A balloon catheter having a distal tip member, comprising: a) an elongated shaft having a proximal end, a distal end, an inflation lumen, a guidewire receiving lumen, an inner tubular member with a distal section of the guidewire lumen therein, and a distal tip member secured to a distal end of the inner tubular member to define a distal end section of the guidewire lumen;b) an inflatable balloon on a distal shaft section having a working length between proximal and distal cone sections, and a proximal skirt section and a distal skirt section sealingly secured to the shaft such that an inflatable interior of the balloon is in fluid communication with the inflation lumen; andc) a distal coupling band member on an outer surface of the inner tubular member surrounding a junction of the inner tubular member, having a distal end which abuts an inner surface of the balloon at a distal end of the distal cone section. 2. The balloon catheter of claim 1 wherein a proximal end of the distal tip member is located in the balloon inflatable interior proximal to the distal skirt section, and the distal skirt section is sealingly secured to an outer surface of the distal tip member. 3. The balloon catheter of claim 2 wherein the junction surrounded by the distal coupling band member is between the inner tubular member and the distal tip member. 4. The balloon catheter of claim 2 wherein the inner tubular member includes a proximal member and a distal member which is more flexible than the proximal member and which has a proximal end bonded to a distal end of the proximal member, and which forms the distal end of the inner tubular member bonded to the distal tip member. 5. The balloon catheter of claim 4 wherein the junction surrounded by the distal coupling band member is between the proximal and distal members of the inner tubular member. 6. The balloon catheter of claim 4 wherein the junction surrounded by the distal coupling band member is between the inner tubular member and the distal tip member, and including a proximal coupling band member on an outer surface of the inner tubular member surrounding the bond between the proximal and distal members of the inner tubular member. 7. The balloon catheter of claim 1 wherein the distal tip member is formed at least in part of a softer polymeric material than the distal end of the inner tubular member. 8. The balloon catheter of claim 4 wherein the bond between the proximal and distal members of the inner tubular member extends from a first side of the inner tubular member diagonally to an opposite side of the inner tubular member to form a diagonal seam. 9. The balloon catheter of claim 1 wherein the distal coupling band member is not bonded to the balloon. 10. The balloon catheter of claim 1 wherein the distal coupling band member has a proximal end located closer to the distal end of the distal cone section than to a proximal end of the distal cone section of the balloon. 11. A balloon catheter having shaft segments joined by a diagonal seam, comprising: a) an elongated shaft having a proximal end, a distal end, an inflation a lumen, a guidewire lumen, a proximal tubular member, and a distal tubular member which has a diagonally extending proximal end bonded to a diagonally extending distal end of the proximal tubular member, such that a bond between the ends extends from a first side of the shaft diagonally to an opposite side of the shaft to form a diagonal seam; andb) an inflatable balloon on a distal shaft section having a working length and proximal and distal cone sections, and a proximal skirt section and a distal skirt section sealingly secured to the shaft such that an interior of the balloon is in fluid communication with the inflation lumen. 12. The balloon catheter of claim 11 wherein the proximal and distal tubular members are outer tubular members with the inflation lumen of the shaft therein. 13. The balloon catheter of claim 11 wherein the proximal and distal tubular members are inner tubular members with the guidewire lumen of the shaft therein. 14. The balloon catheter of claim 13 wherein the diagonal seam is located in the interior of the balloon. 15. The balloon catheter of claim 11 wherein the distal tubular member is more flexible than the proximal tubular member such that a flexibility of the shaft decreases along an entire length of the diagonal seam from a proximal to a distal end of the diagonal seam. 16. The balloon catheter of claim 11 wherein the proximal and distal tubular members are lap joined at the diagonal seam. 17. The balloon catheter of claim 11 wherein the proximal and distal tubular members are butt-joined at the diagonal seam. 18. The balloon catheter of claim 17 including a diagonally extending coupling band member surrounding the diagonal seam on an outer surface of the tubular members, having diagonal proximal and distal ends extending diagonally across inner diameters of the tubular members. 19. A balloon catheter having a distal tip member, comprising: a) an elongated shaft having a proximal end, a distal end, an inflation lumen, a guidewire receiving lumen, an inner tubular member with a distal section of the guidewire lumen therein, and a distal tip member secured to a distal end of the inner tubular member at a junction, the distal tip member being made from a softer polymeric material than the inner tubular member;b) an inflatable balloon on a distal shaft section having a working length between proximal and distal cone sections, and a proximal skirt section and a distal skirt section sealingly secured to the shaft such that an inflatable interior of the balloon is in fluid communication with the inflation lumen; andc) a distal coupling band member on an outer surface of the inner tubular member surrounding the junction of the inner tubular member and distal tip member, the distal coupling band member having a distal end which abuts an inner surface of the balloon at a distal end of the distal cone section. 20. The balloon catheter of claim 19 wherein a proximal end of the distal tip member is located in the balloon inflatable interior proximal to the distal skirt section, and the distal skirt section is sealingly secured to an outer surface of the distal tip member. 21. The balloon catheter of claim 20 wherein the inner tubular member includes a proximal member and a distal member which is more flexible than the proximal member and which has a proximal end bonded to a distal end of the proximal member, and which forms the distal end of the inner tubular member bonded to the distal tip member. 22. The balloon catheter of claim 21 further including a proximal coupling band member on an outer surface of the inner tubular member surrounding the bond between the proximal and distal members of the inner tubular member. 23. The balloon catheter of claim 1 wherein the distal tip member extends distally beyond the distal skirt section. 24. The balloon catheter of claim 19 wherein the distal tip member extends distally beyond the distal skirt section.
