A method for communicating between a source and a destination includes encapsulating data received from the source in accordance with a service provider format into an upper layer packet. The method includes forwarding the upper layer packet across a service provider network. The upper layer packet is decapsulated into a lower level packet for the destination, based on at least one condition.

1. A method for communicating between a source and a destination in a service provider internet protocol network, comprising: encapsulating data received from the source in accordance with a service provider format into an upper layer packet;adding to the upper layer packet a virtual private network identification including destination and a virtual private network hop count;forwarding the upper layer packet across the service provider internet protocol network to an egress edge device of the service provider internet protocol network;authenticating the upper layer packet at the egress edge device using the virtual private network identification; andupon authentication, decapsulating the upper layer packet into a lower layer packet for the destination, based on a determination, upon egress, that a mapping exists between an upper layer address for the egress edge device and at least one lower layer address for the destination. 2. The method according to claim 1, wherein the destination comprises a network. 3. The method according to claim 1, wherein the component of the destination comprises a device. 4. The method according to claim 1, further comprising: sending the upper layer packet exclusively to the upper layer address when the mapping exists. 5. The method according to claim 1, further comprising: sending the upper layer packet to a multicast address determined by the service provider network when the mapping does not exist. 6. The method according to claim 5, further comprising: mapping the at least one lower layer address of the destination to the upper layer address of the egress edge device based on transmission of the upper layer packet sent to the multicast address. 7. The method according to claim 1, further comprising: verifying a secured network identifier corresponding to a secured network to which the source and the destination belong. 8. The method according to claim 1, further comprising: adding a secured network identifier to the upper layer packet. 9. The method according to claim 7, further comprising: transmitting a decapsulated packet to the destination when the secured network identifier is verified. 10. The method according to claim 7, further comprising: discarding the upper layer packet when the secured network identifier is not identified. 11. The method according to claim 1, wherein the destination accesses an upper layer device to which the upper layer packet is delivered via a broadband access link. 12. The method according to claim 11, wherein the upper layer device comprises one of a digital subscriber line access multiplexer, an asynchronous transfer mode edge switch and an interworking function device. 13. The method according to claim 11, wherein the broadband access link comprises one of a digital cable, T-1, digital signal-level 3, optical carrier level 3, and ethernet link. 14. The method according to claim 1, wherein the destination accesses an upper layer device to which the upper layer packet is delivered via a digital subscriber line. 15. The method according to claim 1, wherein the service provider network comprises gateways, andwherein each of the gateways comprises a plurality of line interfaces. 16. The method according to claim 15, wherein the destination corresponds to one of the plurality of line interfaces. 17. The method according to claim 16, wherein the destination corresponds to more than one of the plurality of line interfaces. 18. The method according to claim 15, wherein each of the plurality of line interfaces are associated with a virtual learning device, andwherein the virtual learning device caches a mapping of the destination to at least one corresponding line interface. 19. A system for communicating between a source and a destination in a service provider internet protocol network, comprising: an encapsulator that encapsulates data received from the source in accordance with a service provider format into an upper layer packet, adds to the upper layer packet a virtual private network identification including a destination and a virtual private network hop count, and forwards the upper layer packet to an egress edge device of the service provider internet protocol network; anda decapsulator that authenticates the upper layer packet at the egress edge device using the virtual private network identification and, upon authentication, decapsulates the upper layer packet into a lower layer packet for the destination, based on a determination, upon egress, that a mapping exists between an upper layer address for the egress edge device and at least one lower layer address for the destination. 20. A non-transitory computer readable medium comprising a set of instructions for communicating between a source and a destination in a service provider internet protocol network, the set of instructions directing at least one processor to perform acts of: encapsulating data received from the source in accordance with a service provider format into an upper layer packet;adding to the upper layer packet a virtual private network identification including destination and a virtual private network hop count;forwarding the upper layer packet across the service provider internet protocol network to an egress edge device of the service provider internet protocol network;authenticating the upper layer packet at the egress edge device using the virtual private network identification; andupon authentication, decapsulating the upper layer packet into a lower layer packet for the destination, based on a determination, upon egress, that a mapping exists between an upper layer address for the egress edge device and at least one lower layer address for the destination.
