongated and is provided along and about the outer shell, the shield having a first end and a second end;wherein said shield has an inner surface spaced from said deflection rod at the first end of the shield such that said deflection rod can deflect toward said inner surface at the first end of the shield; andsaid inner surface of said shield being conical in shape such that the inner surface has an internal diameter which diminishes in size going from the first end towards the second end. 2. The implant of claim 1 wherein said inner rod is cylindrical in shape and said outer shell is conical in shape. 3. The implant of claim 1 wherein said inner rod is cylindrical in shape and said outer shell is conical in shape with a first large diameter which is larger than a second small diameter, and wherein the second small diameter of the outer shell is located adjacent the first end of the shield. 4. The implant of claim 1 wherein said deflection rod system can distribute a load placed on the deflection rod system by the spine along the elongated inner rod. 5. The implant of claim 1 wherein said inner rod is comprised of a super elastic material. 6. The implant of claim 1 wherein said inner rod is comprised of a shape memory material. 7. The implant of claim 1 wherein said inner rod is comprised of nitinol. 8. The implant of claim 1 wherein said outer shell is comprised of a biocompatible polymer. 9. The implant of claim 1 wherein said outer shell is comprised of PEEK. 10. The implant of claim 1 wherein said inner rod is comprised of a first material and the outer shell is comprised of a second material and wherein said first material is more deflectable than the second material and wherein the shield can be comprised of a material that is less deflectable than the inner rod. 11. The implant of claim 1 wherein said inner rod is comprised of a first material and the outer shell is comprised of a second material and wherein said second material is more rigid than the first material, and wherein said second material resists movement of said first material and wherein said shield is comprised of a material that can resist movement of said outer shell. 12. The implant of claim 1 wherein said inner rod is comprised of a first material and the outer shell is comprised of a second material and wherein said second material causes the load that is placed on the inner rod by the spine to be spread along the elongated inner rod. 13. The implant of claim 1 wherein said inner rod extends past said outer shell and wherein said shield extends to a position about adjacent to an end of said outer shell. 14. The implant of claim 1 wherein said shield of said deflection rod system is mounted on a rod and said rod is adapted to be mounted to a spine. 15. The implant of claim 1 wherein said deflection rod is mounted to said shield and said shield is mounted on a rod and said rod is adapted to be mounted to a spine anchor. 16. The implant of claim 1 wherein said outer shell includes a first conical section with a first small diameter end and a second conical section with a second small diameter end, and with the first small diameter end located distally from the second small diameter end. 17. The implant of claim 1 wherein said deflection rod system is mounted on a rod, and wherein said outer shell includes a first conical section with a first small diameter end and a second conical section with a second small diameter end, and with the first small diameter end located distally from the second small diameter end and wherein said first and second small diameter ends of said outer shell can move relative to said rod. 18. The implant of claim 1 wherein said outer shell is conical in shape with a first large diameter which is larger than a second small diameter, and wherein the shield includes a conically shaped inner surface and wherein the conically shaped inner surface of the shield has a first large diameter and a second small diameter with the first large diameter of the inner surface of the shield located adjacent to the second small diameter of said outer shell. 19. The implant of claim 1 wherein said outer shell includes a first conical section and a second conical section, with the first conical section including a first large diameter and a second small diameter and the second conical section including a first large diameter and a second small diameter and with the first large diameters of the first and second conical sections located adjacent to each other, and wherein said shield includes a first conically shaped inner surface and a second conically shaped inner surface. 20. The implant of claim 1 wherein said shield includes a conically shaped inner surface located adjacent to the outer shell. 21. The implant of claim 1 wherein said shield includes a conically shaped inner surface located adjacent to the outer shell, said inner surface including a first end that is in contact with the outer shell and a second end that is spaced from said outer shell. 