The system of claim 1, wherein the sensor is configured to send to the handwashing monitoring device information indicating that an identification signal from the badge has been received by the sensor. 3. The system of claim 2, wherein the information sent by the sensor to the handwashing monitoring device includes at least one of an indication of whether the person is or is not contaminated, an indication of whether the sensor is or is not functioning properly, and an indication of whether the sensor is or is not able to communicate with the master station. 4. The system of claim 2, wherein the handwashing monitoring device is configured to send to the sensor information indicating at least one of whether the handwashing device is or is not operating properly, whether a handwashing procedure involving the handwashing device is or is not in progress, whether a handwashing procedure involving the handwashing device is or is not successful, and a maintenance status relating to the handwashing device. 5. The system of claim 1, wherein the sensor is in communication with the handwashing monitoring device and the sensor is configured to send both information received by the sensor from the badge and information received by the sensor from the handwashing monitoring device to the master station. 6. The system of claim 5, wherein the sensor includes an infrared receiver configured to receive infrared signals transmitted by the badge and a radio-frequency transmitter configured to transmit information from the sensor to the master station. 7. The system of claim 1, comprising an alert indicator fixedly located in proximity to the handwashing device. 8. The system of claim 1, comprising an alert indicator configured to display text messages relating to the handwashing device. 9. The system of claim 1, comprising an alert indicator fixedly located in a patient room of the facility, wherein the alert indicator is configured to display a visual indicator relating to a handwashing policy of the facility. 10. A handwashing monitoring system, comprising a sensor associated with a handwashing device positioned in a facility,a badge configured to transmit an identification signal to the sensor, the identification signal being associated with a person,a handwashing monitoring device operably coupled to the handwashing device, the handwashing monitoring device being configured to generate a compliance signal indicative of whether the person has or has not used the handwashing device,a network, the sensor and the handwashing device being operably coupled to the network, anda master station operably coupled to the network, the master station including memory and a processor, the master station being configured to receive via the network information indicating that an identification signal from the badge has been received by the sensor and information indicating that a compliance signal has been generated by the handwashing monitoring device, the master station being configured to determine whether the person is or is not in compliance with a handwashing policy of the facility, anda plurality of alert indicators positioned at different locations in the facility, wherein the master station is configured to direct a signal indicative of whether the person is or is not in compliance with a handwashing policy of the facility to an alert indicator located in the same room of the facility in which the person is located. 11. The system of claim 1, wherein the handwashing device is a portable device. 12. The system of claim 1, wherein the master station includes at least one of a central device and a number of distributed components. 13. The system of claim 1, comprising a plurality of sensors, wherein each of the sensors is located in a different zone within the facility, at least one of the zones is a nurse contact zone or a patient contact zone, each of the sensors is configured to receive the identification signal, and the master station is configured to store information about the person's location as the person moves throughout the facility and execute handwashing monitoring logic only if the person enters a nurse contact zone or a patient contact zone. 14. The system of claim 13, wherein the handwashing monitoring logic includes determining, based on at least one of previous locations of the person, occurrences of specific events, time elapsed between the person's hand washings, and frequency of the person's hand washings, if the person has or has not complied with a handwashing policy of the facility. 15. The system of claim 14, wherein all of the zones are located in a patient room of the facility, the handwashing device is located in one of the zones within the patient room, and the master station executes handwashing monitoring logic only if the person enters a nurse contact zone or a patient contact zone within the patient room. 16. The system of claim 15, wherein one of the sensors is a low-resolution sensor configured to determine only whether the person is or is not in the patient room and the remaining sensors are high-resolution sensors configured to determine whether the person is or is not in a particular zone within the patient room. 17. The system of claim 1, comprising a plurality of sensors, each of the sensors being located in a different zone within the facility, at least one of the zones being a contamination zone, wherein the master station is configured to store information about the person's location as the person moves from one zone to another within the facility, execute handwashing monitoring logic if the person enters and then exits a contamination zone without successfully completing a handwashing event in the contamination zone, and determine based on such entering and exiting if the person has complied with a handwashing policy of the facility. 18. The system of claim 17, wherein the master station determines if the person has complied with a handwashing policy of the facility based on at least one of amount of time that elapses after the person has exited the contamination zone, and amount of time that elapses while the person is in the contamination zone.
