A reservoir of hydraulic fluid is located in the casing and communicates with the inlet of a pump which is also located in the casing. A direct current electric motor is located above the pump and is driven by a battery which is located in the casing below the reservoir. A rigid frame has a base which supports the bottom of the casing and which has a structure attachable to an operator for carrying the power controller and wheels for moving the power controller along the ground.

A power controller according to claim 1, including a tubular telescopically extendable guide connected to the base and extending upwardly along one side of the casing. 5. A power controller according to claim 4, the guide including stops for limiting the telescopic movement of the guide to at least one lifted position. 6. A power controller according to claim 1, including a pressure gauge for sensing the pressure at the outlet of the pump and an adjusting device for adjusting the pressure at the outlet of the pump.
