A method for reducing scarring, the method comprising administering a replication deficient adenoviral vector comprising an expression cassette to skin of a subject having a wound, wherein the expression cassette comprises a cytomegalovirus immediate early (CMV) promoter operably linked to a polynucleotide encoding p21WAF1/Cip1, resulting in wound closure and reduced scarring. 2. The method of claim 1, wherein the administrating results in decreased keloids or hypertophic scarring at the wound compared to scarring on an untreated wound. 3. The method of claim 1, wherein the adenoviral vector is administered at a dose of between 105 and 109 particle number (PN) per cm2 of the wound. 4. The method of claim 1, wherein the vector is administered in a biocompatible matrix. 5. The method of claim 4, wherein the matrix comprises collagenous, metal, hydroxyapatite, bioglass, aluminate, bioceramic materials, purified proteins or extracellular matrix compositions. 6. The method of claim 4, wherein the matrix is a collagen matrix. 7. The method of claim 1, wherein the skin is burned. 8. The method of claim 1, wherein the vector comprises a partial or total deletion of protein IX.
