A method of controlling an aircraft, missile, munition or ground vehicle with plasma actuators, and more particularly of controlling fluid flow across their surfaces or other surfaces which would benefit from such a method, includes the design of an aerodynamic plasma actuator for the purpose of controlling airflow separation over a control surface of a aircraft, missile, or a ground vehicle, and a method of determining a modulation frequency for the plasma actuator for the purpose of fluid flow control over these vehicles. Various embodiments provide steps to increase the efficiency of aircraft, missiles, munitions and ground vehicles. The method of flow control reduces the power requirements of the aircraft, missile, munition and or ground vehicle. These methods also provide alternative aerodynamic control using low-power hingeless plasma actuator devices.

The method in claim 1, wherein the plasma actuator is a dielectric-barrier-discharge plasma actuator. 3. The method in claim 1, wherein the modulation frequency is equal to between about 0.6 to about 1.4 times the measured, predicted or estimated fluid velocity divided by the actuator placement distance. 4. The method in claim 1, wherein the plasma actuator is activated and deactivated by a closed loop control system. 5. The method in claim 1, wherein the method is used to assist in stabilizing, controlling, or improving the performance of a race car. 6. The method in claim 1, wherein the method is used to assist in stabilizing or controlling a munition, missile, or aircraft. 7. The method in claim 1, wherein the method is used to reduce vibration, noise, or radar wave reflectivity of the aerodynamic surface. 8. A method of creating lift or side forces on an aerodynamic surface comprising the steps of: locating multiple plasma actuators on an aerodynamic surface having a trailing edge or aft end, each at a different placement distance from the trailing edge or aft end;locating multiple sensors on the aerodynamic surface, each positioned to detect or predict flow separation near the location of different ones of the multiple plasma actuators;measuring, predicting or estimating velocities of a fluid flowing past the surface at or near the plasma actuators using a controller and the sensors;using the controller, determining or estimating times of flow separation of the fluid from the surface near the locations of the plasma actuators, and calculating modulation frequencies for the plasma actuators corresponding to desired operating unsteady frequencies based at least in part on the measured, predicted or estimated fluid velocities and the actuator placement distances; andactivating the plasma actuators near the determined or estimated times of flow separation at the calculated modulation frequencies to create lift or side forces on the aerodynamic surface. 9. The method in claim 8, wherein the plasma actuators are dielectric-barrier-discharge plasma actuators. 10. The method in claim 8, wherein the modulation frequencies are, respectively for each actuator, equal to between about 0.6 to about 1.4 times the measured, predicted or estimated fluid velocities divided by the actuator placement distances. 11. The method in claim 8, wherein the method is used to assist in stabilizing or controlling a race car. 12. The method in claim 8, wherein the method is used to assist in stabilizing or controlling munitions, missile or aircraft. 13. A method of controlling flow of fluid across a surface of a missile, aircraft, munition, or ground vehicle having a number of surfaces comprising the steps of: locating multiple plasma actuators on a surface of the missile, aircraft, munition or ground vehicle having a trailing edge or aft end, a placement distance from the trailing edge or aft end;locating multiple sensors, each having a signal, the sensors being positioned to detect or predict flow separation of a fluid near the locations of the plasma actuators;measuring, predicting or estimating velocities of the fluid flowing past the surface of the missile, aircraft, munition or ground vehicle;determining or estimating times of flow separation of the fluid from the surface near the locations of the plasma actuators based at least in part on the signals of the sensors;computing individual modulation frequencies for the plasma actuators using a controller based at least in part on the determined or estimated times of flow separation, the measured, predicted or estimated velocities, and the actuator placement distances; andactivating and deactivating the plasma actuators near the time of flow separation of the fluid to control flow of fluid across the surface of the missile, aircraft, munition, or ground vehiclewherein the control of flow results in lifting, steering, or producing drag upon the missile, aircraft, munition, or ground vehicle. 15. The method in claim 14, wherein the plasma actuator is a dielectric-barrier-discharge plasma actuator. 16. The method in claim 14, wherein the modulation frequencies are, respectively for each actuator, equal to between about 0.6 to about 1.4 times the measured, predicted or estimated fluid velocities divided by the actuator placement distances. 17.
