A dispensing device for a preferably cosmetic liquid as well as a method for the manufacture thereof are proposed. A lasting and tight joining of two materials is achieved while allowing for simple manufacture by pretreating the surface of the first material by means of plasma treatment or irradiation in a desired joining area in order to form radicals there or to break up the polymer chains of the first material, and by then injecting the second material directly against the first material. Another aspect consists in covering the first material with a second material for joining with another material or component.

Dispensing device as set forth in claim 1, wherein the first material is pretreated only in areas and the second material, as a result, is only joined with the first material in the pretreated areas. 3. Dispensing device as set forth in claim 1, wherein radicals are formed as a result of the pretreatment, polymer chains are broken up and/or a better chemical and/or tight bond between the first material and the second material, or a bond at all, is made possible. 4. Dispensing device as set forth in claim 1, wherein the first component comprises a discharge opening, with the valve element covering or sealing the discharge opening, with the discharge opening being releasable for the dispensing of the liquid or of the product formed therefrom as a result of elastic deformation of the first component or valve element. 5. Dispensing device as set forth in claim 1, wherein the first component forms a convex, arched or semi-cylindrical or cylindrical surface with which the valve element is joined in the areas. 6. Dispensing device as set forth in claim 1, wherein the liquid or the product formed therefrom can be dispensed between a flush-lying component and the valve element through corresponding elastic deformation of at least one of the flush-lying component and the valve element. 7. Dispensing device as set forth in claim 1, wherein the first component and a flush-lying component are solidly joined with each other exclusively in an annular or U-shaped area. 8. Dispensing device as set forth in claim 1, with a preferably elastic or flexible component made from the first material, with the component or first material being covered by the second material for joining with another component or material. 9. Dispensing device as set forth in claim 1, wherein the second material is one of a polyolefin, particularly polypropylene, polyethylene, LLPE, TPEE or TEEE. 10. Dispensing device as set forth in claim 1, wherein the first material is one of a plastic, an elastomer, a thermoplast, and TPU. 11. Dispensing device as set forth in claim 1, wherein the dispensing device is a manually operable pump. 12. Dispensing device as set forth in claim 1, wherein the container has a delivery valve with which the dispensing head is joined. 13. Method for the manufacture of a dispensing device for a cosmetic liquid, wherein a first material is pretreated at least in areas and wherein a second material is injected directly against the pretreated first material and consequently chemically joined with same at least in the pretreated area, wherein the first material is pretreated by means of a plasma treatment or an irradiation in order to make possible or achieve an optimal bond between the first material and the second material, without adhesion promoters. 14. Method as set forth in claim 13, wherein the first material is pretreated only in areas and the second material, as a result, is only joined with the first material in the pretreated area. 15. Method as set forth in claim 13, wherein another material, element or component is joined with the second material on the side facing away from the first material. 16. Method as set forth in claim 13, wherein a polyolefin, polypropylene, polyethylene, LLPE, TPEE or TEEE, is used as the second material. 17. Method as set forth in claim 13, wherein a plastic, an elastomer, thermoplast, and/or TPU, is used as the first material. 18. Method as set forth in claim 13, wherein a discharge valve is formed with a first and/or second component from the first and/or second material. 19. Dispensing device as set forth in claim 1, wherein the dispensing device is connected to or provided with the container. 20. Dispensing device as set forth in claim 12, wherein the first component comprises a connecting part for insertable connection with the delivery valve of the container. 21. Dispensing device as set forth in claim 12, wherein the dispensing device comprises a depressible actuating element for opening of the delivery valve. 22. Dispensing device as set forth in claim 1, wherein the container or the liquid contains one of a propellant, compressed gas or carbon dioxide. 23. Dispensing device as set forth in claim 1, wherein the dispensing device is designed to dispense a foam, a pasty mass or a gel. 24.
