A method of making a structural connection comprising: providing a connection configuration having at least two elements;said at least two elements being coupled with each other along an interface;configuring a reinforcement device for use with said connection configuration;establishing a predetermined load at which said reinforcement device will debond from said connection configuration;said predetermined load being substantially transverse relative to said interface; and bonding said reinforcement device to said connection configuration via an adhesive bonding mechanism, such that said reinforcement device is adapted to debond from said connection configuration when a load reaches said predetermined load. 2. The method of claim 1 wherein said reinforcement device comprises a fiber-reinforced composite member. 3. The method of claim 1 wherein said reinforcement device is comprised of a material selected from the group consisting of laminar carbon fiber reinforced plastic; boron fiber enhanced, carbon-fiber-epoxy-impregnated carbon fiber reinforced plastic; glass fiber reinforced polymer; and aramid fiber reinforced polymer. 4. The method of claim 1 wherein said connection configuration comprises a girder assembly comprising a stiffener member orthogonally coupled with a connection plate at a first interface and a flange member at a second interface; and wherein said reinforcement device is bonded to said first and second interfaces between said stiffener member, said connection plate, and said flange member. 5. The method of claim 1 wherein said connection configuration comprises a girder assembly comprising a stiffener member orthogonally coupled with a connection plate at a first interface and a flange member at a second interface; and wherein said first and second interfaces are proximate to a web gap region and wherein said reinforcement device has a substantially U-shaped configuration such that said reinforcement device is bonded to said stiffener in said web gap region. 6. The method of claim 1 wherein said connection configuration comprises a girder assembly comprising a stiffener member orthogonally coupled with a connection plate at a first interface and a flange member at a second interface; and wherein said reinforcement device has a substantially L-shaped configuration such that said reinforcement device is bonded to said connection plate and said stiffener member. 7. The method of claim 1 wherein said connection configuration comprises a girder assembly comprising a stiffener member orthogonally coupled with a connection plate at a first interface and a flange member at a second interface; wherein a first and second reinforcement device having a substantially L-shaped configuration are bonded to said girder assembly such that each of said two reinforcement devices is bonded to said connection plate and said stiffener member. 8. The method of claim 1, wherein said reinforcement device is comprised of fibers and matrix material. 9. A method for detecting structural failure or fatigue comprising: providing a connection configuration having at least two elements;said at least two elements being coupled with each other along an interface;configuring a reinforcement device for use with said connection configuration;establishing a predetermined load at which said reinforcement device will debond from said connection configuration;said predetermined load being substantially transverse relative to said interface;bonding said reinforcement device to said connection configuration via an adhesive bonding mechanism, such that said reinforcement device is adapted to debond from said connection configuration when a load reaches said predetermined load; andmonitoring said reinforcement device for evidence of debonding, wherein said debonding indicates structural failure or fatigue. 10. The method of claim 9 wherein said reinforcement device comprises a fiber-reinforced composite member. 11. The method of claim 9 wherein said reinforcement device is comprised of a material selected from the group consisting of laminar carbon fiber reinforced plastic; boron fiber enhanced, carbon-fiber-epoxy-impregnated carbon fiber reinforced plastic; glass fiber reinforced polymer; and aramid fiber reinforced polymer. 12. The method of claim 9 wherein said connection configuration comprises a girder assembly comprising a stiffener member orthogonally coupled with a connection plate at a first interface and a flange member at a second interface; and wherein said reinforcement device is bonded to said first and second interfaces between said stiffener member, said connection plate, and said flange member. 13. The method of claim 9 wherein said connection configuration comprises a girder assembly comprising a stiffener member orthogonally coupled with a connection plate at a first interface and a flange member at a second interface; and wherein said first and second interfaces are proximate to a web gap region and wherein said reinforcement device has a substantially U-shaped configuration such that said reinforcement device is bonded to said stiffener in said web gap region. 14. The method of claim 9 wherein said connection configuration comprises a girder assembly comprising a stiffener member orthogonally coupled with a connection plate at a first interface and a flange member at a second interface; and wherein said reinforcement device has a substantially L-shaped configuration such that said reinforcement device is bonded to said connection plate and said stiffener member. 15. The method of claim 9 wherein said connection configuration comprises a girder assembly comprising a stiffener member orthogonally coupled with a connection plate at a first interface and a flange member at a second interface; wherein a first and second reinforcement device having a substantially L-shaped configuration are bonded to said girder assembly such that each of said two reinforcement devices is bonded to said connection plate and said stiffener member. 16. The method of claim 9, wherein said reinforcement device is comprised of fibers and matrix material.
