The fluid transfer apparatus of claim 2 further comprising an inspection assembly apparatus; the inspection assembly apparatus is comprised of a transparent tube, a plurality of dowels, an anterior flange, a posterior flange and a retainer;the retainer is a ring shaped member comprised of an inner surface and an outer surface;the outer surface of the retainer is sized to mate with a light producing apparatus;the transparent tube is comprised of a first end and a second end;the dowels are disposed around the transparent tube;the retainer is affixed to at least two dowels at the inner surface of the retainer. 4. The fluid transfer apparatus of claim 2 further comprising a compression ferrule; the compression ferrule is disposed between the lock ring and the upper cylinder; the compression ring is comprised of an anterior edge and a posterior edge. 5. The wine racking assembly of claim 1 further comprising an inspection assembly apparatus; the inspection assembly apparatus is comprised of a transparent tube, a plurality of dowels, an anterior flange, a posterior flange and a retainer;the retainer is a ring shaped member comprised of an inner surface and an outer surface;the outer surface of the retainer is sized to mate with a light producing apparatus;the transparent tube is comprised of a first end and a second end;the dowels are disposed around the transparent tube;the retainer is affixed to at least two dowels at the inner surface of the retainer. 6.