22. A spinal implant that is adapted to be mounted to a spine comprising: a deflection rod system;said deflection rod system including a deflection rod having an inner rod and an outer shell;wherein said inner rod is elongated and said outer shell is elongated along the elongated inner rod;wherein said outer shell is conical in shape with a larger diameter adjacent to said first end of the deflection rod system and a smaller diameter located adjacent to said second end of the deflection rod system;a shield located adjacent to and about the outer shell;the shield including a conical inner surface having a smaller internal diameter adjacent to said first end of the deflection rod and a larger internal diameter located adjacent to said second end of the deflection rod; andwherein said deflection rod includes a super elastic material. 23. The implant of claim 22 wherein said outer shell is comprised of a biocompatible polymer. 24. A spinal implant that is adapted to be mounted to a spine comprising: a deflection rod system including a shield;a rod adapted to be mounted to another implant that can be implanted into the spine;a mount that mounts the shield of the deflection rod system to the rod;said deflection rod system including an inner rod and an outer shell;wherein said shield is located adjacent to and about said outer shell;wherein said inner rod is elongated and said outer shell is elongated along the elongated inner rod;wherein said outer shell is conical in shape with a first large diameter which is larger than a second small diameter, and wherein the shield includes a conically shaped inner surface and wherein the conically shaped inner surface of the shield has a first large diameter and a second small diameter with the first large diameter of the inner surface of the shield located adjacent to the second small diameter of said outer shell; andsaid deflection rod system includes at least one section that is moveable relative to said mount in order to accommodate movement of a spine. 25. The implant of claim 24 including: said outer shell is conical in shape with a larger diameter located distally from the one section of the deflection rod system and a smaller diameter located adjacent to the one section of the deflection rod system; andwherein said deflection rod includes a super elastic material. 26. The implant of claim 25 wherein said outer shell is comprised of a biocompatible polymer. 27. A spinal implant that is adapted to be mounted to a spine comprising: a deflection rod system including:an elongated deflection rod;an elongated shield that is provided along said deflection rod;said shield includes an inner surface with a first end and a second end;said inner surface of said shield being conical in shape with the first end having a larger diameter than said second end;said first end of said shield spaced from said deflection rod such that said deflection rod can deflect toward said first end and the deflection of said deflection rod is limited by said first end of said inner surface of said shield; andsaid deflection rod is fixed relative to said second end of said inner surface. 28. The spinal implant of claim 27 including a deflection rod system including a mount extending from said shield. 29. The spinal implant of claim 27 wherein the deflection rod comprises a superelastic metal. 30. The spinal implant of claim 27 wherein the deflection rod comprises nitinol. 31. The spinal implant of claim 27 wherein the deflection rod comprises a cylindrical inner core and a conical outer sheath. 32. The spinal implant of claim 27 wherein the deflection rod comprises a cylindrical superelastic metal core and a polymer outer sheath. 33. A spinal implant that is adapted to be mounted to a spine comprising: a deflection rod system including:an elongated inner rod including a super elastic material;an outer shell comprised of a biocompatible polymer, which outer shell is located about said inner rod;a shield located about said outer shell, said shield including an inner surface that is at least in part spaced from said outer shell so that said outer shell can be deflected toward said inner surface and said inner surface limits the deflection of said outer shell; andsaid inner surface of said shield being conical in shape. 34. A spinal implant that is adapted to be mounted to a spine comprising: an elongated deflection rod;an elongated shield that is provided along said elongated deflection rod;said shield includes an inner surface with a first end;said first end of said shield spaced from said deflection rod such that said deflection rod can deflect toward said first end and the deflection of said deflection rod is limited by said first end of said first inner surface of said shield; andsaid inner surface of said shield being conical in shape. 35. A spinal implant that is adapted to be mounted to a spine comprising: a deflection rod system including:an inner rod and an outer shell;wherein said inner rod is elongated and said outer shell is elongated along the elongated inner rod;a shield that is elongated and is provided along and about the outer shell;wherein said inner rod is cylindrical in shape and said outer shell is conical in shape; andsaid shield includes a conically-shaped inner surface located adjacent to the outer shell.
