The method according to claim 3, wherein the input information bits are padded by sequentially setting a most significant bit to zero, where (a0) is a Least Significant Bit (LSB) and (a9) is a Most Significant Bit (MSB). 5. The method according to claim 1, wherein the (32, 10) block coding uses a second order Reed-Muller code. 6. The method according to claim 1, wherein the input information bits are TFCI (Transport Format Combination Indicator) information bits.
